Reconnecting Central Portland to the Riverfront - Project 05-587.10

Purpose	This project intends to reconnect the community to the waterfront across I-64 and better integrate the highway right-of-way with the surrounding land-use character and context. The benefits include improved connectivity to essential services and local assets for vehicles, pedestrians, and cyclists, as well as enhanced safety for all users.
Project Scope	The overall project is comprised of five components, or “sub-projects: 1. 22nd Street / I-64 Interchange Improvements A.. 22nd St. between Portland Ave. and Northwestern Pkwy. B. 22nd St. between Bank St. and Portland Ave. 2. Access Improvements to Lannan Park and McAlpine Locks 3. Highway Edge Treatments along I-64 Right-of-Way A. Nelligan Ave. Edge Treatment 4. Pedestrian Bridges A. 23rd St. and Lannan Park B. 19th St.

Public Input	A public meeting was held on June 25, 2026, where those interested shared their input on further-developed concepts and their preferred option for each “sub-project” listed above. Based on the feedback from the meeting and survey, the preferred concepts will advance into the final design phase. Public comments via an online survey were accepted through July 25, 2026. Information concerning Section 106 of the National Historic Preservation Act will be available for anyone interested in signing up for this process. An online survey will be available and remain active for 30 days after the public meeting. Meeting Handout - English Meeting Handout - Spanish A public meeting was also held on May 7, at the Molly Leonard Portland Community Center, with a survey available online for 30 days after.
Project Timeline	*As of Spring 2026 (SUBJECT TO CHANGE): Preliminary design and environmental clearance phase for 2026 Final design phase in 2027 Construction starting in 2028 The above project milestone dates are subject to change based on Federal Grant funding availability.
