LPA Project Administration

LPAlogo.jpg​​This page is designed for use by Local Public Agencies (LPAs) receiving federal transportation funding for locally administered transportation projects and for consultants working with LPAs.

Any L​PA using federal transportation dollars for a transportation project must follow the Kentucky Transportation Cabinet's LPA Project Guide, which is found on this site. The LPA Project Guide is also a resource for state-funded projects. LPAs should work with KYTC to understand if/when law and policies are different for state-funded projects.

 The LPA Project Guide and this site are maintained​ by the KYTC Division of Program Management. The LPA Project Guide will be maintained as a living document; maintenance to hyperlinks, for example, will be performed as needed. If significant changes to content are made, the published date of the LPA Project Guide or revised chapter will be updated.

Training

The Transportation Cabinet has created an online training course to help LPAs get a basic understanding of the requirements of a federal-aid transportation project.  Any LPA with a federal-aid project should, at a minimum,  have the Person in Responsible Charge complete this course.  Please keep in mind the course provides a high-level overview and LPAs are responsible for following all requirements outlined in the LPA Guide.
