NOTICE:  Pricing Information in Responses to Requests for Proposals

The Kentucky Transportation Cabinet (KYTC), Division of Professional Services, is providing notice to all consulting firms regarding the inclusion of hourly rates, pricing, and all other compensation information in responses to Requests for Proposals (RFPs).

KYTC procures engineering and engineering-related professional services through a Qualifications-Based Selection (QBS) process consistent with the Federal Brooks Act or 1972 (23 CFR §​ 172.7), applicable state and federal requirements (KRS 45A and 600 KAR Chapter 6)​, and KYTC Professional Services procedures. Under this process, consultants are evaluated and ranked based upon the qualifications and evaluation factors established in the applicable RFP, rather than on price or cost.

Accordingly, hourly rates, billing rates, labor rates, fee schedules, cost proposals, overhead rates, or any other pricing or compensation information shall not be included within a consultant's Response to Announcement.

In procurements where KYTC specifically requests hourly rates or other pricing information, that information must be submitted separately through the designated document upload within the Professional Services portal, as instructed in the applicable RFP or Procurement Bulletin. Requested pricing information shall not be incorporated into, attached to, or otherwise included as part of the consultant's Response to Announcement.

Any Response to Announcement containing hourly rates, pricing, or other compensation information will be deemed non-compliant and not to be considered by the KYTC Selection Committee.​

Consultants are responsible for carefully reviewing the applicable RFP, Procurement Bulletin, Electronic Response Instructions, and all other submission requirements prior to filing their response.

This requirement is intended to maintain the integrity of KYTC's qualifications-based consultant selection process and to ensure that pricing information remains separate from the evaluation and ranking of consultant responses.

​NOTICE: 2027 Project Manager's Boot Camp Xpress Training – SAVE THE DATE!

The Kentucky Transportation Cabinet's (KYTC) mission is “to provide a safe, efficient, environmentally sound and fiscally responsible transportation system that delivers economic opportunity and enhances the quality of life in Kentucky." To support successful project delivery, KYTC partners with the Kentucky Transportation Center to offer Project Manager's Boot Camp Xpress (Xpress) training.

The Cabinet requires all consultant project managers intending to undertake project management duties on project-specific contracts on behalf of the Cabinet to have completed Xpress or be enrolled/waitlisted for the next offering.

The next Xpress training is scheduled for March 24–25, 2027, at the Transportation Cabinet Office Building in Frankfort. Training will be held from 8:30 a.m. to 4:00 p.m. each day.

​Registration is expected to open in January 2027. Individuals currently on the Xpress waitlist will receive the registration announcement directly and will be given the first opportunity to register. After the priority registration period for those on the waitlist, registration will open to the broader consultant community.

To date, 495 participants have completed Xpress. Feedback on the course has been consistently positive, and Xpress continues to receive strong support from Cabinet leadership and the consultant community.  We look forward to seeing you at Xpress!​

NOTICE:  2026 Prequalification Criteria and Instructions Update

The Kentucky Transportation Cabinet has posted revisions to the Prequalification Criteria and Instructions document, which serves as the basis for determining minimum eligibility of firms within each service category.​ Each firm that desires to retain prequalifications or become prequalified with the Cabinet in any new service area must submit a full prequalification application prior to response to advertisement. These prequalifications are to be submitted electronically via the Consultant Portal by clicking the Consultant Management widget. Hard copy prequalification submittals are no longer permitted. The website to visit to submit prequalifications is https://apps.transportation.ky.gov/professionalservices.

Each firm that desires to retain prequalifications must submit a full prequalification application in the Portal prior to the firm's annual renewal date. Although the Portal will send an automatic notification as a courtesy, it is the sole responsibility of the firm to initiate a renewal of its prequalification with the Cabinet. The request should include a Certification of Professional Liability Insurance, a Certificate of Workers Compensation, and an Employment Insurance policy. The firm must also upload to the Portal an annual affidavit of the Campaign Finance form, linked below. The firm must also comply with an Ethics Certification directly in the Portal which is not a form and does not require a document upload. These credentials shall be uploaded for review by Professional Services staff and retained for compliance. The firm may be removed from the Cabinet's listing of prequalified consultants if an application is not received within thirty (30) days of its annual renewal date.

NOTICE:  2026 Direct Costs for Mileage, Meals, and Lodging

Pursuant to 600 KAR 6:070, travel reimbursements shall be governed by 200 KAR 2:006, which establishes reimbursement rates for average gasoline cost, per diem for meals, and hotel lodging. Effective immediately, the following rates are hereby established and shall apply to all contracts and contract modifications executed from the date of this memorandum through December 31, 2026.

The average gasoline cost shall be established at $0.43 per mile with an allowable $0.56 cents per mile for four-wheel drive vehicles. Per diem for meals shall remain at $50 per day and hotel lodging shall also stay at $110 per night.

​NOTICE:  New Federal Restrictions on Foreign Drones​

The American Security Drone Act of 2023 (ASDA) and OMB Memorandum M-26-02 has now strictly prohibited the use of federal funds, including grants, loans and cooperative agreements, for Unmanned Aircraft Systems (UAS) manufactured by covered foreign entities. Agencies must internally cease the procurement, operation and maintenance of any agency owned “covered UAS" by December 22, 2025.

​NOTICE: Compliance Requirements Under the U.S. DOT Interim Final Rule (IFR) and Frequently Asked Questions (FAQ)

The U.S. DOT Interim Final Rule (IFR) and accompanying FAQ outline new compliance requirements for federally assisted projects. Prime contractors and consultants must continue to comply with all existing DBE requirements. This notice is issued jointly by the Office for Civil Rights and Small Business Development and the State Highway Engineers Office, who remain committed to supporting contractors and consultants and ensuring compliance with the IFR and FAQ throughout the reevaluation process. ​NOTICE:  Consultant Portal Launch​

The Division of Professional Services has now launched the new online portal for consultants and KYTC project managers. This portal has migrated the information from and will overhaul our existing Sharepoint-based system into a more user-friendly interface for KYTC users. Consultants will also now be permitted with access to the enhanced project management database and contract document library. Full procurement workflows and contract status history are available, resulting in quicker procurement times.

All future advertisements and production-hour estimates will be submitted and contracts or contract modifications will be electronically signed within this new system, even for existing contracts.
