Eric Pelfrey is the Director of the Division of Professional Services. He began his career with the Transportation Cabinet in 2004 as an Executive Advisor to the Commissioner of Highways in the State Highway Engineer's Office. In 2008, he transitioned to the Division of Program Management as a Transportation Engineer. In 2011, Eric moved to the Division of Professional Services where he served as Assistant Director and Interim Director in 2014 until his appointment to Director in 2016. His duties include managing the prequalification database, advertising requests for proposals, regulating the qualifications-based consultant selection process, scoping projects and coordinating negotiations for production-hour estimates, procuring professional engineering service contracts, and ensuring prompt consultant payment.

Eric graduated from the College of Engineering in 2001 and completed his Masters of Business Administration in 2003, both from the University of Kentucky. A relentless advocate of continued education, he has completed KSPE's Leadership PE, KYTC's Advanced Leadership Academy, and KYTC's Project Development Academy training courses, and currently serves on AASHTO's Subcommittee on Design for Preconstruction Engineering Management. He lives in Lexington, KY with his wife Shelby, daughter Nylah, and son Crewe.
