Purpose
This project aims to enhance safety for vulnerable road users along US-31E (Bardstown Road) between KY-155 (Taylorsville Road) and US-60A (Eastern Parkway) in Jefferson County.​
Bardstown Road is a busy, multi-lane urban roadway that serves as a key connection between downtown Louisville and the Watterson Expressway. It runs through vibrant commercial, residential, and recreational areas in some of Louisville’s most historic neighborhoods.

The 2018 Bardstown Road Safety Study identified this corridor as having one of the highest concentrations of pedestrian crashes in the city. The current project encompasses the southern portion of Section 1 and all of Section 2, as identified in that study.

Crash History (2019–2023):
  • 240.25 Excess Expected Crashes (EECs) from Taylorsville Road to Bonnycastle Avenue
  • 56.31 EECs from Bonnycastle Avenue to Eastern Parkway​
These numbers underscore the need for meaningful improvements to enhance safety and mobility for all users.

​Project Scope
Pedestrian Access & Safety Improvements 
Type of Project
This project continues the safety improvements started in 2022 on US-31E between Eastern Parkway (US 60A) and East Broadway (US 150).

This effort includes three consecutive projects along the US-31E (Bardstown Road) corridor:
1. ***CURRENT (From KY 155 (Taylorsville Road) to Bonnycastle Avenue)
  • Lane Marking Improvements
  • Remove the remaining variable lane signals
  • Water-blast old pavement markings
  • Apply new striping between KY 155 and Bonnycastle Avenue

2. Safety & Operations Study
  • Evaluate current corridor performance
  • Identify and construct pedestrian access improvements between Ta​ylorsville Road and Eastern Parkway
3. Traffic Signal Modernization
  • ​Rebuild and upgrade traffic signals from Tyler Lane to Lexington Road to improve safety and traffic operations

​Project Timeline

As of Fall 2025 (SUBJECT TO CHANGE):

  • Lane closures will occur daily (from 9 a.m. to 3 p.m.) and nightly (from 7 p.m. to 7 a.m.) on U.S. 31E (Bardstown Road) from KY 155 (Taylorsville Road) to Bonnycastle Avenue beginning Monday, Nov. 3. Additionally, daily and nightly on-street parking restrictions are possible along the corridor. Motorists are advised to observe all “No Stopping” signage.​ The lane closures and parking restrictions are necessary for contract crews to perform striping and intersection marking improvements along the corridor. Work is expected to continue through December of 2025. 
  • Pedestrian access improvements and signal upgrades are in development, with construction tentatively scheduled for 2027.
