Interstate 65 in Louisville will close between the Watterson Expressway (I-264) and downtown Louisville (Jefferson Street) from June 1- July 31 to speed progress on replacing 3 aging bridges.
The closure will save at least a year of construction restrictions, and a signed detour will be in place. Local street closures and ramp closures will also be needed.

U.S. 31E (Bardstown Road) from KY 155 (Taylorsville Road) to U.S. 60A (Eastern Parkway) - Project 05-80259

Purpose
This project aims to enhance safety for vulnerable road users along U.S. 31E (Bardstown Road) between KY 155 (Taylorsville Road) and U.S. 60A (Eastern Parkway) in Jefferson County.​
Bardstown Road is a busy, multi-lane urban roadway that serves as a key connection between downtown Louisville and the Watterson Expressway. It runs through vibrant commercial, residential, and recreational areas in some of Louisville’s most historic neighborhoods.

The 2018 Bardstown Road Safety Study identified this corridor as having one of the highest concentrations of pedestrian crashes in the city. The current project encompasses the southern portion of Section 1 and all of Section 2, as identified in that study.

Crash History (2019–2023):
  • 240.25 Excess Expected Crashes (EECs) from Taylorsville Road to Bonnycastle Avenue
  • 56.31 EECs from Bonnycastle Avenue to Eastern Parkway​
These numbers underscore the need for meaningful improvements to enhance safety and mobility for all users.

Project Scope
This project builds upon the safety improvements initiated in 2022 on U.S. ​31E between Eastern Parkway (U.S. 60A) and East Broadway (U.S. 150).

This effort includes three consecutive projects along the US-31E (Bardstown Road) corridor:
1. From KY 155 (Taylorsville Road) to Bonnycastle Avenue)
  • Water-blast pavement markings of the variable lane configuration (Completed December 2025)
  • Remove the remaining variable lane signals (Completed December 2025)
  • Apply new striping between KY 155 and Bonnycastle Avenue with lane marking improvements, anticipated completion in Summer of 2026​

2. Safety & Operations Study
  • Evaluate corridor performance
  • ​Study improvements, present alternatives, and develop plans for construction
  • Construct pedestrian access improvements between Taylorsville Road and Eastern Parkway
3. Traffic Signal Modernization
  • ​Rebuil​d and upgrade traffic signals from Tyler Lane to Lexington Road to improve safety and traffic operations
  • Between Taylorsville Rd – Eastern Parkway, traffic signal work is planned to coincide with roadway construction.
Public Input
PUBLIC MEETING:

The Kentucky Transportation Cabinet (KYTC) will host a public meeting on Tuesday, July 14, from 5 to 7 p.m. at a location to be determined to gather input on proposed design alternatives.
Attendees may drop in at any time during the event to view preliminary design concepts, speak with project team members, and ask questions about the proposed improvements. There will be no formal presentation.​
All written comments will become part of the official meeting record. 


Public comments and survey responses for the project's initial engagement phase were accepted through March 31, 2026.
