Since 1948, the Kentucky Transportation Civil Engineering Scholarship Program has provided highly qualified individuals to fill the needs and improve the overall engineering expertise within the Kentucky Transportation Cabinet. The Cabinet has awarded nearly 1,800 scholarships, amounting to more than $14 million. The Cabinet has 80 scholarship openings each year that are filled with new and returning students. One scholarship can be worth over $59,000.

The Kentucky Transportation Cabinet currently employs over 620 technicians working in the areas of administration, construction, environmental analysis, highway and structural design, geotechnical, maintenance, materials, planning, and traffic operations. Since 2009, the Kentucky Transportation Civil Engineering Technology Scholarship Program has provided 12 scholarships per year to new and returning students, filling the Cabinet's needs for technicians in the areas mentioned above. One scholarship can be worth up to $14,800 ($3,700 per semester)

Bridging Opportunities Training Program
The Bridging Opportunities Training Program (BOTP) is intended to provide opportunities to traditionally underrepresented students in post-secondary degree programs to gain experience and insight into the variety of careers available with the Kentucky Transportation Cabinet. This paid internship program provides qualified students opportunities to work alongside highly skilled KYTC professionals, gain hands-on experience, interact with experts and peers, and expand their professional network.

Department of Highways Co-ops/Internships
The Department of Highways offers co-op and internship opportunities for high school students (at least 17 years of age), high school graduates, and college students in a variety of occupational fields.
Transportation Mechanic Apprenticeship Program
The Transportation Mechanic Apprenticeship Program (TMAP) provides paid, practical, hands-on experience at the local level of the Department of Highways. Designed for students currently enrolled in an Automotive or Diesel Technology Program through the Kentucky Community and Technical College System (KCTCS), participants can earn a nationally recognized credential as an “Automotive Technician Specialist Apprentice” in addition to a college degree. The Transportation Mechanic Apprenticeship Program meets national standards for registration with the U.S. Department of Labor and the Kentucky Office of Apprenticeship.
