Street closures begin Feb. 8 in Frankfort for Capital Plaza demolition work

 

Frankfort, KY (Feb. 7, 2018) – After some delays due to needed traffic signal modifications, work is beginning Thursday on changes to traffic patterns in downtown Frankfort as part of the Capital Plaza Complex redevelopment project. The complex is being removed to make way for a new downtown office building and parking garage. The Kentucky Transportation Cabinet (KYTC) has worked with the construction contractor on needed changes to traffic signals and signs that will help motorists navigate the necessary street closures and detours.

During the first phase of demolition, KY 420 (Clinton Street) will be closed between Wilkinson Boulevard and St. Clair Street. This road closure is scheduled to be in place by early evening on Thursday, Feb. 8 and will be in place approximately five weeks.

To help with traffic flow, Clinton Street will be converted to 2-way traffic between the parking lot entrance to the John C. Watts Federal Building and High Street (see map below).  

The traffic signals at the intersections of Clinton Street with St. Clair and Ann Streets will be converted to all-way stop intersections. Pedestrian crossing will be allowed at these intersections, but the electronic pedestrian indicators will be turned off.

Mero Street will also be converted to 2-way traffic between Wilkinson Boulevard and Ann Street. Motorists traveling east on US 127 (West Frankfort Connector) who need to access Clinton Street will be detoured north along Wilkinson Boulevard to Mero Street then St. Clair Street. From that point they can access Clinton Street.

Mero Street between St. Clair Street and Ann Street will have a right turn lane only onto Ann Street.  The intersection of Mero Street and Ann Street will be converted to a stop condition for all approaches, including the exit from the KYTC Office Building. Pedestrian crossing will be allowed at this intersection, but the electronic pedestrian indicators will be turned off.

To accommodate the additional traffic, on-street parking will be prohibited along Mero Street between Wilkinson Boulevard and St. Clair Street.  Parking will also be prohibited along Clinton Street from Wilkinson Boulevard to Lewis Street for the purpose of construction activities.

Some sidewalk restrictions may be necessary near the Capital Plaza Complex and Frankfort Convention Center during construction.

The YMCA garage on Clinton Street will be closed temporarily during this phase of the project and will reopen at a later date. YMCA patrons will need to use the surface parking lot accessible from Broadway or park along the street. Both in and out access to the Fountain Place Parking Garage will be made from Mero Street during this phase.

Upon the re-opening of Clinton Street in March 2018, this route will remain a 2-way street through the spring of 2019. Mero Street will close in March 2018 between Wilkinson Boulevard and St. Clair Street. This street closure will last approximately twelve months. More details on this closure will be provided as construction progresses.

Motorists are urged to pay close attention to traffic control signs in this corridor through the duration of the project.
