Jefferson County: KY 864 (Shelby Street and Logan Street) One-way to Two-way Conversion - Project 5-193.00

Purpose	This project will improve vehicular mobility and pedestrian safety throughout the corridor.
Project Scope	KY 864 (Shelby Street and Logan Street) is to undergo a one-way to two-way conversion btween Goss Avenue and East Gray Street. Following the conversion, the route of Goss Avenue, Logan Street, Finzer Street, South Campbell Street, and Chestnut Street Connector will remain KY 864. The corridor currently has ten signalized intersections, with four set to be removed and replaced with all-way stops. The remaining six signalized intersections will be rebuilt. The project also provides additional traffic calming measures along the corridor through the construction of curb extensions, set to be installed in areas with higher pedestrian volumes. The curb extensions will reduce the length of pedestrian crossings across the roadway while making pedestrians more visible to drivers and vice-versa.
Project Timeline	As of Winter 2023 (SUBJECT TO CHANGE): Phase 1 Preliminary Designs were received from a Louisville Metro Public Works consultant. Louisville Metro had oversight of Phase 1/Preliminary design. Louisville Metro Government coordinates all public outreach. Public outreach and coordination with impacted government agencies and the public are ongoing. This project is in October 2023 letting. We anticipate construction beginning in the Spring of 2024. KYTC has acquired the necessary survey for roadway and signal design. Work is ongoing to provide additional information for Phase 2 Design. KYTC will oversee Phase 2/Final design and construction phase. The project was awarded in November 2023, with preliminary work beginning Monday, January 15. Construction is scheduled to be completed by the summer of 2024.
