The Kentucky Transportation Cabinet has finalized guidelines for selecting three teams that will compete to build a new I-65 bridge in downtown Louisville and rebuild interstate connections on both sides of the Ohio River.
The cabinet issued the final version of the Request for Qualifications (RFQ) following comments and questions received during the pre-bid phase of the project. This document seeks design-build teams of bridge- and road-building professionals that will be judged on their proven experience, innovative ideas, inclusion of minorities and women in the workforce and ability to deliver the best value on schedule.
More than 600 professionals attended a March 1 pre-bid meeting at the Kentucky International Convention Center to gain information and ask questions about the downtown portion of the project. (For more information on the pre-bid meeting, see the links below.)
Responses to the RFQ are due by April 2. The cabinet will select the three competing finalists by April 16.
Teams will spend the summer developing specific proposals that will include innovative concepts, technical designs and cost details.
The schedule calls for the winning team to be selected in October, allowing preliminary construction work to begin before year’s end. The massive construction project – which includes a new downtown I-65 bridge, overhauling the existing Kennedy Bridge, rebuilding the downtown Louisville interchange and new interstate connections in southern Indiana – is scheduled for completion on or before June 30, 2018.
To spur competition among the finalists, KYTC will offer $1.5 million stipends to the two teams not selected for the project. KYTC will retain all innovative concepts developed by the teams for possible use by the selected bidder. This best-practice approach has been used successfully in other states to lower overall project costs, spur innovation and speed construction.
The construction in downtown Louisville is part of the larger, bi-state project in which a bridge also will be built to link I-265 in eastern Jefferson County with Indiana Route 265 near Utica, Ind. The project is a cooperative effort of KYTC, the Indiana Department of Transportation, the Federal Highway Administration and the Louisville and Southern Indiana Bridges Authority.
On March 5, Kentucky Gov. Steve Beshear and Indiana Gov. Mitch Daniels signed a Memorandum of Understanding that outlines each state’s terms and responsibilities for financing and building the new bridges. The two states negotiated a term sheet that forms the basis for the MOU and the project’s financial plan.
The Louisville and Southern Indiana Bridges Authority and the Kentucky Public Transportation Infrastructure Authority approved the financing plan at separate meetings on March 5.
March 1, 2012 Pre-Bid Meeting Information
On March 1, 2012, KYTC held a pre-bid meeting on the downtown phase of the Bridges Project, which includes modernizing the downtown Louisville interchange, completing the design and construction of the new I-65 bridge and its connections in Southern Indiana.
Notice of Intent
This is to announce that the Kentucky Transportation Cabinet (KYTC) desires to enter into a contract with a Design-Build Team (DBT), possessing both professional engineering design capability and qualified construction contracting capability, to construct an additional I-65 Ohio River Bridge crossing in Downtown Louisville, Kentucky with the necessary approaches on both the North and South sides of the river. This project also includes the rehabilitation and upgrade of the existing river crossing known as the I-65 Kennedy Bridge, the reconstruction and upgrade of the I-65, I-64, and I-71 interchange in Kentucky, the egresses and ingresses of local streets to I-65 in Kentucky and Indiana, ITS support items, utility relocations, R/W acquisitions, Public Involvement and the fulfillment of environmental commitments. In addition to the major river crossing bridge structure, there are an estimated 41 bridge structures in the interchange in Kentucky and 22 structures in Indiana.
Contractor teams from around the region, nation and world are invited to attend a pre-bid meeting beginning at 10am EST on Thursday, March 1, at the Kentucky International Convention Center in Louisville. Kentucky plans to award a design-build contract by October 2012 and anticipates construction to be complete by June 2018.
This contract is a part of a larger overall program that includes this Downtown bridge and approaches "Downtown Phase" and another major river bridge crossing "East End Phase" in the east end of Jefferson County, Kentucky and Clark County, Indiana. The overall program consisting of the two bridges and approaches, addresses major needs for the improved cross river mobility, safety, and congestion relief for the citizens of Kentucky and Southern Indiana.
Therefore, the Kentucky Transportation Cabinet is seeking a Design-Build Team for the Downtown Phase that is committed to quality; has proven experience in the management, design, and construction of major highway and complex river bridge projects; will bring innovative approaches to the Project including the provision of a schedule that will meet these goals and provide the completed availability of this roadway to the public in the shortest reasonable timeframe; and is willing to partner with KYTC for the mutual success of the Project.
The Design Build Team will be selected using a two-step, best value procurement having four major areas of consideration; Cost, Schedule, Technical Approach, and DBE program. KYTC will issue a Request for Qualifications (RFQ), which will be evaluated to establish a short-list of three DBTs. The shortlisted DBT’s will then be invited to submit technical and price proposals in response to the Request for Proposals (RFP). The selection process will evaluate the ability of the DBT to plan, design, construct, and control this Project to provide a quality product in the areas previously mentioned, on or ahead of schedule. A stipend will be provided to the unsuccessful and responsive, short-listed DBT’s. The amount of the stipend will be announced at the Pre-Bid Meeting. The anticipated contract award is October 2012 with a completion date of June 2018.
Ohio River Bridges on the KYTC Minute (link)
Kentucky and Indiana have agreed on a basic plan to finance and build the Ohio River Bridges Project, and work may be under way later this year. Each state will do one section of the project. Kentucky will be responsible for financing and building the downtown portion of the project, which includes a new I-65 bridge, a re-decked Kennedy Bridge, modernization of the Kennedy Interchange, and expansion of the I-65 approach in Indiana. Both Kentucky and Indiana plan to use a combination of traditional funds and tolls on the new and improved crossings to pay for the project. We'll have regular updates on the Ohio River Bridges Project as developments occur.
