What is the scope of the project?

As part of a resurfacing project, and to enhance safety for all road users, a roadway reconfiguration on Dixie Highway (U.S. 25) between Turfway Road (KY 1017) and Commonwealth Avenue (KY 236) is planned.​

What work will take place during the project?

Within the project area  crews will:​
  • Add a dedicated center turn lane to free up through travel
  • Add a four-foot buffer area between the sidewalks and the vehicle lanes to improve safety
  • Widen the vehicle lanes from their existing condition.
  • Modifying the number of lanes to include one lane in each direction with a center turn lane.
  • Resurface Dixie Highway from Turfway Road to Commonwealth Avenue.
  • Perform base failure repairs
  • ​Perform sidewalk ramp reconstruction in various areas
  • Make repairs to curb box inlets to improve drainage
  • Install radar traffic detection to improve safety and traffic flow
  • Install new signal heads and pedestrian signage at various intersections
Why is this project needed?

The heart of this project focuses on safety for all road users.


For motorists, there will be fewer lanes to turn across, fewer conflict points and reduced lane changes. 
For pedestrians, crossing the street will be easier and safer with fewer vehicle lanes to cross. Additionally, enhanced pedestrian crosswalk signage will be installed at several intersections.

Over the past five years, there have been 640 crashes within this corridor. This number is two times higher than comparable corridors across Kentucky. Following other roadway reconfigurations across the state, there has been a 19-47% reduction in crashes, reduced vehicle speed differential and improved mobility and access for all road users. 
What is a roadway reconfiguration?

A roadway reconfiguration is a traffic-management tool that improves safety and mobility by changing the number, size and type of travel lanes. It typically involves converting an existing four-lane, undivided roadway segment to a three-lane segment, as is the case here.

A roadway reconfiguration is ideal for situations when traffic in one of two lanes backs up as a driver stops to make a left turn, leaving only one lane open. This type of reconfiguration works best where the average daily traffic volume does not exceed 25,000 vehicles per day.

They improve safety. There is a reduction of rear-end and left-turn crashes due to having a dedicated left turn lane. Right angle crashes are also reduced as side street motorists cross fewer travel lanes.

They improve mobility. Additional elements included in the design improve travel for all road users. Not just motorists.

What studies were done?

The entire region is covered by the OKI Regional Traffic Model. KYTC has used this model to determine all of the roadway impacts for the region for any changes to traffic configurations.​​
How will you address traffic flow?​​

T
his type of project is rooted in safety. By removing left turn movements from the left lane, creating a center turn lane and creating a wider through lane ​ KYTC is able to maintain the same level of service as to what is currently in place.​ KYTC is committed to reviewing signal phasing/timing throughout the corridor to move traffic as efficiently and safely as possible.
What about TANK buses?

The project team is co​mmitted to reviewing bus stop locations to ensure safety for all road users. KYTC will coordinate with the Transit Authority of Northern Kentucky (TANK) on this project.

There are many examples of this type of roadway reconfiguration working well across the state, but also in our district!
