Jefferson County: U.S. 60 Widening from Eastwood Cutoff (KY 2841) to Rockcrest Way - Project 5-8952

Purpose
This project will improve operations and reduce congestion through a minor widening of U.S. 60 within the project limits. In addition to the widening, the intersections of U.S. 60/Eastwood Cutoff (KY 2841)/ Gilliland Road will also be improved. This project overlaps a portion of a Louisville Loop Project (being developed by Louisville-Metro) and will provide for the continuity of the shared-use path.

​Project Timeline

As of Summer 2025 (SUBJECT TO CHANGE):

  • Alternate 1B was selected as the preferred alternate during the Preliminary Line & Grade Inspection that was held on June 1, 2021
  • Preliminary Drainage Folder and Final Inspection Plans Submitted - August 2022 
  • Joint Inspection was held on April 24, 2023
  • All Right-of-way and easements have been acquired (as of January 2024)
  • Final Plans and Final Drainage Folder - Spring/Summer 2025
  • Utility companies have developed designs necessary to relocate their facilities. ​KYTC has estimated that the utility relocation process will take approximately one to two years to complete (barring unforeseen delays, weather, etc.). ​
  • The project has been let and awarded (Spring 2025)​. However, the construction start date may be impacted by the utility company's current relocation schedule. 

Selected as Preferred Alternate -  Alternate 1B: Realignment of Gilliland Road so that it lines up with Highland Avenue at U.S. 60 (each leg of the resulting intersection will be approximately perpendicular at this location). The Eastwood Cutoff (KY 2841) will also be realigned (straightened) to intersect with Gilliland Road south of U.S. 60 and form a 'T' intersection with Gilliland Road. The Louisville Loop will cross Gilliland Road at U.S. 60 and then proceed southward along the east side of Gilliland Road. The Louisville Loop will then cross the Eastwood Cutoff and proceed eastward to tie into the proposed path.

Non-selected alternate - Alternate 1A:  Gilliland Road's realignment so that it lines up perpendicular to U.S. 60 at the intersection (forming a 'T' intersection). Highland Avenue will remain unchanged. There will be a slight offset between the two 'T' intersections on U.S. 60. The Eastwood Cutoff (KY 2841) will also be realigned (straightened) so that it intersects Gilliland Road south of U.S. 60 and forms a 'T' intersection with Gilliland Road. The Louisville Loop will cross Gilliland Road at U.S. 60 and then proceed southward along Gilliland Road's east side. The Louisville Loop will then cross the Eastwood Cutoff and proceed eastward to tie into the proposed path.

Public and Stakeholder 
Input/Meetings
In March 2021, a virtual meeting was held with local officials from the City of Louisville, Jefferson County, and other stakeholders.

In May 2021, a virtual meeting was held for public input. Citizens were presented with project alternatives. As a follow-up to the meeting, an online survey was posted​, and survey responses were accepted up to 15 days after the meeting. 

In April 2023, a hybrid (in-person/virtual) meeting was held with local officials​ from the City of Louisville, Jefferson County, and other stakeholders. No further public meetings or local official/stakeholder meetings will be held.
