Purpose
The purpose of Item No. 80261.00, the U.S. 31E (Bardstown Road) Planning Study, is to determine needs and evaluate concepts to improve safety, reduce congestion, and improve multi-modal transportation options along U.S. 31E from the Bullitt County Line to KY 1065 (Beulah Church Road/Seatonville Road), including the I-265 (Gene Snyder Freeway) interchange.
Project Scope
This study includes a full analysis of existing conditions along the corridor that will be used to develop practical solutions and improvement concepts to improve safety, reduce congestion, and improve multi-modal transportation options and U.S. 31E.
The study will focus on short-term and long-term improvements that KYTC can use for further project development and implementation. The consultant will develop draft goals and objectives for any feasible project(s) chosen for further development following both KYTC and FHWA guidance. This work will clearly identify project issues, goals and needs along the corridor.

Public Input
An initial public meeting for the U.S. 31E Planning Study was held on June 25, 2024, to engage the community and gather feedback regarding the study. The project team and KYTC accepted and considered feedback/suggestions from attendees and developed a series of improvement concepts, which were shared with the public at a meeting on Nov. 14, 2024.
