KY 44 at Dutchmans Creek Road/Ryder Lane Safety Improvements - Project 05-8955

Purpose

The purpose of this project is to improve geometrics and sight distance at the intersection of KY 44 at Dutchmans Creek Road/ Ryder Lane.

Project Scope and Alternatives

The scope of the project includes minor realignment of KY 44 in the vicinity of Dutchmans Creek Road/ Ryder Lane, approximately 0.4 miles from the Bullitt/Spencer County Line. 

Multiple alternatives were developed to improve sight distance at the intersection and assess the possibility of replacing the Dutchmans Creek culvert. Alternative 1 was selected due to the budget constraints.

Alternatives considered:

Alternative 1 (Selected): Realignment of KY 44 from MP 0.227 to the Dutchmans Creek crossing.

  • Modifying the horizontal alignment approaching from the west in the area of the intersection to improve sight distance.
  • Realign Dutchmans Creek Road and Ryder Lane to eliminate the existing offset between the intersections.

Alternative 2 (Not Selected) : Realignment of KY 44 from MP 0.227 to MP 0.598.

  • Modifying the horizontal alignment of KY 44 approaching from both directions to improve sight distance at the intersection.
  • Realign Dutchmans Creek Road and Ryder Lane to eliminate the existing offset between the intersections.
  • Replace a functionally obsolete double box culvert.

Project Timeline

As of Fall 2025: Future Project Phases (Subject to Change):

  • Winter 2025 – Continue with Environmental investigation
  • Spring 2026 –Begin Final Design and preparation of construction plans
  • Fall 2026 – Begin Right-of-Way Acquisition
  • 2027 – Utility Relocation
  • 2028 – Construction

The above project milestone dates are subject to change depending on the Cabinet's funding constraints and various other factors.

Previous Project Development on this corridor includes:

  • 2012 Planning Study between Mt. Washington in Bullitt Co. to Taylorsville in Spencer Co.
  • 2015 KY 44 widening from Oak Tree Way to KY 1633.
  • Bridge Project in Spencer Co. on KY 44 at Plum Creek (Item No. 5-10094), currently in design.
Public Input

The project team met twice with local officials and stakeholders—first to introduce the proposed study and later to present the developed alternatives. Participants included the general public, state senators, judge executives, mayors, and representatives from schools, law enforcement, and fire departments in Bullitt and Spencer counties. Their feedback helped guide the study and ultimately led to the identification of this project.
​Due to the project's designation as a spot improvement, no formal public outreach was conducted during the design phase.
