​Purpose
​The purpose of the proposed KY 1931 (Manslick Road) project is to improve safety, traffic flow, and multimodal connectivity along the corridor between St. Andrews Church Road and I-264. The corridor currently experiences above-average crash rates and congestion, particularly during peak travel periods, resulting in delays, reduced travel reliability, and increased driver frustration. The project aims to address these issues by reducing conflict points, improving traffic operations, and providing a more efficient and predictable travel experience for both local and through traffic.

Proposed improvements include widening the roadway to provide a continuous center turn lane; sidewalk and shared-use path improvements; curb and gutter; access management; and intersection enhancements. Improvement concepts being evaluated include potential modifications to the intersections of KY 1931 with Gagel Avenue/Hazelwood Avenue and Bluegrass Avenue/Hobart Drive, including both signalized intersection and roundabout configurations.

Public Input
As project development continues, citizens are invited to attend a public meeting on Tuesday, Sept. 15, to review design concepts and provide feedback on proposed improvements. The public meeting will be an open-house event (no formal presentation) from 5 p.m. to 7 p.m. at Gutermuth Elementary School, 1500 Sanders Lane, Louisville, KY 40216. Those who are interested may drop in any time to receive handouts containing information and fill out comment sheets. Representatives from the Kentucky Transportation Cabinet and the project team will be in attendance to answer questions.  
Project Timeline
As of Summer 2026 (SUBJECT TO CHANGE):
  • The Project Team is currently in the design phase, which is expected to continue through 2029.
  • The right-of-way phase is anticipated to begin in 2029.*
  • The utility phase is anticipated to begin in 2030.*
  • KYTC anticipates construction to begin in 2031.*
