Jefferson County: KY 1931 (St. Andrews Church Road) widening between Dixie Highway to Doss High School - Project 05-536

Purpose	Widening KY 1931 (St. Andrews Church Road) from two lanes to three lanes by the addition of a center left turn lane and an urban curb and gutter section. Improve pedestrian and cyclist operations by constructing a sidewalk on the north side of the roadway and a ten-foot wide shared-use path on the south. Most of the proposed widening will occur on the south side of the existing road. The intent is to hold the north (left) edge of the pavement where it is as much as possible. This reduces the overall property and environmental impacts.

Project Timeline	*As of Summer 2026 (SUBJECT TO CHANGE):** Project 05-536 is in KIPDA's Transportation Improvement Program for funding in 2025: https://www.kipda.org/transportation/core-products/transportation-improvement-program/ KYTC anticipates approximately 2.5 to 3 years for utility relocations, which are currently underway and began in August of 2025. Many utility (non-K YTC) companies must complete their work before beginning roadway construction. Utility companies set their own schedules for completing their utility movement. KYTC anticipates being able to let this project to construction no earlier than 2027. *All tentative utility relocation and letting dates will be re-evaluated to correspond with available funding (provided in the current enacted Highway Plan).
Typical Section	An adjacent section of proposed improvements for St. Andrews Church Road from Doss High School to Palatka Road (Item No. 5-8810) is currently under design. Both of the sections below propose the same 3-lane typical and have been developed alongside each other through public involvement and preliminary line and grade.
Public Input	A public meeting was held on November 15, 2016, to present all alternatives and additional information to area residents and motorists. Public comments regarding this project were accepted up to 15 days after the meeting.
Additional Project on KY 1931	Project 05-8810: Proposed improvements and widening of St. Andrews Church Road from Doss High School to Palatka Road. Project 05-8810 is currently in the design phase.
