Prequalification and Compliance Branch

This branch ensures individuals and organizations seeking to bid upon a project with the Department possess a Certificate of Eligibility.   The branch is responsible for the general administration of statutory and regulatory requirements of 603 KAR 2:015.

Compliance personnel in the division enforce equal employment opportunity through the Federal Aid Highway Act of 1968. In addition, compliance personnel are responsible for the administration of wage and hour laws and regulations as they apply to highway construction in Kentucky.

The On-the-Job Training Program, required by 23 CFR, Part 230.111, is administered in this branch. The program ensures trainees are placed on Federal-aid projects when applicable.  Trainees are monitored for compliance.  Trainees hours are tracked to ensure the proper number of on the job training hours are obtained for the employee to graduate from the program.
