Purpose​ This project aims to improve reliability and reduce congestion on KY 44 between Water Street and U.S. 31E in Mt. Washington, including the intersections at U.S. 31E and U.S. 31EX.
Project Scope​The project limits are from Water Street to U.S. 31E. Alternatives currently being considered are five lanes (center turn lane), four lanes with a raised median, and a MUT (median U-turn) on U.S. 31E.
Project Overview

This section of KY 44 is classified as an Urban Minor Arterial with 10'-12' lanes and curb and gutter.  A recent programming study noted 20,200 AADT with 6.8% trucks in 2022.  The forecast traffic from this study for the design year of 2045 is 31,850, with 10.7% trucks.  The intersection of KY 44 and U.S. 31E currently operates at a level of service D in the AM peak and a level of service E in the PM peak. 

Selected Alternative 

The project team completed the public involvement process and then held a Preliminary Line and Grade (PL&G) inspection where all alternatives were discussed. 
A preferred alternative that incorporates significant congestion reduction while providing the best safety projection (fewer crashes) was selected.
It incorporates four lanes of traffic (two in each direction) with a 12-foot wide raised median.

Project Timeline

As of Spring 2025 (SUBJECT TO CHANGE):

  • Final design will begin in the Summer of 2025, following public outreach and completion of Phase I Design.
  • Possible Right-of-Way acquisition in 2025.
  • Utility relocations in 2026.
  • Construction is possible in 2027.

*The above project milestone dates are subject to change due to changes in funding availability within the next Enacted Highway Plan.

Public Input​Public Meeting:
A public meeting was held on September 10, 2024, at Mt. Washington Elementary to present the proposed alternatives and gather public input. Comments from the public meeting questionnaire were accepted until September 28, 2024. 

Stakeholder Meeting:
A meeting for stakeholders and local elected officials was held on June 27, 2024, to present preliminary designs and gain input from local officials.
