Can the yardage breakdowns be provided?

Can the yardage breakdowns be provided?

No, those are not available.

Will the Contractor take possession of all millings from the project?

Contrary to the Special Note for Asphalt Milling and Texturing, the Contractor shall deliver 5000 tons of asphalt millings to the Hardin County Maintenance Garage located at 310 Valley Creek Rd., Elizabethtown, KY 42702. The Contractor shall be responsible for the removal and disposal of all remaining millings.

Are the quantities for the Silt Traps A, B, and C correct?

Yes. The bid quantities are estimated based on project length and disturbed drainage areas. The quantity installed and accepted by the Department will be paid.

Could the type, size, and locations for the welds on the keeper bars welded to the sole plate on plan sheet S45 Drawing # 28750 be provided?

The keeper bars need to be attached to the sole plate with ¼” fillet welds, both sides, full length. An addendum will be posted.

Are the geographic coordinates correct?

The coordinates on page 19 of the proposal are correct. The ones on page 4 of the proposal are NOT correct.

Will a pay item be added for “ Traffic Monitoring” per General Note on Plan Sheet R002Z?

The “Traffic Monitoring” note has been removed and an addendum has been posted.

Could the DBE goal be reduced?

No. The DBE goal will remain 15%.

Will the circle be milled and paved entirely?

Yes.

Can the locations for the bid item, Edge Key, be provided?

The milling/Edge Key is intended for intersections at KY 227, KY 320, and at intersections to be designated by the Engineer at the time of construction (See Special Note for Edge Key - Page 22). A summary is not available.

Can a detail for the bid item, Sidewalk-4 IN Concrete, be provided? 

See section 505 in Standard Specifications for Road and Bridge Construction.

Can the completion date be extended?

No. The completion date will not be extended.

Will a bid item for ditching be added?

Yes. An addendum will be issued.

The Full Depth Concrete Repair Summary on pages 40 and 41 of the proposal list a total of 5,098 SY. However, the quantity for the JPC Pavement-9 IN is 15,539 SY.  Where is the remaining quantity to be installed?

The remaining quantity of JPC Pavement-9 IN is the estimated quantity needed for the concrete intersection work.

Please provide details on how the longitudinal joint between the existing curb and gutter, that is to remain, and the proposed JPC PAVEMENT, will be constructed?

In areas where there is a pre-existing longitudinal joint, construct the new joint to match the previously existing. In areas where there is no pre-existing longitudinal joint, construct it at least two feet away from the base of existing curb. In locations where there are existing drains, do not disturb the drainage system and construct the joint just past the drain.

Will the contractor be required to provide the information requested in the “Special Note for Staking” found on page 18 of the proposal?

The contractor will not be required to present survey data for all the slab patching but must still survey and understand the existing pavement in order to provide proper drainage. The note fully applies to the intersection work.

Do sheets 48 and 50 of the proposal show the limits of JPC removal and replacement?

These are the correct limits for mainline pavement removal and replacement. The raised concrete medians at both intersections were inadvertently included in the limits but they are not to be disturbed when removing and replacing mainline pavement.

Does the Department want the contractor to backfill the pipe with flowable fill for the section of pipe that is within 1 pipe diameter of subgrade?

The pipe must be backfilled per the contract including Standard Specification 701.03.06. The following pipes will need flowable fill in addition to the pipes already listed in the plans: Sta 120+39.67 LT to Sta 121+84.77 LT, Sta 122+52.61, Sta 123+74.82, Sta 134+15.83, Sta 141+37.84, Sta 143+81.44, Sta 145+50.00, Sta 148+00.00, Sta 160+25.00, Sta 161+60.00, Sta 172+40.00 LT to Sta 173+47.95 LT, Kyle Entrance Sta 172+30.00 (DBI 92 to DBI 93), ENTR Sta 175+10.00 LT, Cable RD Sta 185+07.00 (CBI 114 to CBI 110), and Sta 185+51.51 RT (CBI 113) to Sta 186+89.01 RT (CBI 122).

On the referenced project, Spec Section 11312 calls for Flygt Pumps “or OWNER-approved equal”.  Will HOMA pumps be an approved equal?

Contractor should bid Flyght Pumps. No other pump brands will be reviewed for equal status until after the award and then only if the successful contractor requests the review.

Plan sheet U54 of U55 contains the following note:  “Spectra-Shield, or approved equal, to be applied in wetwell & any on-site manholes, including all force main receiving manholes.”  Can a schedule of which manhole numbers will require the specified lining be provided?

Spectra-Shield should be applied to all manholes and wetwells.

Will PVC coated steel be allowed in lieu of PVC coated aluminum conduit for the pump station electric?

Yes.

Will a bid item for temporary striping be added?

Yes. An addendum will be posted.

Is the proposed water and sewer line construction to be completed with this project?

The proposed water and sewer line construction is not part of this project. The water and sewer line work will be done via a contract with Knott County. The intent of this project is to only construct encasement pipes to allow for utility access across the proposed road. Please note that the contractor will need to coordinate with the water and sewer line contractor during construction.

Will the “Pave Mount Infrared Temp Equipment” be required for each lift of the various mixtures?

The bid quantity for bid item 24891EC- Pave Mount Infrared Temp Equipment will not be revised. All asphalt layers shall be monitored in accordance with the Special Note For Paver Mounted Temperature Profiles, including the scratch layer.

How will the temporary diversion be paid?

See note 6 on plan sheet R3 of the 11x17 plan set posted on in Project Related Information.

Will the Special Note for High Friction Surface Treatment be provided?

Yes. An addendum will be posted.

Will the parking offsets in each quadrant of the circle be milled and paved?

REVISED ANSWER: No, the parking offsets in each quadrant will not be milled and paved.

Can the outlet flow volumes (cubic feet/second) for Panbowl Lake be provided?
 

Yes. Those outlet flow volumes have been posted in the Project Related Information. This for information purposes only. The model used was not calibrated, so user discretion is advised, and actual storms may differ from the hypothetical events simulated.

Why are there bid items for both "Embankment in Place" and “Roadway Excavation”?

Both Roadway Excavation and Embankment in Place will be paid for on this project. Additional information will be posted in an addendum.

Will the force main relocation require a pump around?

Depending on the construction installation schedule and methods, the associated wet well may have sufficient capacity to make the necessary connections without bypass pumping. The contractor will coordinate the relocation effort with LFUCG prior to installation. Any needed bypass pumping is incidental to the bid item S FORCE MAIN TIE-IN 10 INCH. The potential intake location for any bypass pumping would be either at the wet well or the upstream tie-in location at STA 118+60. The discharge location would be on the force main downstream of STA. 117+16.

Will water blasting existing stripe be added as a bid item?

The bid item WATER BLASTING EXISTING STRIPE will not be added. Any removal of striping needed through the project shall be incidental as noted on the MOT plan sheet on proposal page 173 of 314 and per Section 112.04.01.

Can an alternate form liner be used?

An alternate form liner may be used subject to the Engineer’s approval. The in-place panel shall have a minimum structural thickness as required in the design plans in addition to the thickness of the form liner.

Could the internal reinforcement for the elastomeric bearing pads on plan sheet S45 be increased to 12 gauge?

Yes. An addendum will be posted.

Can Asphalt Material for Tack Non-Tracking be used on this project?

Yes. Asphalt Material for Tack Non-Tracking will be used on this project. An addendum will be issued to update the tack bid item.

Is flowable fill to be used to fill the void that will be left when the structure is removed under Washington Avenue?

The existing culvert under Washington Avenue is not to be removed but is to be lined with a HDPE pipe within the existing barrel as discussed at the Pre-Bid Conference and within the Structure Plan Set 28747.

Should provisions for minimizing groundwater / soil inflow into the conduit during the work be made, or should it be assumed that the groundwater table will be lowered to below the bottom of conduit elevation during the work so that a flowing soil situation will not be encountered?

The abbreviated construction sequence on plan sheet S29 requires that the flood protection measures shall be installed and the RCBC dewatered/cleaned prior to performing the grouting program. The flood control measures installed should be presumed to provide protection from the normal pool of the North Fork of the Kentucky River and discharge from Panbowl Lake at 700 feet. However, the impact and influence of regional groundwater flow at the site is not provided in the Contract Documents. Grouting may be perform in the “wet” provided precautions/provisions are taken to ensure the requirements of the program are achieved. These precautions/provisions shall be included in the required grout plan submittal. If grouting in the “wet” cannot be performed, provisions for performing grouting in the dry shall be included.

The typical sections shown on plan sheet R2A depict a CL2 ASPH SURF 0.38B PG64-22 while the bid items show a CL2 ASPH SURF 0.38D PG64-22.  Which is the correct asphalt mixture for this project?

CL2 ASPH SURF 0.38B PG64-22 is the correct surface mix. An addendum will be posted.

Could additional working days be added to the project?

Yes. An addendum will be posted.

Geotechnical note 6 on plan sheet R68 states limestone material must be separated for areas requiring said material and cannot be used in embankments.  What are the areas requiring this material?

The contractor should stockpile the limestone to be used as needed for soft or saturated areas or other uses such as channel lining. Also, as the note says, the material may be placed in the embankments with approval of the Engineer, once it has been determined it is not needed.

Will bid quantities for the [SN-11N] LONGITUDINAL PAVEMENT JOINT ADHESIVE be provided?

Longitudinal Pavement Joint Adhesive is not required on this project. Disregard the note.

Can the project limits of requirement for PG 76-22 surface mixture in the roundabout intersections be provided?

Limits of the PG 76-22 asphalt for the roundabouts will be to the beginning of the splitter islands on KY555 and the entire side street approach. Typical sections will be updated to reflect this. An addendum will be posted.

Will the material transfer vehicle (MTV) be required in the intersection construction?

Yes, unless waived by Engineer.

What areas get sealed with the concrete sealer?

The limit on concrete sealer shall extend 6” beyond the top surface of new concrete placed along the deck, the perimeter of the proposed 40-inch bridge rail, proposed deck overhang, the external face of the proposed girder including haunch, the bottom face of the girder, and the exposed vertical faces of the proposed concrete diaphragms at both integral end bents.

Will the entire pay item quantity for embankment in place and roadway excavation be paid?

Yes, unless authorized adjustments are made to increase or decrease the quantities.

Per plan sheet R108,  does the 60-day timeframe per roundabout begins once left-hand turns are restricted in Phase 2?

Yes

Concerning note 10 on plan sheet R192, can further guidance on the conditions necessary to deviate from typical benching be provided?

The locations where foundation embankment benches are required are noted in this Note 10 and shown on the cross sections. Please construct accordingly.

Can cross sections and yardage quantities be provided per roundabout? 

No.

How will backfill material be addressed inside the curb on the islands, and under the truck apron pavement along the outside of the roundabout?

Any needed fill material in these areas will be crushed stone base.

Would temporary lighting be allowed at the 150X roundabout?

Yes, if permanent lighting cannot be installed prior to opening.

Is the quantity for the “Queue Warning PCMS” correct?

No. An addendum will be posted.

Can a pay item be set up for " Special Granular" that is called out on plan sheets?

The special granular embankment called out on the benching sheets shall be paid as granular embankment.

Will a railroad coordination item be added?

No.

The typical section shows CL2 ASPH BASE 1.00D PG64-22.  However, there is no bid item for this asphalt mixture set up for the project.  Will this bid item be added?

No, the typical section is incorrect. The asphalt base material to be used on the project is CL2 ASPH BASE 0.75D PG64-22, coinciding with the current bid item.

Would the Department allow a road closure for the railroad crossing installation?

The Department of Defense prefers the Heavy-Duty Tub Type crossing for their railroad crossing at this location. Precast is not an option for this style. The Department will allow a 5-day road closure for the installation of the railroad crossing on this project. The date of closure shall be coordinated with and approved by the Department’s Engineer.

Does the Department have a contingency plan if the Generation 2 anchor rods fail, if so, can those details be provided? And how will this affect contract completion dates and phasing completion dates?

An alternate hold down concept will be provided as information only. This alternate hold down concept was used during the Ohio River Bridge Project (ORB) project. If this concept is chosen for the hold down, then the proof load testing of the Gen 2 anchors will not be required as it is independent of the anchors. Any hold down concept used by the contractor, other than the one detailed in the plans using the Gen 2 anchors, will require a professional engineer (PE) registered in KY to stamp the alternate hold down concept and be responsible for the design in accordance with Standard Specification Section 607.03.16. The Contractor shall submit the concept to KYTC for review and approval. The ultimate completion date to remain as October 31, 2025. The jacking support shown on plans sheets S7 and S8 are required with both the current recommended hold down concept in the plans and the alternative hold down concept provide as a reference and used previously on ORB.

The existing pins are 10” per existing drawings, is it the Department’s intent to line bore a 10 9/16” hole in the field through the existing and new link plates with live loads on the bridge?

The line boring for the new pins will need to occur on site. Three lanes adjacent to line boring operation will be closed to minimize live load effects. The contractor has the option to perform the line boring overnight when traffic is the lightest. The onsite line boring operation was discussed during plan development with a company that specializes in performing onsite line boring. No concerns were expressed.

Can the composition of the concrete slurry mix be provided?

The composition and thickness of the existing concrete slurry is unknown. When the existing slurry is exposed by the work, the Engineer will approve a replacement slurry.

The proposal (pg. 64) states " The Contractor is allotted 120 calendar days once the bridge is closed to complete all work to safely reopen the structure with no lane closures.  Does this apply since the bridge will never be closed?

Yes, the contractor has 120 days that the bridge can be reduced to a single lane. Once the bridge is reduced to one (1) lane the contractor will have 120 days to reopen with no lane closures.

Should an item be included for Railroad Signal System to cover the required installation for the Gate Arm Assembly that will be needed for it to operate?

Plan sheet R59 shows signals and flashers as part of the Gate Arm Assembly. Additionally, the “Railroad Gate Arm Assembly” note on plan sheet R2G says that “Materials include but are not limited to all gate arm components, controller and accessory components.” The Railroad Signal System will be considered incidental to the “Railroad Gate Arm Assembly”.

The plans show conflict with the temporary hold down rods.  How will it be addressed?

The rod placement can be modified as directed by the Engineer to accommodate the new construction. It is up to the contractor to verify all geometry and they are encouraged to visit the site for their own verification. At Pier 6L, the northeast rod at DS bearing and the northwest rod at US bearing are expected to be placed be against the pier cap to accommodate fit up. During the bridge inspection a plumb bob was used to check that a vertical orientation of the rod would pass by the pier cap.

The Special Note for Excavation and Embankment references the 2008 Standard Specifications for Road and Bridge Construction.  Is this correct?

No. The note should refer to the 2019 Standard Specifications for Road and Bridge Construction.

What is the pay item, crushed aggregate size no 2, to be used for?

Please reference notes 4 & 5 on sheet R2E for the intent of the crushed aggregate size no 2. Although the note states that 2,000 tons is included for wet/soft areas and/or in locations where cement stabilization cannot be used, the intent of this note was more for this material to be used in locations where cement stabilization cannot be used.

If there is excess of this material at the end of the project, how will payment be handled to dispose of or stockpile on Department facilities?

Any excess material leftover at the completion of the project must be disposed of off the project. Any associated costs are incidental to Roadway Excavation.

Could a bid item for removable tape be added?

No, this work shall be incidental to Maintain and Control Traffic in the respective county.

Will a bid item for DRAIN PONDS on parcels P217 and P227 of plan set 01-115.00 be added?

No, this work shall be incidental to Line Item 0320: Roadway Excavation.

On plan set 01-115.00, plan sheet R066, the Traffic Coordinator Note requires ATSSA certification.  Do the Kentucky Transportation Center certifications fulfill this ATSSA requirement?

The Designated Traffic Control Coordinator shall follow requirements of the KYTC Standard Specifications, Standard Drawings, MUTCD. Personnel completing the Work Zone Traffic Control Supervisor training from the Kentucky Transportation Center will be sufficient for this certification.

On plan set 01-115.00 R066 Traffic Coordinator Note requires traffic personnel to be present on the site full time during any period that a lane closure is in place. Could this be removed?

The Lane Closure and Traffic Control Devices must be inspected and corrected daily while a lane closure is in place including weekends, holidays, and winter closures.

Could the specifications for the bid item 1170 STEEL ENCASEMENT PIPE to be installed at 194+00 and 194+10 as shown on plan sheet R017 and pipe sheet R148 be provided including material type(s), gauge, coatings (if any) and confirm if 90-degree fittings are to be used as shown to stub up these pipes?

The Steel Encasement Pipe shall conform to KYTC Division Of Maintenance Permits Manual Section PE-303 requirements listed under the Design Considerations and Construction Methods section: 35,000 psi casing pipe that shall meet specification for American Water Works Association (AWWA) C200 for steel encasement. Thickness of pipe shall be 0.375” Sweeps should be used at the end of the pipe not 90’s as shown on the pipe sheet R148.

Will a bid item for FLOWABLE FILL for the large diameter pipes at 190+00 and 204+50 be added? 

No, see KYTC Standard Specifications Section 701.04.09 the Flowable Fill is incidental to the pipe.

Traffic Control Note 16 indicates that “paving of existing pavements” may be required by the Engineer if the contractor moves equipment, material, etc. back and forth across public roadways. Furthermore, it stipulates that this work shall be incidental to Maintain and Control Traffic. What “paving of existing roadways” should be anticipated?

Any damage caused to existing pavement from construction equipment shall be the responsibility of the Contractor and shall be repaired as directed by the Engineer. Any costs, if incurred will be the responsibility of the contractor. No payment for such repairs will be made.

Are dowel baskets required in the JPC Pavement 10 IN?

No, dowel baskets are not required in the JPC Pavement 10 IN.

Is the KY 528 roundabout supposed to get lip curb and gutter as shown on plan sheet R10?

The callout on sheet R010 is incorrect that lists Lip Curb and Gutter. The center islands shall be constructed with Standard Header Curb. The quantity is reflected in the quantities.

Will the Cem Conc Ent Pavement 8 IN called out for the splitter islands also need to be stamped and colored?

Yes.

Can widening begin in a sufficient timeframe such that subgrade is ready for spring paving? 

REVISED ANSWER- Assume subgrade work can start April 1st unless approved by the Engineer to start sooner.

Is it the intent to clear (Tree, Stump, and Brush Removal) the entire project site to within 5’ of the Right-of-Way, even if this work is outside of the proposed disturb limits?

Yes.

How will the removal of existing concrete pavement on the KY 150 Approach (Plan Sheet R14) be paid?

It is paid with the “Remove PCC Pavement” bid item.

Part of Plan Sheet S4 on Drawing No 28681 is not legible.  Could a corrected Sheet S4 or a copy of the Notes from that sheet be posted in Project Related Information?

Plan sheet S4 has been uploaded to Project Related Information.

On plan sheet S6 of Dwg. 28746, the contractor is to provide casing for the KYTC to camera the rock core.  Can the duration that KYTC will need to perform this work prior to grouting the core hole be provided?

The required casing for the shaft rock core, will be 3-inch I.D., contrary to the 2-inch I.D. mentioned on plan sheet S6. The Contractor shall ensure an effective seal between the casing and bedrock with methods approved by KYTC Geotechnical Services Branch (bentonite chips, etc.). With advanced notice, KYTC will complete camera work within two (2) working days after casing installation by the Contractor.

On plan sheet R27 concerning the triple 36” Equivalent pipe, this pipe section makes it appear as though the top slab of the headwall continues across the roadway to the other headwall as though it’s a top slab to a culvert. What are the limits of the concrete to this pipe?

The proposed pipe crossing at this location is a triple 36” equivalent pipe with concrete headwalls. Please see the structure sheets for design details of the headwalls. A top slab for the pipe crossing is neither intended nor required.

Is there a material release form for traffic items?

Yes. It has been posted in Project Related Information.

Is the temporary signal bid item referring to traffic control or a temporary traffic signal to be put up while the signals are being replaced?

The temporary signal bid item refers to a temporary traffic signal to be established at the KY15/Panbowl Connector intersection prior to the ultimate signalized intersection infrastructure and poles being constructed and commissioned.

Based on Geotechnical Note No. 23, can the department clarify if foundation embankment benching and fill placement at KY 1812/KY 15/Lakeside Dr (Pan Bowl Lake), Washington Ave, etc. can be completed underwater or if the contractor will be required to dewater these areas prior to excavating benches and/or placing fill? Does this note just apply to excavating and placing channel lining in the discharge channel? Does this note apply to the dam protection lining placed in the North Fork Kentucky River?

This note applies only to the KY River Discharge Channel. All other notes on the referenced sheet (plan sheet R99B) apply only to the discharge channel. Recommendations for the other areas in question are included elsewhere in the plans. Fill placement in Panbowl Lake is expected to occur with the lake at/near normal pool. Embankment benching will not be required below the lake water level.

The bid quantities of the Cem Conc Ent Pavement-8 IN, Curb and Gutter, and Island Curb and Gutter are not all shown on the plans.  Where are the remaining areas these items are to be installed?

The additional quantities are due to splitter islands as per the typical sections but were not listed on the call outs.

Will KYTC charge the Contractor for multiple Ride Quality mobilizations in accordance with Standard Specification Section 410, considering the project has milestone completions for surface?

Ride quality will be applied per Standard Specification Section 410. The Department will test after surface is complete or a portion is completed to the extent that the Engineer deems it necessary. Any subsequent testing of a previously tested section will be charged per specification.

Could the duration of the allowable closure be extended?

REVISED ANSWER—Yes. An addendum will be posted.

Regarding plan sheet R5, there appears to be guardrail on both sides of the diversion in the drawing but no details. Is this guardrail required for the diversion, and, if so, how will it be paid?

The intent is to provide a requirement for maintaining traffic and general guidance for a diversion. The final configuration including actual location, height, pipe length, use of guard rail, etc. is left to the contractor. The contractor should bid for providing a low water crossing that is maintained and open to local traffic at all times. The diversion must comply to all current standards and specifications. All costs associated with constructing and removing this diversion will be incidental to the bid item “Maintain and Control Traffic”.

Will joint adhesive be required between driving lanes if they are both paved on the same day?

Joint adhesive shall be applied to all longitudinal joints unless echelon paving is used.

Will flowable fill be required for the void that will be left when existing steel casing under Washington Avenue is removed?

REVISED ANSWER-- Flowable fill will be required to fill in the void after existing 12-inch sanitary sewer line and 18-inch steel casing have been removed. This item is incidental to the bid item “15122- S Structure Removal (ex. Sewer Pipe & Casing Under Washington Ave.)”.

Can the Department provide additional guidance on embankment protection/armoring on the KY River/West Dam? 

Recommendations for the embankment protection on the KY River/West Dam is provided on Typical Section Sheet R2L. Fill placement in the KY River is expected to occur when the river level is at or below normal pool. Durable sandstone (>= 24”) shall be placed up to at least El. 705’ per the Typical Section, and slope protection shall be underlain by fabric-geotextile.

Can the bridge closure restriction be extended to 180 days? 

No.

Is the estimated quantity for surface area for cleaning and painting structural steel correct on page S1 on Drawing Number 28750?

No. An addendum has been posted.

Plan sheet R25 of the plans show full reinforcement cages being installed over top of Concrete Median Barrier Box Inlets. Typically, full cages are not required for slip formed walls over top of median boxes per standard drawings RDB-231 and RDB-241.   Will this be revised?

An addendum has been posted.

Will the removal of larger diameter trees that are located on the edge of the disturb/construction limits or where the disturb/construction limit is located adjacent to the existing R/W, does fence need to be removed? 

Everything will be incidental to the Clearing and Grubbing bid item. There is an additional 2,000 L.F. of FENCE-WOVEN WIRE TYPE 1 quantity to be used in instances where the ROW fence is potentially damaged when clearing near it.

Is the bid item line 0420 Mobilization for Concrete Surf Treatment setup for the concrete sealing item due to the delay between pouring and applying sealing?

Yes. Refer to SPECIAL NOTE FOR SEALING BRIDGE DECKS for more information.

Can the square footage of clean and paint structural steel be provided for bidding purposes?

There is 6,815 SF of clean and paint structural steel on structure 048B00126N. This is for informational purposes only and not bidding purposes.
