There is a note on Drawing No. 27767 stating shoring will be required to maintain the limits of the Commercial Drive/Parking Lot during construction of the retaining wall.  It appears there is very little room to install any type of shoring between the edge of the foundation and the back of the guardrail, not to mention an existing underground utility in the area as well.  It is unlikely that traditional shoring methods will work in this area.  Did the design engineer consider the cost impacts of this when typing the note?
The intent of the note is to require the Contractor to make every reasonable effort to maintain as much of the existing commercial parking and access along Willie’s Way as possible during all phases of construction.   Under no circumstances shall the Contractor impact the businesses above the wall to the degree that it prohibits their normal operations.   If the utility presents an issue, the Contractor can coordinate with the Utility Company concerning possible relocation.

For Perry County's Sanitation District # 1 there are bid items that appear to be missing.  What are the 6 submersible sewer pumps for?
The bid items will be added by addendum. The six (6) submersible sewer pumps are replacement pumps for the Combs pump station (2), Cherokee Hills pump station (2) and Frogtown pump station (2).  These are in conjunction with the pump station rehab required for these pump stations due to the rerouting of the sewer lines for this project.

For HDPE pipes with a bell and spigot connection the Department will accept joint installation in accordance with manufacturer’s published recommended procedures up to a 2 inch separation.  Separations greater than 2 inches will require correction or lining of pipe string with suitable approved liner.

Question:
The project utility notes mention that an existing six inch “AC” water main is located along and adjacent to Ky. 39 from approximate STA 21+50 to approximate STA 63+50, with the existing line to be abandoned and left in place.  There is only a vague statement that the “highway contractor should be aware of the possibility of encountering the material, and of the necessary disposal procedures”, but without any specific responsibility given for the contractor or others should the “AC” line be encountered during roadway construction.  Rather than requiring contractors to include considerable incidental guesswork/contingency quantities & costs to their bid (for work that may or may not actually be required), could the KYTC include as a prudent measure an added pay item with reasonable quantity for removal/disposal of “AC” pipe (typically 21655EN--REMOVE ASBESTOS PIPE)?

Notes for the Wall will be added by addendum. As stated in the notes, the Department did not prepare a Geotechnical Report for the Sound Barrier Wall. The Contractor is responsible for obtaining adequate geotechnical  information for the design of the wall and drilled shafts.

The bid quantities include 21,010 TONS of #2 stone identified for “SUBGRADE WORKING PLATFORMS”.  Understanding that subgrade is the surface on which pavement is to be placed, and with other project quantities for ROCK ROADBED, is it actually the KYTC’s intent for the 21,010 TONS of #2 stone to be used for embankment foundation stabilization platforms as referenced by note #10 of the geotechnical notes?  If so, can estimated project locations with quantities be provided for the embankment foundation stabilization platform work?
The geotechnical report issued 12/13/2017 recommended inclusion of contingency quantities for construction of a “subgrade working platform”.  The report recommended establishing quantities based on 1,500 linear feet of roadway.  This quantity will be in addition to any Aggregate that will be used for the rock roadbed and/or the top 1 foot of subgrade for KY 39.

KY 32 @ Fraley & Pinecrest Drive intersection, the drawings state to remove the pedestrian detectors, pedestal poles, and heads.  Will the electrical contractor be responsible for the demolition of bases and/or wire?  Will re-installation be included?  Will the material removed be turned over to Department?
For the Rowan Co. KY 32 @ Fraley & Pinecrest Drive intersection, the contractor will be responsible for removing the ped signals, ped detectors, pedestrian pedestal poles, the wiring associated with the pedestrian signals, and the concrete pedestrian signal bases to 1 inch below the existing groundline.  Re-installation of the pedestrian signals is not included.  The pedestrian signals, pedestrian detectors, and pedestrian poles shall remain the property of the Department and shall be delivered to the Fleming County Traffic Barn.

A Spectrashield coating for the interior of the manholes is specified for the Sanitary Sewer (Page 41 of the proposal). Will a Tnemec brand be considered equivalent and will it need to be applied before setting or after setting manholes?
This question pertains to the City of Hazard Sewer Specifications. The Tnemec Series 218 (min. DFT of 1/16") followed by two coats of Series 435 (min. DFT of 40 mils) would be satisfactory. All coatings shall be installed in the yard per manufacturer's recommendations.  After installation, any damage to the coating shall be repaired in accordance to the manufacturer's recommendations.

Can you please provide or clarify missing page 1 of 28 on page 282 of 522 of the proposal book. The section seems to be in the middle of another spec section, and it is unclear as to what the section is about.  More information is needed on the Piezoelectric.
Page 1 is unnumbered and is page 282 of the proposal. This section runs from 281 to 315 and covers the quantities and specifications of installing a permanent traffic data acquisition station that will replace an existing station on the project. There are 5 piezoelectric sensors required and their approximate locations are shown on page 281. Specifications for the piezo sensors are listed in 2.17 (page 289). For details on the installation of the piezo sensors refer to section 3.17  (page 301). For details on the piezoelectric sensor bid item, please see 4.13 (page 308). A drawing detail of the piezoelectric sensor installation is shown on page 315.

There are 2 erroneous references to this section in the specs. The first reference is in 02733-2 Section 2.02 Specialty Coatings. This section only applies to the last wetwell on the side road at N 3631720.94, E 5661303.81. The coating required is Perma-Shield H2S/Perma-Glaze or equivalent. Surface Preparation SSPC-SP 13/NACE 6 and ICRI Guideline 03732, CSP-5. Surface is Series 218 MortarClad and/or Series 219 MortarCast or equivalent. First coat is Series 434 Perma-Shield H2S or equivalent. Nominal DFT 125 mils. Finish coat is Series 435 Perma-Glaze or equivalent. DFT 15.0 to 20.0 mils. Total DFT over 140 mils. The bid code is 03270 – TREE AND BRUSH REMOVAL and the quantity is 4,300 LF.  The chart gives an idea of the size range and number of trees that are within the limits of the work.  Disregard the total summation for each individual tree size range.  The note at the bottom of the sheet states: “These approximate quantities and sizes are intended to provide a basic context of the level of effort required for the completion of the project. The Contractor will need to work with the Engineer to determine the limits for tree and brush removal within the project limits.”

Item 8-3.20 of this project on plan sheet R228 depicts some conflicting information.  There is a boring that shows a refusal depth of 26’ for a bore hole in the middle of the cut, but the face of the cut depicts limestone face.  There is a separate bore hole in that location that shows a more shallow refusal depth.  This appears to be a mud seam that in the middle of the cut that inaccurately depicts the correct rock elevation.  Based on the observation the information depicted on R228 of the geotechnical plans maybe conflicting and this is a unclassified excavation project, could the RDZ lines on the cross section plans for Ramp C may be higher or different than has been depicted and the volumes of common and rock may be inaccurate?
The geotechnical information at station 316+00 is correct for Ramp C.  The information does not however represent the depth to rock or the base of the RDZ throughout the cut slope. The limestone in this area is highly karst and depths to rock can vary due to fractures/solutioning.  Determining the depth of the RDZ through karst rock formations can be extremely difficult and unpredictable.  Bedrock on the existing ramp is exposed from the ditch up to 10-15’ from the top of the cut slope.  From the rock exposed on the existing slope, the RDZ is more likely be less than 10’-15’ below the surface with the exception of unforeseen locations where the limestone has been solutioned and created deeper pockets of soil, such as the location of the borings drilled at station 316+00.

This project consists of combined plans for Item No. 8-6.10 and Item No. 8-6.20.  Traffic control notes on Item No. 8-6.20 on sheet R96b state “Any striping removal (temp, perm) shall be removed by waterblasting.  Waterblasting and removal of the temporary tape will be incidental to the bid item “Maintain and Control Traffic.”  No such note has been found for Item No. 8-6.10 regarding removal of striping being required or incidental as part of the scope of the work.  Per the phasing on each section, waterblast stripe removal will be required for mainline phase 3, US 25 phases, transitions/tapers, and ramp phases.  Can this scope of work be added as a bid item instead of being made incidental to Maintain and Control Traffic to eliminate speculation between Department personnel and contractor personnel should additional work or changes be required to phasing during construction?
The following will apply to both sections of the project (8-6.10 and 8-6.20).  The Contractor will remove all pavement markings and the lenses of raised pavement markers that do not apply to the traffic operation in use.  In areas where the pavement markings will conform to the final marking scheme or for other reasons will not be removed, pavement markings shall be of a permanent type pavement marking material.  All temporary pavement markings, which must be subsequently removed, shall be an approved removable striping tape or temporary paint.  Removable striping tape-white, removable striping tape-yellow or removable striping tape-black will be measured in linear feet for payment at their respective contract unit price.  Estimated quantities for temporary paint and removable striping tape are included as bid items.  Any striping removal (temporary or permanent) shall be removed by waterblasting.  Waterblasting and removal of temporary tape will be incidental to bid item "Maintain and Control Traffic".  Place temporary striping in accordance with Section 112, except that: 1.) Temporary striping will be six (6) inches wide; 2.) Edge lines will be required for temporary striping except for short term durations approved by the Engineer. 3.) Existing, temporary, or permanent striping, will be in place before a lane is opened to traffic.
