The Catlettsburg-Kenova bridge (US 60) in downtown Catlettsburg, Boyd County, has been restricted to one-lane traffic for renovations. Temporary traffic signals in both Catlettsburg and Kenova now control all traffic flow across the bridge, day and night.

Motorists should stay in the marked lane and must not bypass signals as the lane under construction will be impassable. Lengthy delays at signals are likely. Motorists should plan travel accordingly, including seeking alternate routes – such as using Interstate 64 and US 23 to reroute between Catlettsburg (I-64 Exit 191) and Kenova (I-64 Exit 1).

Pedestrians using the bridge should also use caution, heed warning signs and note that access could be restricted at times.

Work will include removing sections of unstable roadbed replacing it with new rock and blacktop, and installing T-rail at slip locations.

Narrow road width and equipment size will require crews to close KY 1244 from 6:30 a.m. to 5 p.m. each week, May 8-18, in the work areas between the 14 and 17 mile markers. Only local residential traffic will be permitted past those points. School bus traffic will not be affected. Message boards will be used to notify traffic of daily work zone or schedule changes.

Motorists using I-64 between Morehead and Grayson should expect intermittent shoulder and lane closures this summer for installation of median cable barrier.

Cable barrier, a safety device that uses a fence-like structure of continuous steel cables to help prevent vehicles from crossing the median into opposing travel lanes, will be installed along 22 miles of I-64 from mile marker 137 at Morehead to mile marker 159 near Olive Hill in Carter County.

Crews will close portions of the inside interstate shoulder and fast lanes at work locations between 7 a.m. and 7 p.m. each weekday while working. Motorists should watch message boards and work zone signs for specific lane closure information and schedules, and be prepared for traffic congestion and delays.

On Saturday and Sunday, Sept. 9-10, work will include milling, or removing, the old blacktop along US 60 between North Stepstone Road (about a mile west of the schools at mile marker 5) through downtown Owingsville to the KY 111 intersection (mile marker 8). It was scheduled for a weekend to lessen impacts on school and commuter traffic downtown.

Blacktop paving operations will then start at 8:30 a.m. Monday, Sept. 11, and continue Tuesday, and possibly throughout next week depending on weather and other factors.

Motorists should note the following work schedules and traffic restrictions:

- Milling work starts at 7 a.m. Saturday, Sept. 9. No parking on US 60 downtown, as work will take place curb to curb. One-lane traffic with flaggers. Crews will work as long as they can, including into evening hours.

- Milling work will continue Sunday, Sept. 10, as needed, but crews aren't planning to work in the area of the churches or will avoid morning hours in those locations.

- Monday and Tuesday, Sept. 11-12, paving crews will start each day at 8:30 a.m., after the school rush hour, to apply new blacktop through town. Again, one-lane traffic with flaggers, and no parking on US 60. Work could continue into evening hours. Contractors will try to keep traffic moving as efficiently as possible. However, motorists should expect delays and should adjust travel times accordingly.

- Lane closures and parking restrictions could continue on US 60 daily through Sept. 15, and into the week of Sept. 18, for paint striping and other planned construction.

Contractors will try to avoid peak school traffic times. However, motorists should expect delays and should adjust travel times accordingly.

Milling and paving of US 60 through downtown will follow, and specific schedules will be announced.

The Kentucky Department of Highways has granted a permit to Marathon Petroleum Corporation for contractors to build an office access road at the US 23 and KY 538 (Lake Bonita Road) intersection at Catlettsburg, including turn lanes on US 23 and new signals.

The construction will require one-lane traffic on US 23 in both directions between the I-64 interchange and Mayo Trail. Interstate ramp traffic from westbound I-64 (Kenova-Huntington) to northbound US 23 must yield to oncoming US 23 traffic before merging into the open lane.
Road ReportBoyd6/9/20178/31/2017
Crews are replacing blacktop with new concrete pavement on KY 1/7 between the I-64 overpass and C.W. Stevens Boulevard in Grayson, including at the interstate on and off ramps.

Two-way traffic will be maintained during construction. However, traffic will be restricted to one lane each direction at times on KY 1/7 and on C.W. Stevens Boulevard during daytime work hours of 6:30 a.m. to 6:30 p.m. Lane closures will remain overnight when concrete is curing.

In addition, the continuous right turn lane from southbound KY 1/7 to westbound I-64 will be closed. All traffic to westbound I-64 must use the turn lane at the on- and off-ramp traffic light.

Because of the high volume of traffic at the interstate overpass, lengthy delays are possible during construction. Motorists should adjust travel plans accordingly, or seek alternate routes. Pedestrians must use the side of the highway that’s not under construction.

No work or lane closures will take place Aug. 6-12 to accommodate Carter County Fair and back-to-school traffic. Work will resume Aug. 14. Night work is possible on the project. Motorists should watch message boards for traffic and construction schedule changes.
