The Cabinet will host a Teams webinar on Monday, June 29th, 2026 at 9:00 am EDT to discuss the expected scope of services, prequalification categories, procurement schedule, and special requirements to be included within the consultant's response to announcement of the contract.  We will also afford attendees an opportunity to ask questions about the RFP.

All prospective firms are encouraged to attend this webinar; however, firms will not be permitted to discuss this project with the Cabinet except for during this session. The Kentucky Transportation Cabinet (KYTC), in partnership with ACEC-KY and the Federal Highway Administration (FHWA), is seeking presentation ideas, speakers, and moderators for the 31st Annual 2026 ACEC-KY/FHWA/KYTC Partnering Conference. This year's conference will be held on September 9-11 at the Central Bank Center in downtown Lexington, KY. This year's theme is “Creating Opportunities from Challenges". The Partnering Conference is most successful when the consulting industry takes ownership of sessions and provides valuable content for attendees. This is an excellent opportunity to highlight your firm's successes to Cabinet representatives. In concert with the theme, please consider collaborating with KYTC team members for presentations to highlight examples of successful cross-functional partnerships in Kentucky or with other DOT partners beyond. This call is to recommend any initiative, topic, or issue you would like covered in the breakout sessions on Thursday and/or the general session on Friday.

KYTC has been utilizing and promoting the Complete Streets, Roads, and Highways Manual since its development in 2022. This manual has been a guide for adopting a balanced project approach that prioritizes the safe mobility of all roadway users. ​NOTICE:  Louisville Highway Safety Improvement Project Progressive Design Build (PDB)

The Kentucky Transportation Cabinet (Cabinet) anticipates beginning a Progressive Design Build (PDB) procurement to hire a Design Build Team (DBT) to deliver a Highway Safety Improvement Project in Jefferson County, Kentucky. The project focuses on roadway improvements for both motorized and non-motorized modes (Vehicles, bicycles, and Pedestrians). The initial step in the procurement will be the issuance of a Request for Proposals (RFP). The Cabinet invites all qualified teams to submit a Technical Proposal in accordance with the RFP, once it is issued, in order to be shortlisted for interviews.  The RFP will be posted at:

The Safety Project will utilize data-driven analyses, including Louisville's High Injury Network, Speed Management Plan, and Vulnerable Road User Road Safety Assessments (RSAs), to identify and address roadway segments to improve safety for all modes across various routes in Jefferson County. The project will implement targeted safety strategies and countermeasures to prevent crashes and support Louisville's Vision Zero and Safe System Approach goals.

NOTICE:  2026 Prequalification Criteria and Instructions Update

The Kentucky Transportation Cabinet has posted revisions to the Prequalification Criteria and Instructions document, which serves as the basis for determining minimum eligibility of firms within each service category.​ Each firm that desires to retain prequalifications or become prequalified with the Cabinet in any new service area must submit a full prequalification application prior to response to advertisement. These prequalifications are to be submitted electronically via the Consultant Portal by clicking the Consultant Management widget. Hard copy prequalification submittals are no longer permitted. The website to visit to submit prequalifications is https://apps.transportation.ky.gov/professionalservices.

Each firm that desires to retain prequalifications must submit a full prequalification application in the Portal prior to the firm's annual renewal date. Although the Portal will send an automatic notification as a courtesy, it is the sole responsibility of the firm to initiate a renewal of its prequalification with the Cabinet. The request should include a Certification of Professional Liability Insurance, a Certificate of Workers Compensation, and an Employment Insurance policy. The firm must also upload to the Portal an annual affidavit of the Campaign Finance form, linked below. The firm must also comply with an Ethics Certification directly in the Portal which is not a form and does not require a document upload. These credentials shall be uploaded for review by Professional Services staff and retained for compliance. The firm may be removed from the Cabinet's listing of prequalified consultants if an application is not received within thirty (30) days of its annual renewal date.

NOTICE:  2026 Direct Costs for Mileage, Meals, and Lodging

Pursuant to 600 KAR 6:070, travel reimbursements shall be governed by 200 KAR 2:006, which establishes reimbursement rates for average gasoline cost, per diem for meals, and hotel lodging. Effective immediately, the following rates are hereby established and shall apply to all contracts and contract modifications executed from the date of this memorandum through December 31, 2026.

The average gasoline cost shall be established at $0.43 per mile with an allowable $0.56 cents per mile for four-wheel drive vehicles. Per diem for meals shall remain at $50 per day and hotel lodging shall also stay at $110 per night.

​NOTICE:  New Federal Restrictions on Foreign Drones

The American Security Drone Act of 2023 (ASDA) and OMB Memorandum M-26-02 has now strictly prohibited the use of federal funds, including grants, loans and cooperative agreements, for Unmanned Aircraft Systems (UAS) manufactured by covered foreign entities. Agencies must internally cease the procurement, operation and maintenance of any agency owned “covered UAS" by December 22, 2025.

To prevent the public from purchasing abandoned URL's and then using them for non KYTC interests we are launching this communication.  Effective immediately, all new webpages that house KYTC information must use a ky.gov domain (with the exception of arcGIS.com sites or .edu sites). This applies to websites created by KYTC staff or contracted third-party vendors. This policy includes new website URL requests and alternative (vanity) URL requests for existing sites that currently end in .com or.org.  If you have a need to create a new URL or website (this does not include new pages on Transportation.ky.gov)  please email Naitore.Djigbenou@ky.gov AND Allen.Blair@ky.gov.

NOTICE:  Work Zone Temporary Traffic Management Training

In alignment with the Kentucky Transportation Cabinet's commitment to safety and compliance, we are pleased to offer a revised training program tailored to meet the requirements outlined in KYTC's Work Zone Policy guidance. As per the policy, all designers involved in project Temporary Traffic Control Plan development or design are required to undergo this approved training. This course is required for Rural Roadway Design and Urban Roadway Design prequalifications beginning January 2026.

This training aims to equip designers with essential skills and knowledge for effective Work Zone Traffic Management Plan Development, ensuring the designers have the knowledge to develop a plan that is safe for both workers and the public during project execution.

The upcoming PM Boot Camp Xpress scheduled for March 26–27 has reached maximum capacity, and registration is now closed.

As noted in KYTC's Response Instructions, completion of Xpress training is required for anyone serving as a Project Manager on a project-specific advertisement. The only exception is when no training is available and the individual is on the waitlist. The March Xpress is now full and no training is currently available for new participants.

Please consider attending one of the two (2) Kentucky Transportation Cabinet approved Utility Coordination Training and Certification Courses in 2026. The course offers a one-day training option, which is valuable for non-utility coordinators to learn how KYTC projects interact with utility companies and their facilities. The full two-day course includes content for utility coordinators and a certification to practice. This certification is a requirement for consultant staff practicing many utility-related services. 

For those with expiring Utility Coordination Certification, three (3) renewal courses will be offered in 2026.  The one-day course includes new content for utility coordinators and renews certification to practice for 5 years. Up to date certification is a requirement for consultant staff practicing many utility-related services.

NOTICE:  2026 Project Manager's Boot Camp Xpress Training – SAVE THE DATE!

The Kentucky Transportation Cabinet's (KYTC) mission is “to provide a safe, efficient, environmentally sound and fiscally responsible transportation system that delivers economic opportunity and enhances the quality of life in Kentucky." To support this mission and continue the Cabinet's success in project development, KYTC partners with the Kentucky Transportation Center (KTC) to deliver the Project Manager's Boot Camp Xpress (Xpress) training. All consultant project managers who intend to undertake project management duties on behalf of KYTC must have completed Xpress or be enrolled for the next available offering.

The next offering of Xpress is scheduled for March 26 and 27, 2026. All course activities will be held at the Transportation Cabinet Office Building in Frankfort. Each day, the training will run from 8:30 a.m. to 4:00 p.m.  Registration details will be released at a later date. In the meantime, please mark your calendars and save the date.

​NOTICE: Paducah McCracken County Riverport RFQ

The Paducah McCracken County Riverport Authority (“Riverport") is soliciting marine services to perform a mussel survey as a requirement of an USACE Dredge Permit Application. The purpose of the solicitation is to identify a firm to perform the required field survey, analysis and reporting.

The Riverport reserves the right to reject any and all statements of Qualifications (SOQ) received.
