Traffic signal on U.S. 25 at KY 490 in Laurel County will be inoperative for two weeks due to emergency repairs 

MANCHESTER, Ky. (Sept. 13, 2019) - The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that the traffic signal on U.S. 25 (mile point 16.383) at KY 490 in Laurel County will be inoperative for two weeks (Friday, Sept. 27) due to emergency repairs.

Stop signs will control side street traffic until the signal can be rebuilt. The traffic signal is a part-time signal so the intersection will function as it normally does at off-peak times. The side street traffic will have to stop and yield to traffic on US 25.

A portion of KY 1209 in Jackson County will be closed due to cross drain replacement operations on Thursday, September 12

MANCHESTER, Ky. (Sept. 10, 2019) The Kentucky Transportation Cabinet (KYTC) advises motorists that a portion of KY 1209 at mile points 1.743 – 3.891 in Jackson County will be closed on Thursday, September 12.

The road closure will be in effect from 7:30 a.m. to 5:30 p.m., and is necessary to allow crews to perform a cross drain replacement.

KY 3472 (Memorial Drive) in Clay County will be closed beginning Monday, Sept. 16

MANCHESTER, Ky. (Sept. 10, 2019) – The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists KY 3472 (Memorial Drive) in Clay County will be closed between mile points 0.000 - 0.544 (U.S. 421 intersection and the intersection with Marie Langdon Drive – KY 3479) starting Monday, Sept. 16, at 7 a.m. and is expected to conclude on Monday, Sept. 23, at 8 p.m. 

The closure is necessary to construct a portion of KY 3472 from the intersection of US421 to the City Garage entrance and to remove the old bridge. 

The signed detour will be via KY 2438 to KY 2432 to KY 3472. Advent Health Manchester traffic will need to use the assigned detour.

Jellico Creek Bridge on KY 92 in Whitley County will be closed beginning today

MANCHESTER, Ky. (Sept. 9, 2019) -  The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that the Jellico Creek Bridge on KY 92 (mile point 3.0) will be closed beginning today due to the condition of steel stringer beams supporting the deck.

All traffic will be detoured to U.S. 25W to KY 90 through the Cumberland Falls State Resort Park into McCreary County at U.S. 27, north of Whitley City and Stearns.

The bridge closure will be in place until repairs can be made. The repairs are expected to take up to six weeks.

MANCHESTER, Ky. (Sept. 9, 2019) -  The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that a portion of I-75 southbound at mile point 19.0 in Whitley County will be reduced to one lane beginning today, and is expected to conclude on Friday, Sept 13.

Work times will be from 7 a.m. to 6 p.m. each day.

The lane closure is necessary due to rock slide removal operations.

MANCHESTER, Ky. (Sept. 9, 2019) The Kentucky Transportation Cabinet (KYTC) advises motorists that a portion of U.S. 25W (mile points 0.0 – 11.0) in Whitley County will have intermediate lane closures beginning today and they are expected to conclude on Friday, Sept. 20.

The intermittent lane closures will be in effect Monday thru Friday from 7 a.m. to 5 p.m. each day.

The road closure is necessary due to KYTC District 11 crews and contractors conducting tree trimming and tree cutting operations.

MANCHESTER, Ky. (August 23, 2019) – The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that intermittent lane closures are set to begin on I-75 (northbound and southbound) at mile points 50.2 – 55.3 in Laurel and Rockcastle counties on Monday, August 26.

The intermittent lane closures are expected to conclude on Friday, August 30. They are necessary due to ditching and shoulder work operations, which are a part of the second phase of the I-75 rehab project.

The speed limit will be reduced to 55 miles per hour in the work zone.

(August 20, 2019) - The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that alternating lane closures will occur on the northbound off-ramp and southbound on-ramp (mile point 1.342) onto the Skyland Drive Bridge over U.S. 25E accessing Cumberland Gap National Park beginning today in Bell County. The alternating lane closures are expected to conclude Thursday, August 22 at 5 p.m.

The alternating lane closures are necessary due to bridge maintenance operations. Work hours will be today thru Thursday from 7 a.m. to 5 p.m. each day.

I-75 rehab project set to begin in Laurel and Rockcastle counties on Sunday, August 18

MANCHESTER, Ky. (August 16, 2019) – The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that a I-75 rehab project is set to begin at mile points 50.2 – 55.3 in Laurel and Rockcastle counties on Sunday, August 18.

The project will involve base failure repairs, pavement repairs, and drainage outlet installations. ATS Construction will be conducting the work.

Listed below is the work schedule:

  • The first phase of work will begin Sunday, August 18, and is expected to conclude Friday, August 23.
  • Two lanes will be open to traffic except during the hours of 7 p.m. to 7 a.m. each day when traffic will be reduced to one lane.

The speed limit will also be reduced to 55 miles per hour in the work zone.

Bridge is expected to reopen Sunday, September 16

MANCHESTER, Ky. (August 12, 2019) - The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that bridge replacement work continues on the KY 577 bridge over Little Sexton Creek at milepoint 6.999 in Clay County. It is now expected to reopen Sunday, September 16.

The bridge closure is necessary due to a bridge replacement. A signed detour will provided during the closure.

This bridge is part of the Transportation Cabinet's Bridging Kentucky program. Bridges selected for the program include more than 1,000 state, county, and municipal structures that are rated in poor condition or have restricted weight limits. Each bridge addressed by the program will either be replaced with a new structure designed to last at least 75 years, or rehabilitated to extend its life by at least 30 years. Those with restricted weight limits will reopen to school buses, emergency vehicles, and commercial trucks. For more information on the Bridging Kentucky program, visit www.BridgingKentucky.com.

Alternating lane closures will occur on I-75 southbound in Whitley County beginning Saturday, August 17

MANCHESTER, Ky. (August 12, 2019) – The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that alternating lane closures will occur on I-75 southbound (mile points 2.683 – 2.398) beginning Saturday, August 17, and is expected to conclude Friday, August, 23.

The lane closures are necessary to replace concrete bridge joints. The contractor will work with lane closures in place continuously until the project is completed.

Also, lane widths will be reduced to 12 feet. No wide loads over 10 feet will be allowed through the work zone. The suggested wide load detour route will be U.S. 25E in Corbin.

Motorists also need to be aware that the speed limit will be reduced to 55 miles per hour in the work zone, and double fines will be enforced.

(August 7, 2019) - The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that a portion of KY 2011 (mile point 6.395) in Bell County will be reduced to one lane beginning Monday, August 12. The lane closure is expected to conclude on Wednesday, September 25.

The lane closure is necessary due to bridge repair operations. The roadway will be reduced to one, 10-foot lane, with temporary traffic signals. Work hours will be Monday thru Thursday, 7 a.m. to 5:30 p.m., and Fridays, 7 a.m. to 3:30 p.m. Extended hours and weekend work may be likely at times.

This bridge is part of the Transportation Cabinet's Bridging Kentucky program. The closure is necessary due to bridge replacement operations. A signed detour will be in place during the closure.

Sams Branch Road is located off of KY 1780 (mile point 9.482) in Leslie County.

(August 1, 2019) The Kentucky Transportation Cabinet (KYTC) advises motorists that a portion of U.S. 25W from mile point 6.819 (intersection of KY 628) to mile point 12.356 (intersection of KY 296)  in Whitley County will be reduced to one lane beginning Monday, August 5, and is expected to conclude on Friday, August 23.

The lane closure will be in effect from 7 a.m. to 8 p.m. each day and will be controlled by flaggers. The lane closure is necessary to allow contractors to perform shoulder widening and asphalt resurfacing operations.

Preventive maintenance project expected to begin Thursday, August 1 on KY 30 in Laurel County

MANCHESTER, Ky. (July 26, 2019) The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that a cape seal project on KY 30 from the intersection of KY 3094 (mile point 3.567) to the intersection of KY 1394 (mile point 5.646) in Laurel County is expected to begin Thursday, August 1, and conclude on Friday, August 23. Work times will be from 7 a.m. to 8 p.m. each day.

Once the cape seal process begins, contractors will apply the oil-based sealant and spread limestone chips over it. These layers are then pressed together by rollers.

After an initial cure, usually that same day, traffic will be allowed back on the treated lane. However, motorists should remember that it's not the final driving surface and should drive with caution due to the potential for loose limestone chips on the highway.

Motorists will encounter lane closures and flagging and should expect delays. The speed limit will be reduced to 25 mph during the project. Contractors will work to ensure traffic flows as smoothly as possible during construction.

Cape seal work is very weather dependent. Rain could delay the start of construction as well as its duration.

Once the first limestone chip and sealant layer is complete, the roadway must cure under traffic for two to three days. Then, contractors will apply a very thin blacktop layer over the chips to create the final driving surface.


Preventive maintenance is a proactive approach to maintaining Kentucky roads by using treatments beyond traditional asphalt. These treatments can last up to 60 percent as long as traditional asphalt resurfacing, but for 30 percent of the cost. This allows more roads to remain in good or fair condition as opposed to letting roads go into poor conditions that require a more costly repair. Preventive maintenance slows pavement deterioration, corrects minor surface distress, and increases safety.

(July 16, 2019) The Kentucky Transportation Cabinet (KYTC) advises motorists that a portion of U.S. 421 at between the milepoints of 8.128 (intersection with Clay/Leslie Industrial Park Road), and 9.114 (intersection with Right Fork Billys Branch Road) in Clay County will be closed beginning Wednesday, July 17, and is expected to conclude Friday, July 19.

The road closure will be in effect from 7:30 a.m. to 5:30 p.m. each day, and is necessary to allow crews to perform multiple cross drain replacements.

MANCHESTER, Ky. (June 14, 2019) - The Kentucky Transportation Cabinet (KYTC) District 11 Office advises motorists that the KY 577 bridge over Little Sexton Creek at milepoint 6.999 in Clay County will be closed beginning Monday, June 24 at 7 a.m. and is expected to re-open Wednesday, August 7.

The bridge closure is necessary due to a bridge replacement. A signed detour will provided during the closure.

This bridge is part of the Transportation Cabinet's Bridging Kentucky program. Bridges selected for the program include more than 1,000 state, county, and municipal structures that are rated in poor condition or have restricted weight limits. Each bridge addressed by the program will either be replaced with a new structure designed to last at least 75 years, or rehabilitated to extend its life by at least 30 years.
