The Kentucky Public Transportation Drug and Alcohol 7-10-11 Consortium Committee, (Committee) on behalf of the Kentucky Transportation Cabinet/Office of Transportation Delivery’s (KYTC) statewide public transit grantees, is seeking proposals to provide Statewide Drug and Alcohol Program Services for the period January 1, 2024 to December 31, 2024 in accordance with U. S. Department of Transportation/Federal Transit Administration (USDOT/FTA) regulations. Services required are:
Urine Specimen Collection
Alcohol Testing
Collection Sites
Laboratory Testing
Medical Review Officer
ODAPC’s List-Serve
After-Hours Testing
Administrative Support Services
Random Testing
The range of employees to be tested will range from 2,000 to 2,300 and represent 24-30 public transportation systems throughout the entire Commonwealth. Drug and Alcohol program services are divided along these distinct groupings: (1) USDOT/FTA employees; (2) USDOT/FMCSA employees; and, (3) Non-USDOT employees.
All proposals and related documents shall be subject to financial assistance between the Kentucky Transportation Cabinet’s subgrantees and the Federal Transit Administration. All contractors must certify that they are not an ineligible contractor listed on the U. S. Comptroller General’s Debarred Bidders List and must be actively registered on SAM.gov. The Committee reserves the right to accept or reject any and all proposals on such basis as deemed to be in its best interest. The successful proposer(s) will be required to comply with all applicable federal, state and local laws and regulations. The contract shall be for the period of January 1, 2024 through December 31, 2024, with an option to renew for up to four (4) calendar years.
To be considered a viable proposer, and receive a copy of the Request for Proposals (RFP), a Letter of Intent (LOI) must be submitted by June 30, 2023 to Tabitha Martin at tabitha.martin@ky.gov. Proposals will be submitted in a sealed envelope marked “Confidential” and mailed directly to Vickie Bourne at the address above. Proposals must be received no later than 9:30 am EST, Wednesday, August 30, 2023.

Public Transit Disadvantaged Business Enterprise Notice
In accordance with 49 CFR Part 26, The Kentucky Transportation Cabinet (KYTC), Office of Transportation Delivery (OTD), is proposing a "Disadvantaged Business Enterprise" (DBE) Participation Goal of 1.24% for the next three Federal Fiscal Years beginning October 1, 2022 through September 30, 2025 for the Federal Rural Transit Program and applicable KYTC Capital Programs funded by the USDOT/Federal Transit Administration (FTA).
The goal and the basis for establishing the goal are available for public inspection from 8:00 a.m. until 3:00 p.m., Monday through Friday, at the Office of Transportation Delivery, 3rd Floor, Kentucky Transportation Cabinet Office Building, 200 Mero St, Frankfort, KY 40622, for 30 days following the date of this notice.
