11-1023 | 104 | Henderson | Plan note #3 on sheet 19 of 198 provides that “Roller Compacted Concrete – X inches” may be substituted with “JPC Shoulder – X inches.” Special Note for Roller Compacted Concrete notes that all areas of RCC inaccessible to either roller or paver will substitute Class A concrete for RCC. Neither the RCC or the areas paved with Class A concrete requires tie-bars or hookbolts as shown on standard drawing RPN-001-06. Since you are allowing the substitution of JPC shoulders for RCC shoulders can we assume that the tie-bars will not be necessary for the JPC shoulders? |
If the contractor elects to use JPC Shoulders they should be constructed per the Standard Drawings and Specifications with tie-bars. If RCC shoulders are used the longitudinal construction joint between the outside lane and shoulder should still be sealed with silicone sealant according to the Standard Drawings. It is not anticipated that there will be many areas inaccessible to a paver. However, the proposal indicates that in these areas JPC Shoulder Pavement will be used. These areas are generally less than 6-feet in width. For these short areas less than 25 feet in length tie bars will not be required. The Engineer will determine in the field these locations.

The note was intended to allow the same dowel bar size as is used for 8” JPC pavement or a 1” bar, if elected by the contractor. The contractor orders dowel baskets. As such, they would have the option to make the decision.

On page 40 of the proposal, the note for "Joint Sealing" states that all joints in both the JPC and RCC are to be sealed with either silicone sealant or hot-poured elastic sealant. Does the note on page 40 still apply to the longitudinal construction joint between the outside lane and shoulder or was the intent of the aforementioned answer to eliminate the hot-poured elastic sealant as an option the joint sealant at this joint and any other joint? |

However, reading the Special Note for Sidewalk Ramps and Detectable Warnings Section Measurement and Payment “Detectable Warnings Existing Ramps” – This is to include removal and replacement of existing ramps/curbs/walks to make entire ramp in ADA compliance not just the SF area for the Detectable Warnings. Is this correct or should more quantity be added to Item 90 Sidewalk 4” to cover this payment. |
The interpretation of the summary sheet is correct. There are 16 SF of detectable warnings are to be installed in the new ramp to be constructed at ~ milepoint 0.3. | 6/6/2011 3:55 PM |
11-2164 | 327 | Barren | On page 7 of 88, the proposal, Special Note for Diamond Grinding Ride Quality, second sentence states “The Engineer will notify the Pavement Management Branch at least one month prior to the start of constructions so a target IRI for the full length of each lane can be established”. For bidding purposes, could the target IRI be provided prior to the letting? |
The “target IRI” will be the current IRI. The only requirement is to make the ride better than it currently is rather than having a set IRI to reach. It was decided to get the ride approximately one month before construction to get the most accurate IRI for the current conditions to ensure the contractors can meet that IRI. Therefore, the target IRI will not be provided prior to the letting.

11-1313 | 101 | Jefferson | We have identified only one supplier for the limestone blocks. The specs require a manufacturer’s rep to inspect/ train workers during installation. He states that he is a supplier only and will not provide a field rep. Please advise as to how this can be handled. |
Please contract with a supplier that meets the requirements of the specification entitled “SECTION 044200 – EXTERIOR STONE CLADDING”. The General Notes within the bridge plans identify two such suppliers.
| 6/6/2011 3:54 PM |
11-1313 | 101 | Jefferson | This only limestone block supplier also states that the system shown to attach the roughback and smooth finish to the concrete will not function properly, based on his experience. Please confirm that we are to bid as shown in the details provided. |
The plans provide general information, but the intent, per the specifications, is to place the burden of responsibility for design and connectivity of the stones on the supplier. The construction of the cast-in-place concrete abutment and wingwalls must then be coordinated through the Contractor and the supplier to ensure a quality end product.
| 6/6/2011 3:54 PM |

11-1006 | 332 | Johnson | The proposal states that a temporary “river bridge” crossing of the Levisa Fork is required for access, but it does not give any details of how much opening is required or a minimum elevation that cannot be obstructed. Please clarify. |
In the proposal on page 20 of 100, the paragraph “Temporary Impacts by Proposed Project to Streams” states that a “temporary crossing” is required. The crossing is not required. An addendum correcting the note will be posted to the website. The temporary crossing was included in the permit to allow the contractor the option of constructing a temporary crossing if they so desired. This crossing is not required to set beams, but would allow the contractor access across the river at this location which would negate them having to drive to the opposite side of the river via KY 1145. If the contractor chooses to utilize a temporary crossing, they should follow the guidelines set forth in the conditions #1 and #9 of the general conditions of Nationwide permits. Furthermore, details of the opening size and minimum elevations should be submitted to the Engineer for approval.

10-1056 | 101 | PIKE | Sheet R33 of the plans has a note titled “Traffic Stoppage.” The note says “Traffic may be halted for a maximum of 20 minutes per hour. Traffic stoppage will not be permitted between the hours of 6:30 am – 8:30 am or 2:30 pm – 5:30 pm (Additional closure restrictions may also be applied during holidays, or other periods of anticipated heavy traffic.) with the exception of bridge beam placement. Any traffic stoppages lasting longer than 20 minutes will not be permitted and shall result in liquidated damages.” Please clarify the following. Traffic has to be stopped momentarily to allow haul trucks to cross US 23. Is this activity considered a traffic stoppage as stated in the previous note? |
Stopping traffic momentarily to allow trucks to cross is not considered traffic stoppage. That should be viewed as a traffic crossing. Traffic stoppage would hold traffic for a duration of time required for a construction activity to take place. Trucks hauling across US 23 is a traffic crossing and would be a very short time duration while this maneuver is made.

10-1056 | 101 | PIKE | With regard to the previous question on Crash Cushions, the Department's answer said "The 6 Type VI -CT, TL3 crash cushions are for the temporary barrier that will be in place along US 23 during construction." However, Bid Item No. 1130 calls for " 6 Crash Cushion Type VI Class C TL-3". Doesn't this indicate that the 6 crash cushions are permanent rather than temporary? |
The plans correctly list the description as “Crash Cushion Ty VI-CT, TL 3”. However, the bid item was incorrectly listed as “Ty VI-C”. An addendum revising the bid item will be posted to the website.
| 6/6/2011 4:01 PM |

10-1059 | 200 | KENTON, CAMPBELL | The special notes call for pavement to be removed by the saw and lift out method for all the pavement to be replaced on this project. The 13 inch pavement is spot patching and this removal method seems reasonable in this area. The 11 inch pavement is for the replacement of the ramps and has cement stabilization for the subgrade beneath the 11 inch pavement. Since there is not a requirement to keep the existing DGA and subgrade intact beneath the 11 inch pavement that is being replaced, would the Department permit the use pavement breakers to facilitate the removal of this pavement? |
Yes, pavement breakers would be permitted where cement stabilization is to be used.
| 6/6/2011 4:01 PM |

| 6/6/2011 4:03 PM |
10-1046 | 102 | JEFFERSON | Can you please clarify the work time restrictions? |
No lane closures will be permitted between 6 am and 10 pm Monday through Friday, all other dates listed in the proposal and any other times as directed by the Engineer. A single lane closure will be permitted at all other times, meaning the four lane sections can be reduced to three lanes and the three lanes sections can be reduced to two lanes. The four lane sections can be reduced to two lanes from Monday through Friday night at 10:00 pm until 6 am the following morning. The four lane sections can be reduced to two lanes from 10:00 pm Saturday until 6:00 am Monday on all weekends except those listed in the proposal or as directed by the Engineer. The four lane sections can be reduced to two lanes from 10:00 pm on Friday until 6:00 am on Monday for a total of three weekends in each direction. The three lane sections can be reduced to two lane from 10:00 pm on Friday until 6:00 am on Monday for a total of three weekends in each direction. (during this time period, the three lane sections
can be reduced to one lane from 10:00 pm on Friday until 6:00 am on Monday for two weekends eastbound and one weekend westbound.)

10-1342 | 104 | HARDIN | On page R2A, Overlay section, Detail A shows the underdrain being installed at the bottom of the trench, which is 9 inches deep. What is to be done with the balance of the existing underdrain system material (57’s, fabric, and pipe) that is beneath the new installation? |
The typical sections for the edge drain will be revised. An addendum will be posted to the website.
| 6/6/2011 4:03 PM |
10-1050 | 202 | KENTON, CAMPBELL | On proposal pages 394,395,406,407,418,419,420 of 616 , the “total Weight” of Rebar is noted on each sheet. Is this the total for the whole project? OR some sort of subtotal? Also, proposal pages 419 & 420 appear to have exact information excepting the “TOTAL WEIGHT” is different? |
Total weight shown on “Barrier Retrofit Detail” is the total for both barriers on the bridge. Total weight shown on “Barrier Retrofit Detail @ Wing” is the total for all four wings of the bridge. On bridge number 019B00047N (Ramp B over KY 9), the total weight on “Barrier Retrofit Detail @ Wing Abut. 1” is the total for the two wings at abutment 1. The “Barrier Retrofit Detail @ Wing End Bent 2” has been revised to account for longer wings and the total weight is for the two wings at end bent 2. An addendum will be posted to the website.

There are Trench And Backfill Bid Items for both Sections. Will Trenching & Backfill across Ramp and Road Surfaces permitted for this lighting and signalization conduit? |
This work will be paid for by the “Trenching and Backfilling” bid item. All proposed installation of conduits are under ramps whose pavement is being replaced full depth. The conduits are to be installed after the existing pavement is removed and prior to installation of the new JPC pavement.
| 6/6/2011 4:03 PM |
10-1050 | 202 | KENTON, CAMPBELL | Reference is made to special note for Subgrade Stabilization (pgs. 102 and 103). The note is requiring a 48 hour curing period for this item with the potential for it to be even greater (up to 7 days) if there is still rutting after this initial cure period. The Traffic Control notes only provide for 9 days to remove the concrete, stabilize the grade, placing the PCCP on the ramp and shoulders (two separate operations) seal the joints, place the point, chip and seal the shoulder (after cure of the shoulder) stripe the pavement, install guardrail and open the ramp to traffic. To use two days to wait on cure of the cement stabilization will make the likelihood of meeting the 9 day opening extremely difficult, if not impossible. During Phase 2 of the westbound lanes, Ramps C1, C2, E & G at US 25 and KY 1303 have to all be completed at same time. This represents almost 12,000 SY of pavement and shoulder. Can the 48 hour cure period be waived? |
Yes, the 48 hour cure time can be waived per the revised Special Note for Subgrade Stabilization. An addendum will be posted to the website.
| 6/6/2011 4:03 PM |
10-1050 | 202 | KENTON, CAMPBELL | On proposal pages 365 and 379 of 616, there is a note, “NOTE Electrical Conduit in the encasement area may need to be relocated. If needed, this work will be incidental to bid item Eliminate Expansion Joint….”. Please provide information as to who to call, How to get an estimate of cost, etc… |
This note has been removed from these pages. No electrical conduits are involved with this work. (Pages 365 and 379 will be revised accordingly). An addendum will be posted on the website.
| 6/6/2011 4:03 PM |
10-1050 | 202 | KENTON, CAMPBELL | On proposal pages 346, 356, 376, 386, 398, 410 of 616, there is a note, “NOTE: Seal top of cap……INCIDENTAL to …….….” The description(s) are not very exact on limits of where this is to be applied. Typically this sealant is a bid item, Can this be added? Otherwise can some quantity be provided? |
This sealant is to be placed on pier caps, abutment caps or end bent caps which have expansion joints above them after construction. The area to be sealed on piers is the top and all sides of the cap. The area to be sealed on abutment or end bent caps is the top of the cap and the exposed portion of the front face and sides of the cap below the top of the cap. This item is incidental to “Joint Seal Replacement” or “Expansion Joint Replacement” as specified for each bridge in the Proposal. Estimated quantities for the areas to be sealed for each bridge are as follows: B1 – 115 SQ. YDS, B2 – None, B3 – 666 SQ. YDS, B4 – 619 SQ. YDS, B5 – 417 SQ. YDS, B6 – 478 SQ. YDS, B7 – 175 SQ. YDS. The quantities are estimates only.

10-1050 | 202 | KENTON, CAMPBELL | On proposal sheet 29- Note 9 says Pavement markers are not to be removed on IR 275. Is the area where the lane lines are to be ground? |
The narrow strips ( approx 4” in width) where the raised pavement markers are located, is not to be ground. This area however is included in the quantities so the plan quantities are slightly larger than what will be ground.
| 6/6/2011 4:03 PM |
10-1050 | 202 | KENTON, CAMPBELL | The special notes call for pavement to be removed by the saw and lift out method for all the pavement to be replaced on this project. |

10-1339 | 307 | WARREN | Line Item 1430 - Item No. 21333ED: Asphalt Pavement Replacement: Per plan details, there is a detail for Heavy Duty and Light Duty Paving. The bid item reflects 1,724 LF of paving to replace, but does not breakdown heavy duty vs. light duty footage. Please advise how many feet, or where on the plans, each type of paving is wanted. Reason for question is Heavy Duty requires concrete sub base with 1.5” of asphalt and Light Duty only requires 1.5” of asphalt total. Please clarify. |
The specifications discuss heavy duty to be used when in a state road - See specs sections 02510, paragraph 3.08; 2530, paragraph 3.09; and 02531 paragraphs 3.08. This would apply to areas such as the sewer open cut crossings at Stations 480+70 & 481+15; the water main from station 477+80 to 478+65 and other areas where the state road is being disturbed by utility construction.
| 6/6/2011 4:03 PM |
10-1339 | 307 | WARREN | Line Item 1190 - Item No. 02220: Flowable Fill: Where is this material planned to be used? The reason for the question is because if the flowable fill is planned to be placed in asphalt roadways or parking lots, we will not need to include stone refill in our bid as an incidental item to the pipe install. |
Flowable fill is to be used for backfill of trenches under pavement located inside State right of way. See specs sections 02510, paragraph 3.05, item D; 2530, paragraph 3.06, item D; and 02531 paragraphs 3.05, item D. This is also detailed on drawing sheet U18 in the “Typical Backfilling and Bedding Methods” Detail.

The pipe used for boring and jacking may be used as the carrier pipe in these areas.
| 6/6/2011 4:03 PM |
10-1339 | 307 | WARREN | Does Special Note 11E apply to the Bore and Jack bid items on these projects. | | 6/6/2011 4:03 PM |
10-1339 | 307 | WARREN | Line Item 1320 - Item No. 03551: Tapping Sleeve and Valve: What size is the tapping sleeve and valve? Is this for water line or sewer line? Reason for question is there are three (3) other bid items that indicate the size of tapping sleeve and valve wanted, but this item does not. |
Please see quantity sheet U26. For bid item 3551, the size is 10”x10”x4” tapping sleeve, 4” valve and valve box. All the sewer force main connections are dry connections.
| 6/6/2011 4:03 PM |
10-1339 | 307 | WARREN | There will be a need for some concrete paving replacement in parking lots. There is currently no pay item for this item. Are we to assume this is an incidental to the pipe pay item? |
There is only 1 concrete entrance and the utility relocation does not impact that area.
| 6/6/2011 4:03 PM |
10-1309 | 311 | BULLITT | The waterline relocations need to take place before the drainage and north side roadway(Phase 1) can be constructed. The 20” and 30” casing pipe will require rock removal and the plans call for open cut for installation. It doesn’t seem practical to install the southern portion of these casing pipes in rock under traffic. Shouldn’t the southern portion of these casing pipes be bored and jacked? |
The work is to be done a night. A note will be added to sheet R28 to address this. An addendum will be posted to the website.
| 6/6/2011 4:03 PM |
10-1309 | 311 | BULLITT | At Sta. 82+15, the Pipe Drainage Summary indicates 128.4 sy of geotextile fabric Ty IV for pipe. If this pipe is to be Bored and Jacked why the need for fabric? |
Fabric will not be necessary for the pipe that is bored and jacked. An addendum will be posted to the website.
