SHIFT
The Strategic Highway Investment Formula for Tomorrow (SHIFT) is a data-driven, objective approach to prioritizing projects used to inform development of the Six Year Highway Plan.

Kentucky Long-Range Statewide Transportation Plan (LRSTP)
A 20+ year multimodal plan for Kentucky’s transportation system produced by the Kentucky Transportation Cabinet and required through the federal transportation reauthorization acts: ISTEA in 1991, TEA-21 in 1998, SAFETEA-LU in 2005 and MAP-21 in 2012. 
  
Public Involvement Process

The KYTC has established statewide transportation planning and project delivery public involvement outreach procedures identified within this document for the LRSTP, the STIP, the Consultation Process, and the development and delivery of transportation improvements.

Metropolitan Planning Organizations (MPO)
Federal transportation legislation requires that a Metropolitan Planning Organization (MPO) be designated for each urban area with a population of more than 50,000 people in order to carry out the metropolitan transportation planning process. Each urban area with a population greater then 200,000 is designated as a Transportation Management Area (TMA.)
 
Regional Planning​
Kentucky implements a regional transportation planning program to address the statewide planning requirements of federal reauthorization legislation through the 15 Area Development Districts and the 12 Highway Districts.  The Regional Planning Program includes a comprehensive public involvement process and an extensive project identification, evaluation and prioritization process in the non-MPO areas of Kentucky. 
 
Small Urban Area Planning​
​The Division of Planning is responsible for conducting Small Urban Area (SUA) Transportation Studies in Kentucky for areas with populations between 5,000 and 50,000.  A Small Urban Transportation Study provides a thorough examination of an area’s transportation network. The study includes an analysis of existing and future traffic conditions with the goal of identifying needs for a transportation network that will efficiently move ever-increasing volumes of goods and travelers. Products from a completed study include prioritized short-term projects that can be quickly and effectively implemented and long-term projects for future programming to improve safety and congestion in the city and surrounding area​.

The primary goal of the American Association of State Highway and Transportation Officials (AASHTO) is to foster the development, operation, and maintenance of an integrated national transportation system. This is accomplished through the statewide transportation planning process conducted by each state. The intended outcome is a safe and secure world-class transportation system that meets mobility needs and helps provide for a competitive economy, livable communities and a sustainable environment. The web site is being used to share resources, best practices and other information to further improve the practice of statewide transportation planning in the United States.
