2022 Truck Parking Assessment and Action Plan

The Kentucky Transportation Cabinet completed a statewide Truck Parking Assessment and Action Plan with the following goals achieved in the process:

  • Identify truck parking supply, demand, and needs
  • Focus on the safety of truck drivers and the general motoring public
  • Leverage existing KYTC Right-of-Way to develop low-cost and high-impact innovative solutions that increase truck parking capacity
  • Complete preliminary conceptual designs of new/upgraded parking facilities

Current Trends

  • Increased trucking demand: over the past decade, overall tonnage carried by trucks has increased 24%
  • Truck driver shortage: the long-haul trucking industry has difficulty recruiting and retaining qualified and insurable drivers
  • Hours of service: there has been an increase in limitations on the number of consecutive hours a truck driver can drive
  • Electronic logging devices: recent changes in federal law have required trucking operations to shift from paper to electonic logbooks
  • Productivity expectations: truck drivers are under more pressure due to customer expectations for shorter delivery times and an increasingly competitive marketplace

Key Takeaways

  • Parked Trucks: each weekday night, there are approximately 9,000 trucks parked in Kentucky for 4+ hours
  • Parking Spots: there are 7,196 truck parking spots in Kentucky (as of 2021)
  • Busiest Night: the busiest night for truck parking is Wednesday
  • Parking Spot Owners: 82% of truck parking spots are provided by private sector truck stops
  • Parking Locations: 18% of parking provided by KYTC is located at rest areas and weigh stations
