The data dictionary indicates that the training materials are available in the online portal. The question, however, asks if the training materials are up to date and for a description of the process used to ensure that the materials are kept in sync. The Commonwealth had the collision data dictionary published in September 2019. It is unclear what process Kentucky uses to keep the data dictionary consistent with the field data collection manual, coding manual, crash report, database schema, and any training materials. The response does not indicate how they identify when the system requires changes, such as a periodic review, updates to MMUCC or ANSI D.16, or changes to Kentucky statutes. There should be some definitive determination of the nature and frequency of review undertaken to determine the need for updates of the crash system data dictionary, data collection manual, coding manual, and other documentation and training materials.
