BOWLING GREEN, Ky. (April 2, 2025) – Counties across the Kentucky Transportation Cabinet District 3 area are bracing for a multi-day severe weather system expected to move into the area beginning Wednesday night. Crews from each of the 10 counties in the District 3 area are prepared to respond to the storm as needed.
The U.S National Weather Service (NWS) Louisville is predicting a severe weather event capable of producing tornadoes, hail, strong winds and life-threatening flooding Wednesday night into Friday night. The NWS is advising that the storms and tornadoes could be strong. As of Wednesday morning, the NWS is predicting the storm system to move into the District 3 area early evening to late night Wednesday. Additional rounds of rain and storms are predicted to come on Thursday and Friday. Flooding is a major concern as the District 3 area is predicted to receive up to eight inches of rain over multiple days. The counties to the west of the District 3 area are in a higher risk zone for severe weather and even higher rainfall totals.
It's advised to know the location of local tornado shelters. Motorists are advised not to attempt to drive through possible high water on roadways. Crews will do their best to put out barricades on flooded roads, but conditions can change quickly. Please be on the lookout for water over the roadways.
Downed power lines and power outages are possible. Motorists should treat any intersection with a nonfunctioning traffic signal as an all around stop.

BOWLING GREEN, Ky. (Feb. 14, 2025) – A weather system with moderate to heavy rain is expected to move into the District 3 area overnight Friday through Saturday into Sunday. The National Weather Service Louisville has put the entire District 3 area under a flood watch. As of Friday afternoon, the District 3 area is predicted to receive three to four inches of rain over the weekend.
Flooding of roads is a serious concern with this type of weather system. Roads that typically don't have water across them could experience flooding. Motorists should be on the lookout water over roadways. Please do not attempt to drive through possible high water. Crews from each county in the District 3 area are on standby ready to respond as needed. However, road conditions change rapidly during a heavy rain event.
Crews do their best to put up barricades as they are notified about a flooded road, but responding does take time. Motorists should not assume because there isn't a barricade up that the road is not flooded. Motorists should not move or drive around barricades or cones that have been put in place.
The ground is already saturated from multiple days of rain earlier in the week. Creeks, rivers and other water areas have received lots of rain. The additional rain predicted over the weekend will put even more stress on these areas. Areas around water ways are particular vulnerable to flooding.
Road closures due to flooding will be updated on the District 3 social media accounts as the notifications become available. Weather forecast updates are available on the NWS Louisville’s Twitter account here, and Facebook account here.
BOWLING GREEN, Ky. (Jan. 9, 2025) – Kentucky Transportation Cabinet District 3 highway crews are preparing to battle another round of winter weather on Friday. The National Weather Service (NWS) Louisville has placed the District 3 area under a Winter Storm Warning until 6 a.m. Saturday. Driving conditions are expected to deteriorate beginning Friday morning and worsen into Friday afternoon.
The NWS Louisville is predicting the District 3 area to receive 4 to 6 inches of snow Friday into Saturday in some areas. The southern areas of the District are at risk for the higher totals of snow fall. Heavy snow is expected to fall at times which will create more challenges for road crews.
Crews are out for anti-icing operations in some areas today. Motorists should give KYTC vehicles plenty of space while on the road. Crews from each county will be reporting for duty early Friday and will work in shifts throughout the winter weather storm.
Please do not call 911 or law enforcement offices to find out information about road conditions. For road conditions please visit GoKY.ky.gov. What to do if you see a downed power line:
BOWLING GREEN, Ky. (Jan. 5, 2025) – Kentucky Transportation Cabinet District 3 crews are wrapping up road treating operations following a winter storm system that started Sunday morning. Crews continue to work on cleaning up downed trees due to icing. However, motorists are urged not let their guard down as more winter weather could be on the way Monday morning. Multiple counties in the District 3 area have been placed under a Winter Storm Warning by the National Weather Service-Louisville.
Rain is expected to continue through the night and change over to snow in the morning around 6 a.m. Barren, Butler, Edmonson, Metcalfe, Monroe and Warren Counties are under a Winter Storm Warning until 6 p.m Monday. Hazardous travel conditions are possible beginning early Monday morning into the afternoon. The timing of the winter weather arrival is not certain, but 6 a.m. is an estimate.
Highway crews will be deploying for road treatment operations in the morning. Motorists in all counties that have to be out should give snowplows plenty of space, use slower speeds and use caution. A substantial amount of single vehicle crashes Sunday were a result of motorists not slowing down and using safe driving behavior.

What to Do When a Downed Power Line is on the Roadway:
BOWLING GREEN, Ky. (Jan 4, 2025) – Kentucky State highway crews from each county in District 3 will be reporting for duty late tonight and in the early morning in advance of a winter weather system. The National Weather Service Louisville has put the entire District 3 area under a Winter Weather Advisory.
Hazardous driving conditions are possible beginning in the early morning hours Sunday. Temperatures are expected to drop just below freezing and icing is a possibility. Crews will deploy to treat the roads as needed. The winter weather system is expected to change over to rain by Sunday afternoon. However, overnight Sunday into Monday rain, ice and snow are expected to create hazardous driving conditions. The Monday morning commute could be treacherous.
The District 3 area is on the borderline of possibly receiving more severe winter weather so a degree or two difference in temperature will make a big difference. Motorists are advised to keep updated with the latest weather forecast throughout the night through Monday.
Each county in the District 3 area is fully stocked on salt and other road treatment agents. The District has around 20,000 tons of salt on hand across all 10 District counties with 68 KYTC snow plows along with 16 contract trucks.
BOWLING GREEN, Ky. (Jan. 2, 2025) – State Highway Crews from the Kentucky Transportation Cabinet District 3 area will begin preparing Friday for a possible winter weather system expected to move into the area Sunday. Crews will be deploying on the roadways beginning early Friday morning to begin anti-icing operations. Motorists are advised to be on the lookout for Transportation Cabinet vehicles and give them plenty of space.
Anti-icing operations are sometimes done in advance of a winter weather system to help road conditions by delaying water freezing on the roadway. The possible winter weather system is predicted to move into the District 3 area early Sunday. The latest from the National Weather Service (NWS) Louisville shows icing, rain and snow as a possibility. The forecast for the winter weather system changes day-to-day so motorists should keep updated with the forecast.
State Highway Crews from each county in the District 3 area and across the state are ready to respond to the winter weather as needed. Motorist should expect possible slick travel conditions Sunday into early Monday. Bridges and overpasses will freeze before the roadway does so motorists should use caution.
BOWLING GREEN, Ky. (Nov. 18, 2024) – The next phase of U.S. 31-W widening in northern Warren County has started. Crews have started moving dirt to widen U.S. 31-W from U.S. 68 (mile point 20.9) to Mizpah Road (mile point 22.5). The project will widen U.S. 31-W to four lanes improving safety and efficiency for motorists while also improving access to the Kentucky Transpark.
“Freight movement is vital to the Transpark and its businesses,” Kentucky Transportation Cabinet District 3 Chief Engineer Joe Plunk said. “U.S. 31-W is a National Truck Network route, and this project modernizes the road to improve mobility along this important corridor.”
The project is expected to be completed by summer of 2026. Cleary Construction Inc. was awarded the contract in August for $9.6 million.

BOWLING GREEN, Ky. (Sept. 23, 2024) – Multiple projects to improve safety and mobility on KY 185 in Warren County have started the early construction phases. Motorists will notice some signage, but most of the work right now is being done away from the current roadway. The projects include a realignment section as well as a Highway Safety Improvement Project (HSIP). Both projects have a scheduled completion of summer 2026. The projects represent a $15.97 million investment into improving safety on KY 185 in northern Warren County.
“The primary goals of these projects are to enhance safety and provide greater reliability for motorists," said Kentucky Transportation Cabinet Chief District 3 Chief Engineer Joe Plunk. “KY 185 is a major route that serves not only citizens of northern Warren County but also commuters from Butler, Edmonson, and Grayson counties.”
The realignment section of KY 185 will create a new road to the east of the current KY 185 starting near Runner Road and tying back into the current KY 185 just south of KY 1320 (Penns Chapel Road). The realignment project is 1.86 miles in length. The realignment features wider travel lanes and shoulders. The southbound direction features a passing lane as well.
The HSIP section of the project is from KY 1320 to near Jack Simmons Road, 1.26 miles in length. Drainage improvements and ditching will be a part of this project. A one-foot paved shoulder will be added to both sides of the road as well as new signage. Once that is complete, the road will be resurfaced.
Scotty’s Contracting & Stone, LLC, was awarded the contract on July 30, 2024.
BOWLING GREEN, Ky. (June 13, 2024) – A nearly $1 million highway improvement project is underway in Warren County to enhance safety and accessibility through Gov. Andy Beshear’s education-first and safety commitment to Kentuckians. The project at Bristow Elementary School on U.S. Highway 31-W includes a new Restricted Crossing U-Turn (RCUT) to serve the school and surrounding neighborhoods.
“Protecting children is our highest priority as we work to ensure all of our students, parents, teachers and staff have a safe way to travel to and from school,” Gov. Beshear said. “We are excited that project has started and that it includes an innovative solution to safeguard Kentuckians.”
Work on the U.S. 31-W RCUT began several days ago, and motorists will notice lane closures between Lauren Avery Drive (mile point 19) and Kentucky Highway 526/Mt. Olive Road (mile point 6.3). Construction is expected to be near completion by the time school resumes in early August.
In 2021, Gov. Beshear announced plans to invest $24.5 million to improve highway safety near schools and protect families by funding more than 60 highway safety projects across 43 counties. The safety projects range from new turn lanes and crosswalks to improved intersections, pavement markings and signage. To date, 38 projects have been completed, with another 14 under contract for construction.
Once complete, the new RCUT intersection will serve the Bristow Elementary School entrance as well as Kelly Road and East Heights Avenue by routing traffic using only right turns and U-turns.
“Team Kentucky and the Transportation Cabinet are dedicated to meeting our promise to provide safe and efficient travel routes to work and school for everyone in the commonwealth,” KYTC Secretary Jim Gray said. “Our team is dedicated to seeing this SAFERoad Solution and other safety projects like it completed at schools across our 120 counties.”
RCUTs eliminate traffic crossing at right angles to each other and allows motorists to focus only on one direction of oncoming traffic at a time, making the intersection safer and easier to navigate.
Improvement in efficiency is another added benefit as RCUTs have fewer traffic lights and stops when compared with a standard intersection, resulting in shorter wait times for motorists. Each direction of an RCUT operates independently by creating two one-way streets to decongest the flow of traffic which improves capacity.
To learn more about RCUTs, please click here to be taken to the Kentucky Transportation Cabinet’s SAFERoad Solutions RCUT webpage.
For the Warren County project, Scotty’s Contracting and Stone LLC was awarded the nearly $1 million contract on July 31, 2023. The project is expected to be complete by the end of July.
BOWLING GREEN, Ky. (May 29, 2024) – Following a weekend storm system that left hundreds of trees and tree debris in and on the side of roads, state highway crews continue with cleanup efforts. The Kentucky Transportation Cabinet is reminding residents that removal of debris on private property is the responsibility of the property owner.
Residents should not be placing storm debris on state right-of-way. Any debris, including trees that have already been placed on state right-of-way, should be removed from the right-of-way immediately.
