Frogtown Road (KY 3060) Improvement Project

Project Purpose:
The purpose of this project is to enhance safety, connectivity, and mobility for vehicles, pedestrians, and bicyclists along KY 3060 (Frogtown Road) between US 42 and US 25. The project will construct a modern, efficient roadway that improves access for residents traveling to businesses, schools, and other destinations in Boone County.

Project Need:​

Boone County is experiencing rapid growth, with significant residential and industrial development taking place near the project area. The existing transportation infrastructure is struggling to keep pace with increasing demand. KY 3060, in particular, has a high Level of Service (LOSS) rating, indicating notable safety concerns. The absence of adequate sidewalks also limits safe access for residents who rely on KY 3060 to reach nearby schools along US 42 in Union. This project aims to modernize the corridor by bringing it up to current geometric and design standards, ultimately creating a safer, more reliable connection between US 42 and US 25 for drivers, pedestrians, and bicyclists in this growing community.

Public Input:

An initial design concept was shared with the public in September 2023, along with a survey to gather feedback on the proposed design and project area. Public comments were collected and carefully reviewed. Based on that input, the design team has developed two alternative concepts — Option A and Option B — and is now seeking additional community input.

A public meeting was held on July 30 at the Scheben Branch of the Boone County Public Library:

Alternative Comparison Chart

Will the addition of roundabouts be included in the alternatives?

​During the initial public outreach, the project team heard strong concerns about safety, speeding, and the narrow lanes and lack of shoulders along Frogtown Road. Right-of-way impacts were also a significant concern. While roundabouts were considered in the early design phase, they were not carried forward in preliminary design due to potential impacts on surrounding property and nearby streams.​​

Maintenance of Traffic Concepts

Alternative A (3-Lane)

​The proposed construction of Alternative A maintains two-way traffic throughout construction except at I-71/I-75 overpass. Both alternative designs propose a road closure at the I-71/75 overpass to construct this portion of the project.​ Alternative A would take two years to construct.

Alternative B (2-lane)

Maintaining traffic for Alternative B is expected to be more difficult as the reconstructed roadway will have the same number of vehicular lanes and generally be in the same location as the existing roadway. Road closures are anticipated with access maintained only for local property owners. Preliminary concepts for maintaining access to properties within each closure area have been developed for Alternative B to provide property owners an idea for how long they'll be able to access their homes during the closure.

To build Alternative B, Frogtown Road would need to be closed to through traffic for portions of three years and construction would take four years.

Phase four does not include a closure and will maintain two-way traffic similar to Alternative A.​

Project Timeline:​

The project is currently in the Preliminary Design phase, during which public input is being gathered to help select a preferred alternative for further development. The Final Design phase — where detailed plans are created — is expected to take approximately 18 to 24 months. If funding is allocated in the next Highway Plan, the Right of Way phase could begin as early as 2027 following completion of the detailed design. 

At this time, no construction start date has been established.​
