Environmental Assestment

Tennessee State Line (Hazel) to Murray

The US 641 Project from the Tennessee State Line at Hazel to Murray has the purpose of improving safety and mobility for the US 641 Corridor by improving roadway geometry to meet current highway design standards.  Improving roadway geometry also will enhance the opportunity for freight movement between I 40 in Tennessee and I 24 and I 69 in Kentucky.

 

The Kentucky Transportation Cabinet is currently studying potential alternative corridors with a goal of selecting a preferred alternative that will be shared with the public when engineering studies are more advanced and ultimately completed.

 

Reconstruction of US 641 between the Tennessee and Murray Kentucky is planned to begin in late 2020 thanks to a $23 Million federal grant received by Kentucky.  The current range of corridors under consideration include options for new alignments along existing US 641 and both to the east and west of existing US 641.

 

Among key factors being considered by the KYTC are:

 

  • Safety
  • Mobility
  • Impacts to farms, homes, businesses
  • Current and Long-Term transportation needs
  • Environmental Impacts – historic properties, wetlands, hazardous materials, etc.
  • Impacts to Utilities
  • Project Costs

Section 106 Materials

As part of its project review, and in accordance with Section 106 of the National Historic Preservation Act (Section 106), KYTC will be identifying historic properties in the project area and evaluating potential impacts to these resources.  A summary of Section 106 is provided in A Citizen's Guide to Section 106 Review located on the webpage of the Advisory Council on Historic Preservation at ACHP Citizens Guide to Section 106.  Section 106 establishes a framework for consultation that affords interested organizations and citizens the opportunity to participate in the consultation process as Consulting Parties.  As a Consulting Party, you or your organization will be afforded the opportunity to provide input on: 1) the identification of historic properties; 2) the effects of the project on those properties; and, 3) if adverse effects are determined to result, potential measures to mitigate for the adverse effects.  Consulting Parties must express their interest in participating in the consultation and be approved by the federal agency involved with the project, in this case the Federal Highway Administration.  The application process has been streamlined and can be completed on-line at https://transportation.ky.gov/EnvironmentalAnalysis/Pages/Consulting-Party-Projects.aspx, filtering for projects in Calloway County and then selecting project number 01-0314.  If internet accessibility is an obstacle, you may contact Jonna Wallace at the KYTC Division of Environmental Analysis (502.564.7250) for alternative means of submitting your request.
