Purpose The purpose of this project is to improve the reliability and reduce congestion of KY 44 between Water Street and U.S. 31E in Mt. Washington including the intersections at U.S. 31E and U.S. 31EX.
Project ScopeThe project limits are from Water Street to U.S. 31E. Alternatives currently being considered are 5 lanes (center turn lane), 4 lanes with raised median, and a MUT (median U-turn) on U.S. 31E.
Project Overview

This section of KY 44 is classified as an Urban Minor Arterial with 10'-12' lanes and curb and gutter.  A recent programming study noted 20,200 AADT with 6.8% trucks in 2022.  The forecast traffic from this study for a design year of 2045 is 31,850 with 10.7% trucks.  The intersection of KY 44 and U.S. 31E currently operates at a LOS D in the AM peak and LOS E in the PM peak. 

Selected Alternative 

The project is currently in Phase I (preliminary) design. The next step is presentation of the project alternates to stakeholders and the public for input.
Project Timeline

As of Spring 2024 (SUBJECT TO CHANGE):

  • The environmental document, public outreach, and updates to the preliminary design will continue through the summer of 2024.
  • Final design will likely begin in Fall 2024, following public outreach and completion of Phase I Design.
  • Possible Right-of-Way acquisition in 2025.
  • Utility relocations in 2026.
  • Construction possible in 2027.

*The above project milestone dates are subject to change due to changes in funding availability within the next Enacted Highway Plan.

A meeting for stakeholders and local elected officials was held on June 27, 2024, to present preliminary designs and gain input from local officials.
