I-64 Interchange and Connector Planning Study for Jefferson/Shelby Counties - 5-80000

Purpose	The Kentucky Transportation Cabinet (KYTC) is conducting a planning study to consider the need for a new interchange on Interstate 64 (I-64) in eastern Jefferson or western Shelby County. The potential interchange would be between I-265 (Gene Snyder Freeway) and KY 1848 (Buck Creek Road) in Shelby County. This area has experienced considerable growth in recent years and is forecasted to continue growing. The two main needs driving the study are to reduce congestion on the existing roadway network and to improve connectivity to I-64.
Project Scope	The Scope includes a potential new interchange on I-64 between I-265 (Gene Snyder Freeway) and KY 1848 (Buck Creek Road) near the Outlet Shoppes of the Bluegrass. Potential routes will also be examined connecting a new I-64 interchange to US 60 (Shelbyville Road) to the north and KY 155/KY 148 (Taylorsville Road) to the south.
Type of Project	Planning Study* *Only this Planning phase is funded in the 2022-2028 Enacted Highway Plan. Additional funding to advance the project further must be secured in future Highway Plans.

Public Input	Summer/Fall 2023: Public information meetings were held on August 28, 2023, at St. Michael's Catholic School & August 31, 2023, at Highview Baptist Church - East Campus. Handouts containing information about the planning study (Item No. 5-80000), comment sheets, and displays were available at the meeting. Representatives from KYTC and their consultants were available to answer questions and receive input. Written and oral comments were accepted during the meeting, and feedback was accepted through September 15, 2023, via an online survey. Written and oral comments from this meeting will become a part of the official record for the potential project. Once compiled, the meeting record will be available for review and copying only after an Open Records Request has been received and approved. All Open Records Requests must be submitted to the Office of Legal Services, Transportation Cabinet Office Building, 200 Mero Street, Frankfort, Kentucky 40622, or by emailing KYTC.OpenRecords@ky.gov. Spring 2024: Three potential build concepts have been developed based on public input and the online survey from fall 2023. Engineers evaluated a range of solutions by examining benefits, costs, and impacts. A project-specific traffic model was developed for the region, considering expected growth and changing land uses through 2045. These roadway concepts were presented at two public meetings on April 16, 2024, at Echo Trail Middle School and April 17, 2024, at Christian Academy of Louisville. KYTC representatives and engineering design consultants attended to answer questions from residents and roadway users. Handouts containing information about the project and comment sheets were available at the meetings, and comments are still being accepted through May 1, 2024. *For more information, meeting materials, and the online survey: connect64.com.
Project Timeline	Input received from the 2023/2024 public meetings and survey efforts will be compiled and considered as potential study concepts are developed. The final planning study and recommended alternative will be completed in the Fall of 2024.
