PurposeThe goal of the Bank and Portland Study is to identify improvements that will enhance safe mobility for all users while maintaining adequate corridor connections throughout the community, including serving the I-264 interchange at Bank Street and the I-64 interchange at 22nd Street.  The study is related to the Northwest Louisville Community Connectivity Study, which identified the need for improvements on Bank Street, Portland Avenue, and Northwestern Parkway.
Project Scope

The study will identify traffic safety and operational concerns for the Bank Street, Portland Avenue, and Northwestern Parkway corridors from 15th Street to the Shawnee Park Golf Course in the Portland and Shawnee Neighborhoods. The project limits are shown on the study area map.

A public meeting will be held on November 20, 2025, to provide the opportunity for interested members of the public to learn more about the study and provide input. Public meeting details are below. Members of the public can also provide input via an online survey (link below).

Public Input

PUBLIC MEETING:

The Kentucky Transportation Cabinet (KYTC) will host a public meeting on Thursday, Nov. 20, to gather input on traffic safety and operational concerns for the Bank Street, Portland Avenue and Northwestern Parkway corridors from 15th Street to the Shawnee Park Golf Course in the Portland and Shawnee neighborhoods.

The open-house style meeting will take place from 4:30 to 6:30 p.m. in Lehmann Hall at Good Shepherd Catholic Church (3511 Rudd Avenue, Louisville, KY 40212) on Thursday, Nov. 20. Interested members of the public are encouraged to attend to learn more about the study and provide input.

Attendees may drop in at any time during the event to view preliminary bridge design concepts, speak with project team members, and ask questions about the proposed improvements. There will be no formal presentation.

The information collected will be used to develop design alternatives for the entire corridor that respond to community comments and address operational concerns within the appropriate land use context of the corridor, which spans the responsibilities of the Kentucky Transportation Cabinet and the Louisville Metro Department of Transportation.  The community can also provide feedback after the public meeting through an online survey.

All written comments will become part of the official meeting record.

Project TimelineThe project team expects to hold a second public meeting to present potential concepts for public input in Spring 2026. The team expects to release a second survey at that time as well. The final study is expected to be published in the Summer of 2026.
