Highway Capacity Manual

Building more pavement may turn out to be the best solution to achieve the desired results. However, in order to fully analyze the impact of various congestion improvement strategies, including “build more pavement”, it is necessary to be able to determine the capacity of the roadway under current conditions as well as for various implementation strategies under forecasted future conditions. The Highway Capacity Manual provides transportation practitioners and researchers with a consistent system of techniques for the evaluation of the quality of service on highway and street facilities.

Highway Capacity Manual Application Guidebook
The Highway Capacity Manual Applications Guidebook (HCMAG) is intended to assist transportation professionals with the appropriate use and interpretation of the analysis methodologies contained in the Highway Capacity Manual. It uses actual case studies as a means of educating practitioners on how to properly apply these methodologies and when to use alternative means of analysis and evaluation. Each case study begins with a description of one or more interconnected transportation facilities located somewhere in the United States.
