Building more pavement may turn out to be the best
solution to achieve the desired results. However, in order to fully analyze the
impact of various congestion improvement strategies, including “build more
pavement”, it is necessary to be able to determine the capacity of the roadway
under current conditions as well as for various implementation strategies under
forecasted future conditions. The Highway Capacity Manual provides
transportation practitioners and researchers with a consistent system of
techniques for the evaluation of the quality of service on highway and street
facilities.
