Executive Branch Ethics
The code of ethics was enacted to promote public confidence
The Executive Branch Ethics Commission is an independent agency of the Commonwealth which has been given the responsibility of administering and enforcing the provisions of the code of ethics. The Executive Branch Code of Ethics, created by Kentucky Revised Statutes (KRS) Chapter 11A, effective July 14, 1992, establishes the ethical standards that govern the conduct of all executive branch employees. The code of ethics was enacted to promote public confidence in the government of the Commonwealth and its employees.

Contract Search
All procurements have followed Kentucky’s Model Procurement Code
Our contract search displays contracts from all executive branch cabinets, agencies, and all participating constitutional officers. The search includes all current Master Agreements or term contracts; one time contracts created by centralized procurement agencies; personal service contracts, grants, and memoranda of agreement which require review by the Government Contract Review Committee. All procurements have followed Kentucky’s Model Procurement Code codified in KRS 45A; and are updated on a nightly basis; there is no exemption level for transactions.

The Office of Financial Management is responsible for the review and approval of all debt issued in the name of the Commonwealth pursuant to KRS 42.400 and KRS 45A.840. In that capacity the office seeks to achieve the lowest debt service costs consistent with sound financial principles and program objectives.

It serves as the repository of candidates and committees periodic reports of campaign activity, making these documents available to the public, the news media, and other candidates.

Kentucky At Work is the Commonwealth’s implementation of the American Recovery and Reinvestment Act (ARRA), signed into law by President Barack Obama and estimated to bring $3 billion in stimulus funding from the federal government to be invested in Kentucky over the next 28 months.

The Secretary of State maintains a number of records for businesses and agencies, and also serves as the Chief Elections Officer of the Commonwealth. The Secretary of State’s Office is also the custodian for all land grants, warrants, surveys, and other similar transactions.
