Work begins on $3 million US 23 improvement project in Boyd County
Six miles of new pavement, sidewalk repairs

FLEMINGSBURG, Ky. (April 3, 2019) – Contractors will begin nearly $3 million in Transportation Cabinet improvements to US 23 in Catlettsburg and Ashland this week.

The project will bring sidewalk and curb repairs, remove pavement ruts and dips, and add new blacktop to more than 6 miles of the heavily-traveled County Music Highway between I-64 at Catlettsburg and the Greenup-Winchester avenue split at Ashland.

Work begins Thursday, April 4, on sidewalk and concrete repairs. Pavement work will start around April 15 – after the Easter holiday – with resurfacing to follow.

Motorists should expect daily lane closures in work locations. One lane of four-lane US 23, primarily southbound for sidewalk work, will be closed beginning near the US 60 intersection in Catlettsburg and working north into Ashland.

Lane closures should occur only during daytime work hours, about 7 a.m. to 7 p.m., but occasional overnight closures are possible. Motorists should watch electronic message boards for updated information.

Later this spring, crews will close and repave one lane of US 23 at a time from the I-64 interchange to Ashland. However, part of US 23 between 37th Street in Catlettsburg and 43rd Street in Ashland will be paved later this summer or fall, following a City of Ashland water line project.

Because of US 23's heavy traffic – as much as 20,000 vehicles per day use the highway – significant delays are likely when work requires one-lane traffic. In addition, turn lanes and business entrances may be blocked for brief periods of time.

Motorists should plan travel accordingly and are encouraged to seek alternate routes if possible, especially during paving operations.

The project is being done by Mountain Enterprises Inc. under a $2,720,720.10 low-bid Transportation Cabinet contract.

Road work schedules are subject to change depending on weather conditions. Motorists are asked to heed all warning signs, slow down in work zones and remain aware of workers and construction equipment when traveling.
