There is existing guardrail on this project that is attached to round wooden posts.  Based on the Special Note, guardrail must be delivered to the Bailey Bridge Lot in Frankfort. Are the wooden posts and any other components associated with it to be delivered to the same location as well?
The W-Beam Guardrail and any steel posts must be delivered to the Bailey Bridge Lot. Contrary to Section 719.03.07 of the Standard Specification for Road and Bridge Construction, wood posts and any other guardrail components other than the w-beam rail and steel posts shall become the property of the contractor.  The disposal of these items are incidental to the Remove Guardrail bid item.

The RDZ line on the cross sections is consistently several feet below the elevation of the rock line soundings listed on the cut stability sections.  Rock in this area that is below the sounding line typically cannot be excavated without breaking.  What criteria was used to determine the RDZ line?
The RDZ line is determined to be the base of material that is rippable with a D9 Dozer.  The refusal elevations indicated reflect the top of bedded rock material, and may be above the RDZ for weathered rock.  The RDZ line was determined based on available core locations and has been interpolated throughout the cut stability sections.  The RDZ is not exact and may be higher or lower than indicated, especially in karst formations.

Granular Embankment does not have to be purchased from a quarry if there is enough Roadway Excavation. Roadway Excavation from the project or another source may be used for the Granular Embankment provided it is processed to meet the requirements of Section 805 of the current Standard Specifications for Road and Bridge Construction.

The Special Note For Building Removal indicates the contractor is required to remove any asbestos that may be present.  Has KYTC performed any asbestos inspection on these structures?  If so, please provide the results.  If not, please consider removing the requirement that the contractor remove the asbestos.  There is no way of knowing how to price the quantity of asbestos removal when an inspection has not been performed at the time of bid.
The Department performed an asbestos Inspection on the parcels.  As indicated in the report posted in Project Related Information, no asbestos was found and abatement is not necessary.

The contractor may choose to place temporary material acceptable to the Engineer in Partial Depth Repair areas prior to Diamond Grinding.  Upon completion of Diamond Grinding, the temporary material shall be removed and replaced with Polymer Modified Partial Depth Patching material as required by the proposal.  No additional payment will be allowed for this alternate method of construction and if this method requires any revisions to the Traffic Control, the Contractor shall submit a new Traffic Control proposal for approval.  No contract extension will be allowed.

In regards to bid item 0970 “Handrail-Type A-1”, is this bid item is set up to cover the aluminum railing that is on bridge drawing number 25226.  The railing as detailed on sheet S19 of the contract plans appears to be an older standard drawing that has not been used in many years.  Because of this, the components are scarce and may require special casting for the post and a special order may be required to procure the railing tube as well, it appears this will be a very expensive system.  Please advise.
The Department will supply the material for the rail specified in the plans.

Regarding proposal bid items 15132-S CIPP LINER 54 INCH, 15133-S CIPP LINER 60 INCH, and 15135-S CIPP LINER 72 INCH - the quantity shown for each appears to be half of what the field measurements indicate they should be.  Can the Department confirm these culverts are to be CIPP lined from end-to-end and will not be “part-liners”? And can the Department confirm that, if lined, the contractor will be paid for the actual total footage at the bid item unit price even if the line is twice as long as the stated lengths in the proposal?
The lengths of the CIPP liners shown are based on half the length of each size pipe within the project limits.  These are estimated quantities.  The actual needed lengths of lining for each size pipe will be determined by the Engineer during construction.  The Department will make payment per linear foot for material used.

In accordance with the note on page 106, as well as the Maintenance of Traffic Sections on sheets 114 & 115, existing shoulders are to be used for traffic.  Payment for shoulder preparation and restoration is to be as directed by the Engineer and included in the Maintain and Control Traffic bid item.  Without quantifying this work, the Engineer has sole authority to determine the extent of “preparation” and associated expense.  Will the Department consider revising by adding specific bid item(s) such as Asphalt Level and Wedging?
All modifications to the shoulders for Maintenance of Traffic shall be as directed and/or approved by the Engineer.  If the shoulders require partial depth patching or full depth repairs, payment will be made using the appropriate bid items (partial depth patching, remove PCC pavement, JPC Pavement – 10 IN, ETC.).  Minor, temporary or emergency repairs utilizing leveling and wedging, as Directed by the Engineer, will be considered incidental to the bid item “Maintain and Control Traffic”.  If temporary leveling and wedging is used for shoulder repairs, the temporary repaired areas shall be replaced using partial depth patching or full depth patching as directed by the Engineer.

Based on the balance of material in the median, there appears to be a need to provide a significant amount of borrow material from an offsite waste area during phase 1 when there is not access to soil within the disturbed limits.  If offsite borrow material is required to establish grade in the median, what will the requirements be for the soil classification, plasticity index, etc.? 
Borrow material, if required for subgrade, shall meet the minimum CBR value of 3 and have a maximum plasticity index (PI) of 20.

The temp barrier wall is to be delivered to an excess material site on the new US 460 (KY 3174).  The area is approximately 1.25 miles from the interchange with US 23 and US 460 (KY 4174).  The site is approximately 20 miles from the John Moore Branch Bridge.

The project has a pump station bid item and is shown on the plans, however, there are no details or specifications for this pump station. Can the Department clarify what will be required as far as pumps, electrical, etc.?
The existing pump station is a small residential station in a small diameter basin. It only serves the lower floor of the T & T Square building. The contractor shall abandon the existing station and replace in kind as shown on the drawings. The same make, model, and size of the pumps shall be used or equivalent.  The contractor shall submit shop drawings for approval prior to construction.  All electrical required shall be the responsibility of the contractor.

Contrary to Standard Drawing RDD-001-06, sod will not be required.  Erosion control blanket will be used for all seeding applications in the medians including areas adjacent to the proposed paved ditches.

There are several areas where the travel lanes are currently lower than the shoulder by at least 3/8 inch. The plans call for a four foot feather pass of diamond grinding. Does the diamond grinder have to match the travel lane in areas where it is depressed and no patching will occur?
Areas in which the roadway are lower than the shoulder, and not being repaired with this contract will be further evaluated by department engineers to determine the best course of action.  If drainage problems exist, additional removal of pavement may be necessary.  At this time, it is not anticipated having to diamond grind 3/8 inch on the shoulders.  If additional diamond grinding is required, the Department will pay the additional quantities per additional pass using the bid item and price established.

Regarding the nightly 9am -5pm work hours, are the first couple of loads being tested, allowing the contractor approximately a four hour cure time before the cylinders are broken (2 hours prior to the road opening)?  Will the contractor be allowed to pour concrete during the weeknight?
Cylinders are made, in addition to those used for the random acceptance testing, on the LAST pour to ensure all concrete has met the open to traffic requirement.  Full depth concrete pours will not be allowed during the weeknight closures unless approval is given by the engineer.  The intent is that all full depth concrete pours shall take place during the weekend closures.

There is some confusion regarding the phasing in the area of the KY 36 Connector.   Phasing sheets show diversion 1 to be constructed in phase 1-A.  A note on the plans state that mainline STA 694+00 to 708+00 to be constructed in Phase II.  It appears as though mainline STA 694+00 to 708+00 has to be constructed in order to construct diversion 1, which would require construction of 694+00 to 708+00 in phase 1A, not phase II.   The additional earthwork required for construction of diversion 1 is the only quantities shown on the end areas on the cross sections.  The majority of the earthwork for this diversion is included in the mainline quantities.  Please clarify.
The proposed grade of the project will be approximately 5’ below the Existing US 68 at approximate mainline station 702+25.  The Diversion is to be constructed to allow traffic to continue to use the existing US 68, crossing existing US 68 at grade at approximate station 302+00.  In phase I-A, traffic is transferred onto the newly constructed US 68 and diversion No. 1 and the connection between old US 68 and KY 36 will be closed to allow the construction of the new KY 36 intersection (see sheet R 86) and completion of the proposed US 68 which could not be constructed before this phase while maintaining traffic on existing US 68.  The earthwork required for constructing Diversion  No. 1 may be included in the final earthwork for the project.  To reflect this, cross sections X310-X320 illustrate the construction required for the diversion versus the overall project where the final surface is shown together with the Diversion surface.

KU Distribution – The company has relocated all but two poles.  All work will be complete by February 1, 2018;  Spectrum – Start date has not been provided.  The company has been given a clearance date of August 1, 2018;  Nicholas County Water District– The District just began working.   The company has been given a clearance date of August 1, 2018;  Columbia Gas – The company has completed their relocation work.  All that remains is some seeding and erosion control work;  AT&T KY - The company is scheduled to start work by December 8, 2017.  The company has been given a clearance date of August 1, 2018;  Bluegrass Energy - Start date has not been provided.  The company has been given a clearance date of August 1, 2018.  The completion date will remain fixed.

On page 87 of the proposal, it is states “Temporary Barrier wall installation will NOT be allowed prior to March 1, 2018.  Engineer may allow prior installation based on District’s choosing.”  The date of March 1, 2018 appears to be due to concerns with snow removal activities on main line I75 during the winter months.  With the work on Ramp C being prohibited by notes on the Maintenance of Traffic from Memorial Day to Labor Day, will district personnel permit placement of barrier wall on the ramps and/or Mainline US25 prior to March 1st to expedite the excavation work during winter months?
Temporary Barrier Walls will be allowed to be installed on US 25 and the ramps prior to March 1, 2018, excluding ramp C.

Plan sheet  R228 depicts some conflicting information.  There is a boring that shows a refusal depth of 26’ for a bore hole in the middle of the cut, but the face of the cut depicts limestone face.  There is a separate bore hole in that location that shows a more shallow refusal depth.  This appears to be a mud seam that in the middle of the cut that inaccurately depicts the correct rock elevation.  Based on the observation the information depicted on R228 of the geotechnical plans maybe conflicting and this is a unclassified excavation project, could the RDZ lines on the cross section plans for Ramp C may be higher or different than has been depicted and the volumes of common and rock may be inaccurate?
The geotechnical information at station 316+00 is correct for Ramp C.  The information does not however represent the depth to rock or the base of the RDZ throughout the cut slope. The limestone in this area is highly karst and depths to rock can vary due to fractures/solutioning.  Determining the depth of the RDZ through karst rock formations can be extremely difficult and unpredictable.  Bedrock on the existing ramp is exposed from the ditch up to 10-15’ from the top of the cut slope.  From the rock exposed on the existing slope, the RDZ is more likely be less than 10’-15’ below the surface with the exception of unforeseen locations where the limestone has been solutioned and created deeper pockets of soil, such as the location of the borings drilled at station 316+00.

The special not for pavement types on the last page of addendum #1 states that the Department will not accept any value engineering change proposals for the substitution or elimination of JPC pavement on the mainline Pennyrile Parkway or mainline Pennyrile Parkway inside shoulder, by use of an alternate paving material.  The MP noted at the top of the page is MP 16.566 to MP 19.900 NB & SB.  The scope of work in the proposal states the MP for the project are MP 16.556 to MP 29.900.  Does this mean the department will consider a value engineering proposal for the portions of the project that are outside the MP listed in the special note?

During an onsite investigation of existing roadway conditions, it appears that there is significant settlement of pavements throughout the project.  In some locations, it appears that asphalt bond breaker thickness may need to be 5” to 6” in order to correct the existing condition to meet a properly designed new profile.  If this is the case, does the Department desire to have a substantial thickness of bond breaker or will the Department consider adding a new bid item to pay for additional cubic yards of concrete required to re-profile the project in lieu of additional thickness of bond breaker material?
In areas needing significant correction, place the bond breaker in multiple lifts no greater than 2.0 inches.  Corrections should be made with the bond breaker material at the discretion of the Engineer.

During an onsite investigation of existing roadway conditions, it appears that there is significant settlement of pavements throughout the project.  This is concerning since an IRI of 80 is required for the JPC Pavement for 100% payment.  Will the proposed profile design that the Department will provide to the contactor follow the existing roadway conditions and profile or will it follow proper design criteria to allow for this stringent ride specification to be met?  If it follows the existing profile, the contractor will be required to place additional thickness of concrete in order to meet the smoothness requirements.  In this case will the Department consider adding a new bid item to pay for additional cubic yards of concrete required to construct new pavement to meet smoothness requirements?
A new proposed best fit profile and surface will be developed and provided to the contractor.  No new bid item will be added.  Corrections to the existing profile should be made with the bond breaker at the discretion of the Engineer.

There is a note on Drawing No. 27767 stating shoring will be required to maintain the limits of the Commercial Drive/Parking Lot during construction of the retaining wall.  It appears there is very little room to install any type of shoring between the edge of the foundation and the back of the guardrail, not to mention an existing underground utility in the area as well.  It is unlikely that traditional shoring methods will work in this area.  Did the design engineer consider the cost impacts of this when typing the note?
The intent of the note is to require the Contractor to make every reasonable effort to maintain as much of the existing commercial parking and access along Willie’s Way as possible during all phases of construction.   Under no circumstances shall the Contractor impact the businesses above the wall to the degree that it prohibits their normal operations.   If the utility presents an issue, the Contractor can coordinate with the Utility Company concerning possible relocation.

In locations where the shoulder pavement is removed and replaced, the adjacent area beyond the shoulder edge will be disturbed due to construction. How will the shoulder restoration work such as DGA Shoulder, Chip & Seal, etc., be paid?
The Contractor is to minimize impacts to the DGA shoulder adjacent to pavement removal areas on the outside shoulder.  Any DGA required to reshape the shoulders in these areas will be paid at the contract unit price for “DGA Base”.  In areas where the shoulder is being replaced, Asphalt Seal Coat and Asphalt Seal Aggregate shall be required from the outside edge of pavement to a point 2 feet down the ditch or fill slope. Two applications of the Asphalt Seal Coat at 2.4 lb/sy and Asphalt Seal Aggregate at 20 lb/sy will be required. Asphalt Seal Coat, Asphalt Seal Aggregate, and any other items of work required to reshape and seal the DGA shoulder shall be incidental to the shoulder pavement replacement.

Item 1250 S Directional Bore (80 LF): Per section 02725 1.1 of the utility specification, “…sewer mains installed in a bore under streets, highways and railroads must be cased…” Please verify that this item is to include a steel casing per 2.1.B of the utility spec.
Since the two crossings are at a minor City side street, the contractor is to directional bore the existing roadway portion to not disturb the existing pavement. Steel casing will be not be required for these two areas.

To abandon the existing sewer, plug the existing line at the manhole that is to be abandoned/removed.  This cost is incidental to the cost of S Manhole Abandon/Remove.

For Perry County's Sanitation District # 1 there are bid items that appear to be missing.  What are the 6 submersible sewer pumps for?
The bid items will be added by addendum. The six (6) submersible sewer pumps are replacement pumps for the Combs pump station (2), Cherokee Hills pump station (2) and Frogtown pump station (2).  These are in conjunction with the pump station rehab required for these pump stations due to the rerouting of the sewer lines for this project.

On the east corner of the intersection of Ellipse Street and US-25 there is a 2” rigid steel conduit coming down the steel strain pole and looks to be fed overhead to transformer and powers the Collison and church sign behind it.  There is a meter beside the signs.  Is this powered by conduit coming down strain pole and if so is it to be re installed and shall it be maintained throughout construction ?
There is a new lighted Berea Collision Center sign which is on Existing R/W which will be the owner’s responsibility to replace.  The meter beside the signs is owned by Berea Municipal Utilities.  The meter must be maintained during construction. The disturb limits do not show disturbing the meter but if it is disconnected it must be reconnected.

For bid item code 14024 - W MAIN POINT RELOCATE  — will it be required that the small lengths of waterline installed for the point relocate be pressure tested and chlorinated (disinfected)?  Will the existing water main where the point relocations occur be valved off and isolated from water flow?
All new water pipe and fittings shall be pressured tested and disinfected. Testing shall be coordinated with Berea Municipal Utilities.  The section of existing water main may be isolated utilizing existing valving subject to availability and approval from The Berea Municipal Utilities.

Although note 5 on page R2M states the excavation quantity includes the transverse benching quantity, the quantity is not included in the “Project Earthwork Total” table at the bottom of the same sheet nor is it included in the “Earthwork Summary Spreadsheet” that is part of the supplemental folder.  Should the 104,715 cubic yards be added to the total bid quantity?
No additional roadway excavation should be added to the total bid quantity.  The transverse benching quantity is included in the Project Earthwork Totals as adjusted by Note B.

Paving summary quantity sheet for Christian County shows 10,680 Tons of Crushed Aggregate Size No. 2 and Hopkins County shows 10,253 Tons.  The general summary for Christian County shows an additional 35,292 Tons for Ditch Slope detail, slide repairs, perf pipe headwalls and pavement undercuts and Hopkins County shows 14,161 for the same items.  That totals to 70,386 which is the Bid Item total.  It appears that the combined paving summary total of 10680+10253 = 20,933 for pavement undercuts was counted twice.  Should the Crushed Aggregate Size No. 2 bid item be 35292+14161 = 49,453 Tons?  Which is the 70,386 minus 20,933?
The pavement undercuts were not duplicated in the general summary estimates. The estimated quantity of 70,386 tons is correct.
