2007-07 Warren Co. - Item 3-130.00

QUESTION: Regarding the Warren County Scoping Study, Item 3-130.00, the project description and P&N call for development of interchange options at Elrod Road that will improve residential and commercial access to the Natcher Parkway. One of the prequalification requirements, Congestion Management, is a sub-component of ITS services and we are questioning whether this is applicable to this project. Might this prequalification component be eliminated?

ANSWER: The Department has reconsidered the prequalification requirements for this project. The goal of this project is to improve access and mobility in an area of the city that is already stressing with development and traffic pressures. The selected consultant will need to investigate how an addition to the system will blend in what is already planned in the area and also what other improvements can support the integrity of the interchange (access mgmt, connection to existing and planned facilities, and the nature of those connections). This would require the Traffic Engineering Services.

KYTC is removing the prequalification requirement from ITS/Congestion Management and adding the prequalification requirement for Traffic Engineering Services.
