QUESTION: In the instructions, it states that the Consultant is responsible for the Photogrammetric Services. But there is no Photogrammetry Services shown in the prequalification requirements. Please clarify.

ANSWER: The advertisement should have listed the Department under Photogrammetry Services. The Department will provide any Photogrammetry or Arial mapping for this project.

QUESTION: Regarding Page 6 - Relative Experience of Proposed Team: Please clarify the number of projects that may be included in this section. The Procurement Bulletin states on Page 2, Special Instructions, Item. 10 that "Page 6 . . . may be expanded to a maximum of 10 pages (A-J) to accommodate the additional key project personnel and projects." However in the "Instructions for Response" we are limited to 5 projects. Are we allowed to submit more than 5 projects since the page limit has been increased? If so, how many projects may we submit?

ANSWER: Bullet 10. under SPECIAL INSTRUCTIONS should have specified an additional 5 projects up to a total of 10 projects allowed to be shown. This correction has been made.

QUESTION: The bulletin lists the project length as 0.284 miles, which shows as a portion of Alt 2 from the scoping study on the interactive map. Is the intent to design all or part of Alt 2 with this project, or to design Alt 1 as recommended in the scoping study?

ANSWER: 1) The IMS map is just for general project location of the existing facility only and does not depict a preferred alignment. 2) Phase I Preliminary Engineering is a part of the scope of services and will help decide a preferred alignment. 3) Even though the Scoping Study has a recommendation, this does not mean a preferred alignment has been decided.

QUESTION: What are the roadway approach limits anticipated in the design process for two proposed bridges?

ANSWER: There are currently open roadway design contracts that will provide final roadway plans for the approaches.

Since it is very likely that the LBL roadway will already be constructed and have long term ties to the existing bridges some approach work will be included with the superstructure or approach spans construction contracts. On the Aurora end in Marshall County the approach work will tie in to US 68 departure from existing KY 80 which is newly 4- lane. On the Canton end it is likely that the same scenario will occur with a transition of new 4- lane to the existing bridge with approach work to follow when the approach spans are constructed for the new bridge over Lake Barkley. There are currently proposed profiles of both bridges that will need to be modified to be compatible with the selected bridge design. This work will be the responsibility of the roadway contractor. It is anticipated that the bridge designer will work closely with the existing roadway designers to have compatible designs.

QUESTION: Are traffic data/turning movement counts available for this project.

ANSWER: The Cabinet is in the process of obtaining traffic data/turning movement counts. The information is expected to be available in when the selected consultant will be ready to start work.

QUESTION: The “environmental” prequalification requirements for this project have disappeared. They were there when I originally printed out the project, now they are gone. It only shows roadway design. Is this no longer a required prequalification?

ANSWER: Environmental Prequalification is not required.

Clarification: The Consultant shall provide an environmental footprint of the project area. Environmental Services will be provided by the Department, Prequalification in Environmental areas is not required.

Management, Operations, and Integration of TRIMARC RFP

Set #1 of Questions and Answers

1. Section 20.210, Item #1, Page #19: What does a qualified on-site emergency response unit mean?

ANSWER: This requirement was misstated and should have been placed in Section 20.240, Paragraph #4, Page #22. The Response Service Plan referenced in Section 20.240 should also include a provision for any necessary emergency response to TRIMARC facility incidents, including both TRIMARC personnel and other emergency assistance as required.

2. Section 60.800, Third Paragraph, Page #51: “The Manager shall comply with related Commonwealth of Kentucky and State of Tennessee laws and regulations.” Should “Tennessee” be replaced with “Indiana”?

ANSWER: Yes, this should be stated as “Indiana”.

3. Section 30.00, Page #24, and Section 80.180, Page # 73: Because of the 50 page limit and the requirement to deliver the Management and Operations Plan 45 days prior to NTP, would the outline of the Plan be sufficient to include in the proposal?

ANSWER: Yes, an outline of the Management and Operations Plan is sufficient for inclusion in the Proposal.

1. Section 80.200, Page #74, Cost Proposal, Second Paragraph: Reference the Freeway Service Patrol hours: Should the 5,800 maximum hours actually be the exact number of hours to be proposed and priced?

ANSWER: Yes, the Cost Proposal should be based upon 5,800 hours of operation per year. KYTC will budget for this number of hours. The actual required number of hours of operation is less. The additional hours are for emergencies and special requests.
