(Q): Would like to get a clarification on whether or not proposals need to have a signed and notarized Campaign Finance Form for all project team members?

(A): The Campaign Finance Form only needs to be included for the prime firm submitting the response to announcement. This form is not required for other team members or sub consultants.

(Q) In April bulletin there are a few projects funded with "state and federal funds", can you please explain why there is no "DBE requirement" on these projects? Also, can you please verify the funding source for "Statewide Forecasting" project.

(A) KYTC does not put “DBE Requirements” on its advertisements for Engineering and Related Services. When appropriate, KYTC will consider DBE participation as a factor in the selection process. The policy to determine what project advertisements have this consideration and which do not is still under development. The funding source for Statewide Traffic Forecasting is State and Federal funds.

Nelson Co. US 31 4-287.10 Bulletin 2006-07

(Q): The advertisement has a prequalification requirement for "Corridor Planning" under the prequalification page for "Transportation Planning/ Corridor Planning" there are four sub-headings; Highway Planning Services, Transportation Corridor Systems, Road Centerline Data Collection, and Traffic Data Collection. Which of the four or what combination thereof is considered "Corridor Planning" for this Procurement Bulletin?

(A): The prequalification requirement advertisement is intended to be for TRANSPORTATION CORRIDOR SYSTEMS. After further review it does not appear that this requirement is appropriate for the needed services.

The phase 1 design has a 5 lane urban footprint and the environmental impacts thereof. An access management study needs to be performed to look at the corridor footprint from phase 1 design and determine what safety improvements can be made within the existing phase 1 footprint. Access Management concepts are a small part of several prequalification categories. Access Management is not a prequalification category by itself. It would not be in KYTC interest to limit the response to one of these prequalification areas based upon this wider range of requirements.

The requirement for prequalification in Transportation Planning/ Corridor Planning is removed. However, consultant firms replying to this announcement should demonstrate their qualifications to perform Access Management studies in their response to announcement.

Statewide Pavement Rehabilitation 2006-07

(Q): The project description states that four consultants will be selected to provide plans for pavement rehabilitation projects, but later in the Special Instructions there is a statement that two consultants shall be selected for these engineering services after a discussion about geotechnical and bridge design services. Could you clarify?

(A): The Special Instructions statement was in error. Four consultants will be selected to provide plans for pavement rehabilitation projects.

Hopkins Co. US 41A 2006-07 Item No. 2-137.01

(Q): In the Structure Design section there are statements that the Department will provide structure design service and that prequalification in structure design is not required, however, on Page 3 prequalification in Structure Design including spans under 500 feet and culvert design is shown as being required. Could you clarify this area?

(A): The Prequalification Requirements was in error. Prequalification in structure design is not required.

Statewide Traffic Forecasting 2006-07

(Q): Will there be two firms selected or three? The first page states that two firms will be chosen and the second page states that three firms will be selected.

(A): The Approximate Fee statement was in error. Three (3) consultants will be selected to provide services for Traffic Forecasting.

(Q): One rate per inspector is required for these services, to include all costs. This will not be possible for radiographic testing, which is listed in the Scope of Work. Radiographic testing requires two inspectors and the each State will charge reciprocity fees to perform radiography in their jurisdiction. Will Radiographic testing be required under this contract?

(A): KYTC does not require the Consultant to perform the Radiographic testing. They would just witness the testing. The radiographic testing, if required in the contract, would be performed by the Fabricator or someone they hire.

(Q): It appears Form TC 40-15 is no longer used to respond. Am I correct in following the "Instructions for Response - for Engineering and Related Services"?

Structural Steel Shop Inspection 2006-07

(Q): Rates are outlined at an hourly cost between $45 and $65 per hour. Does this rate include travel time, lodging, meals and any other item associated with providing this service to KYTC or are these items an add on to the hourly rate?

(A): The hourly rate includes everything (travel time, lodging, meals and any other item associated with providing this service). KYTC does not pay travel time. We do allow for travel time to the Pre-Fabrication Conference.

Please note that the hourly rate should be submitted in a sealed envelope with the response to announcement.

INAPPROPRIATE CONTACTS

Prime consultant and sub-consultant firms and their agents are prohibited from discussing the procurement bulletin projects with any Cabinet personnel or selection committee members. When inappropriate contact with Cabinet employees or selection committee members is made by a prime consultant or a sub-consultant or an agent of the prime consultant or sub-consultant the prime consultant's response for the project will be returned and the prime consultant response will not be considered by the selection committee for the project on which the contact was made.

Contact by a consultant or sub-consultant concerning a project in a procurement bulletin or project to be place in a procurement bulletin can result in a loss of prequalifications for a period of time. The loss of prequalifications would prohibit the consultant from submitting on projects for a period of time.


Fayette CO / KY 922 - 7-252.00 & 7-261.00 Bulletin 2006-07

(Q): As the bulletin states we are allowed three extra sheets to discuss both projects. From a designers view these are two completely different types of projects which will require different similar projects to show experience in both urban and rural roadway design, and even different project managers and design team members to best fit the design requirements of the two projects. Would it be possible to allow 5 similar projects and people for each project?

(A): KYTC will allow responding consultants for this advertisement to submit to separate response to announcements. One standard response for project A -7-252.00 - Preliminary Design (Phase I) and Final Design (Phase II) for widening Newtown Pike, from KY 4 to I-75 and one standard response for project B - 7-261.00 - Preliminary Design (Phase I) and Final Design (Phase II) for widening Newtown Pike, from I-75 to Ironworks Pike.


(Q): When the new format was developed for responding to advertisements, there was discussion that an extra page might be allowed in the project approach when environmental was a part of the project. This would allow a firm to address the various environmental issues, as well as the subs’ capabilities, in the absence of allowing separate forms for sub-consultants. Can an extra page be allowed for the Bulletin 2006-07, US 41A Hopkins County project where numerous environmental areas are required?

(A): The scope of work is to provide Phase I preliminary engineering and environmental services and Phase II final roadway design for a 3.7 mile section of US 41A to relieve congestion, provide enhanced traffic flow for Industrial access, improve safety and provide required connectivity with improved KY 281 and the E.T. Breathitt Parkway.

Due to the size of the of the project and breadth of scope and consideration of a DBE Participation Plan a up to a total of 5 pages (A-E) will be allowed for Page 7 (Project Approach) including the DBE Participation Plan.
