QUESTION: When using the link to page 11 of this advertisement. We are advised to fill out only current Average Audited Wage Rates for the Driller and helper and the current mileage rate and the rest of the form will calculate and fill it self out.

These items do not compute themselves and are either blank, or zero. Please advise how KTC wishes us to proceed with these line items. As a side note drillers are paid to drill, property contact, and utility coordination is often handle by others (non-drillers) while driller is performing borings another project typically a junior professional or senior technician.

ANSWER: These items are shown, so as to define how they will be calculated on each project.

Item 16 is based on the number of parcels needed to be entered upon and weather the project is classified as Urban or Rural.

Item 17 is based on weather the project is classified as Urban or Rural. The classification of either Urban or Rural for a project is set by the Division of Design when a project is started.

Item 18 is based on the number of holes drilled on the project. The Cabinet’s drillers perform property owner contacts and Utility Coordination for there projects, therefore we feel this is the most appropriate labor category to use, in order to define the cost

Question: “If a Consultant has never been audited and is unable to obtain a state audit by the submission deadline, what should we submit for our average audited wage rates? Would internally established rates or CPA audited rates, obtained in general accordance with the AASHTO Uniform Audit and Accounting Guide be considered acceptable on an interim basis? “

Answer: For firms that do not have an approved KYTC audit, do not submit any cost at this time. If a firm without an approved KYTC audit is selected for a region, a KYTC approved audit will have to be issued before a contract can be executed. The firm will be put in the rotation, but will be passed over for work until a contract is executed.

Regardless of the execution date of and contract for drilling services, the ending date of all contracts will remain the same, June 30, 2010.

QUESTION: - On page 2 – Special instructions, last paragraph, what is meant by the “Federal Mileage rate for a 4X4 Pickup truck? ”

ANSWER: - This should have specified the $0.54 Mileage rate for a 4X4 Pickup truck as specified in the KYTC direct cost allowable rate policy dated 9-10-07. The advertisement has been corrected and removed the Federal reference.

QUESTION: - Do we need to provide six seal cost estimate items or just one?

ANSWER: - Just on sealed cost estimate is required.

QUESTION: - Are we to apply our FAR or KAR Overhead rates on the fee schedules?

ANSWER: – You should apply the FAR Overhead and wage rates with no caps as specified in the STATE HIGHWAY ENGINEER POLICY #2008-04 - 2-22-08.

QUESTION: - Do you need to submit a seperate proposal for each Region?

ANSWER: - Yes, a proposal is needed for every Region in order for your Firm to be considered.

CORRECTION: - While the upset limit on the first page Project Description is listed as $6 Million, the Special Instructions indicate an upset limit of $2 Million and included language stating no letter agreement would exceed $500 K.  The Special Instructions have been revised to be consistent with the Project Description.

QUESTION: - In the instructions for response it states that under “Response Forms and Due Date” to mail six copies to Transportation Office Building , 200 Mero Street . It doesn't detail to who's attention, who do we attention it to?

QUESTION: - In the bulletin itself under “Approximate Fee” it states an upset limit of $6,000,000.00. In the “Special Instructions” section it's a $2,000,000.00 upset limit. Which is the correct amount?
ANSWER: - We previously put out a correction on this. While the upset limit on the first page Project Description is listed as $6 Million, the Special Instructions indicate an upset limit of $2 Million and included language stating no letter agreement would exceed $500 K.  The Special Instructions have been revised to be consistent with the Project Description.

QUESTION: - Under the “Special Instructions” it states preferred “SSPC Protective Coatings Specialist (PCS) NACE CIP Level 2”. Should that state and/or between the two?
ANSWER: - Yes it should have and/or between the 2 requirements.

QUESTION: - Why is there no DBE participation requirement on a $6 mil project?

ANSWER: - Of the 5 firms prequalified in Bridge Painting Project Inspection and/or Bridge Painting Project Management, none are certified DBE.
CORRECTION: - The firm Saftey Controls Technoloy is prequalified in Bridge Painting Project Inspection and has been certifed as a DBE firm by KYTC.
There is still no requirement for a DBE Participation Plan for the response to announcement for the Statewide Bridge Maintenance & Painting Project Management.

QUESTION:   How do we resolve lack of current KYTC rates?  Most recent KYTC audit is showing 2005 audited wage rates.  We need information for 2006 and 2007 pricing to current RFP for statewide drilling?

ANSWER:   Pricing for the RFP drilling should use the current rates, even if the audited wage rates are 2005 or older.  If the firm is selected, and an audit or updated wage rates are approved by the KYTC External Audit Branch before the contract is accepted by the consultant, then an adjustment to the pricing submitted with the RFP may be considered.

QUESTION:   Our firm currently has an audit pending KYTC approval.  Will a firm be locked into the Pricing for the RFP drilling or be considered for adjustment when KYTC approves the audit?

ANSWER:   Pricing for the RFP drilling should use the overhead and wage rates from the most recent audit approved by KYTC.  If the firm is selected, and an audit or updated wage rates are approved by the KYTC External Audit Branch before the contract is accepted by the consultant, then an adjustment to the pricing submitted with the RFP may be considered.
