2008-08, Statewide Structural Steel Shop Inspection

QUESTION #1:
Where are the fabrication shops located?  Is there a list of approved shops?

ANSWER #1:
The contractor will elect which fabrication shop he intends to use and they can be located nationwide.  We have also sent inspectors to secondary shops where bearings, diaphragms, and other miscellaneous work has been done.  KYTC does not keep a list of approved shops.

QUESTION #2:
The Scope of Work, states the consultant duties include performing all radiographic, ultrasonic, and magnetic particle testing. Radiographic testing requires a radioactive materials license in the State the work is performed.  This will involve reciprocity fees in Agreement States and an NRC license in Non Agreement States.  It is impossible to know these costs at this time, as the fabrication locations have not been identified.  In addition, the film costs in 

radiography are expensive and these costs are unknown, as the number of welds requiring radiography is unknown.

ANSWER #2:
Inspectors will not be required to conduct radiographic testing, but will need to be able to witness/report the testing and interpret the results.  The contractor/fabricator shall perform the testing.

QUESTION #3:
The ultrasonic and magnetic particle testing requires consumable costs that are not known at this time.

ANSWER #3:
KYTC very seldom requires inspectors to conduct ultrasonic and magnetic particle testing, but will require that the inspector retains the ability to do so if called upon.  Otherwise, inspectors shall be able to witness/report the testing of the contractor/fabricator and interpret the results.

QUESTION #4:

It appears in reading the 'Instructions for Response', that I should use a form 'Responses to Advertisement for Engineering and Related Services'. I am unable to locate this form on your web site.

ANSWER #4:

The links in the advertisement were old and incorrect. The links have now been fixed in the advertisement and on the main web page.

QUESTION #5: Rates are outlined at an hourly cost between $45 and $65 per hour. Does this rate include travel time, lodging, meals and any other item associated with providing this service to KYTC or are these items an add on to the hourly rate?

ANSWER #5: The hourly rate includes everything (travel time, lodging, meals and any other item associated with providing this service). KYTC does not pay travel time. We do allow for travel time to the Pre- Fabrication Conference. Please note that the hourly rate should be submitted in a sealed envelope with the response to announcement.

QUESTION #6: On page 2 of the Instructions for Response dated 9/4/2007, there is a note:  Two registered professional engineers are required for projects having Rural Roadway Geometic Design or Urban Roadway Design services if the estimated design fee is $250,000 or greater.  Two registered professional engineers are required for ALL projects having Structural services. 

ANSWER #6: The note in the instructions is just to emphasis the point about 2 engineers for Roadway Design projects (which is typically 90% of the services we advertise for).  This does not apply to the advertisement for Statewide Structural Steel Inspection.

The requirements for prequalification for Structural Steel Fabrication Inspection only require one (1) licensed professional engineer.

STRUCTURAL STEEL FABRICATION INSPECTION - The inspection will include performing all radiography, ultrasonic, magnetic particle and dye penetrate testing of welds as required and visual inspection to insure fabrication in accordance with applicable specifications Level Two nondestructive testing inspectors for magnetic particle and ultrasonic or radiographic testing.  Consultant engineering firms must have a minimum of one (1) licensed professional engineer who can demonstrate knowledge and experience in welding theory, techniques, procedures, and inspections.  Licensure in Kentucky is not necessarily required.
