As of the date of printing the FY 2005-2007 Statewide Transportation Improvement Program (STIP), the Kentucky General Assembly has yet to enact an official FY 2005-2006 state budget. Accordingly, the Commonwealth of Kentucky is operating under a budget-spending plan outlined by an executive order signed by Governor Ernie Fletcher. The Transportation Cabinet’s overall transportation program contained within the FY 2005-2007 STIP is consistent with the spending plan set forth in the Governor's executive order, and the direction from FHWA relative to resulting “fiscal constraint” issues as outlined in Appendix A, Exhibit A-6.
