NOTICE: KYTC is providing a list of projects that it anticipates to advertise for engineering and related service over the next year. Studies, preliminary plans or other documents associated with any of these projects will be made available at the time the project is advertised. DBE requirements for each project will be determined as each advertisement is developed. 

The Kentucky Transportation Cabinet reserves the right to add or delete projects, in whole or in part, from this list without advance notice. Anyone interested in these projects should check this page periodically for updates. After the issuance of this notice, firms or their representatives, and KYTC personnel should exercise professional judgment when discussing any projects from this list so that a "level playing field" is maintained for all potential responding firms.

NOTICE: Scope Verification Meetings

In accordance with the FHWA and KYTC Stewardship Plan, dated December 2012, a Scope Verification Meeting (SVM) will be conducted for all federal-aid projects requiring a Categorical Exclusion Level 3 (CE3), EA/FONSI or EIS to document appropriate consideration of environmental impacts. The purpose of the SVM is to gather key members of the Project Team, including FHWA, to assure that all members are in agreement with the work to be undertaken. Normally, the SVM will be conducted during the time between the advertisement for Professional Services and the Pre-Design Meeting. Timing of the meeting is important, to assure that all parties are in agreement with the scope of the work to be tasked to the consultant prior to the Pre-Design Meeting. This project requirement is effective immediately.

NOTICE:  KYTC Consultant Construction Inspection Training Survey

The Division of Construction has received numerous inquiries concerning the various certification classes required for consultant inspection. The form below provides the Cabinet with information on the number of individuals that still need to be trained in the various certification courses.  We typically do not train during the summer months, but we realize there are inspectors still needing various certifications.  Please complete the form on the Division of Construction’s webpage to help us gauge the number of inspectors needing the appropriate certifications.

An updated TC 61-408 Pay Estimate form has been created and added to the forms page. 
There are several additional items added to the pay estimate form.  Information to populate these new items can be obtain from your KYTC project manager or from the Division of Professional Services.
An instructions document has also been created and added to the forms page.  The instructions contain detailed step by step instructions for submitting and approving a pay estimate.

​NOTICE: Effective April 5, 2010, Governor Steve Beshear approved House Bill 387 which amends KRS 45A.695 to require that “no payment shall be made on any personal service contract unless the individual, firm, partnership, or corporation awarded the personal service contract submits its invoice for payment on a form established by the committee.”
At the August 10, 2010 Legislative Research Commission's Government Contract Review Committee (GCRC) meeting, the committee established a personal service contract invoice form. Please consider this web posting as your official notice to use this form for all future invoices referencing any personal service contract with KYTC. This form is in addition to the current TC 61-408 invoice form and any other documentation currently required or requested. This form must be signed by the consultant, scaned and included in the email chain with the partial payment request.

​UPDATED:- Professional Services Guidance Manual - This updated manual was approved by Secretary Prather on August 18, 2008. This manual has been prepared to provide information and guidance to personnel of the Kentucky Transportation Cabinet. Its purpose is to establish uniformity in the interpretation and administration of laws, rules, and regulations applicable to the operation of the Division of Professional Services and its relationship with other units of the Cabinet.  8-25-08
