Human Service Transportation Delivery Branch
The Human Service Transportation Delivery Branch is responsible for the oversight of the Human Service Transportation Delivery (HSTD) program. The HSTD program consolidates transportation services previously provided by various state governmental agencies. The former transportation delivery process was fragmented, increasingly costly, and vulnerable to fraud and abuse. In addition, transportation services were not easily accessible in some rural areas.

Under the HSTD program, transportation services for the Department for Medicaid Services, Department for the Blind, and the Department of Vocational Rehabilitation are now coordinated by the Kentucky Transportation Cabinet, Office of Transportation Delivery.

HSTD Facts:

  • The State of Kentucky is divided into 10 HSTD regions (Regions 1, 2, 4, 5, 6, 8, 10, 12, 13, 14). Regional brokers, who were awarded a contract under a competitive bid process, administer each region.
  • The HSTD program provides nearly two million one way trips each year to Kentucky’s Medicaid, Department for the Blind, and Vocational Rehabilitation recipients.
  • Drivers under the HSTD program are subject to pre-employment and random drug testing as well as criminal and driving record checks.
  • Drivers are required to complete First Aid, CPR and passenger assistance training prior to transporting HSTD recipients.
  • Vehicles used to transport recipients under the HSTD program are inspected to ensure that they are safe, properly equipped and meet State and Federal laws and regulations.
  • Broker assessments and rider surveys are conducted to ensure efficient and safe transportation practices are in place and exercised.

Kentucky Public Transportation Branch
The Kentucky Public Transportation Branch is responsible for the oversight and implementation of various statewide public transit grants. The grants include operating, capital (rolling stock and transit facilities) and technical assistance. These grants are administered directly by statewide nonprofit or public operators. Statewide, operators vary from a one county rural operation to multiple county systems to large urban area transit agencies.
Kentucky is on the cutting edge with job access and reverse commute transportation projects for low income, under employed and welfare recipient citizens.

Public Transportation Facts:
  • The USDOT Federal Transit Administration recognizes Kentucky as having one of the best-administered State grant systems in the United States.
  • In FY 2003 over twenty million dollars in transit funds will be secured for needed transportation services and capital to assist Kentuckians to jobs, medical facilities, education, recreation etc.
  • Over twenty three million trips are provided annually by Kentucky’s public transportation systems.
  • Every county in Kentucky is covered by a specialized or general public transportation system.
  • Kentucky has increased the number of transfer stations, bus facility waiting areas and bus stop shelters.
  • Each transit system has their own individual rate structure.
