Post-Construction Review

A post-construction review was held on the subject project on February 25, 1998 in the District 10 conference room. The following personnel were in attendance:

The attendees reviewed the project proposal and construction change orders. An on site investigation followed the meeting. This post-construction meeting dealt with the emergency pavement repairs and rehabilitation of KY 80.

 

 

The following order was discussed:

CHANGE ORDER NO. 1

The reason for this change order was to decrease quantities of Channel Lining Class II, Silt Checks, Emulsified Asphalt RS-2, Traffic Bound Base, and Crushed Stone Base. Also, culvert pipe and a modified drop box inlet was added at Station 3587+00 thru 3588+32 to improve drainage.

Guardrail end treatments were added at Station 3429+95 and Station 3549+50 to improve safety at these two areas. Also bituminous surface Class I 20/30 was added to the contract for the median cross-overs.

Lump sum adjustments were made for bituminous mixtures as per the special note for control and acceptance of asphalt mixtures and for pavement rideability, as per the special note for bituminous pavement rideability.

The contractor also received a lump sum payment for emergency work to remove a slide that occurred on the project which blocked the roadway. Also, the contractor agreed to reimburse the Department for the cost of restriping 2500 L.F. of pavement that the contractor was to perform as part of corrective work. It was agreed by both parties that District 10 Division of Traffic would do the corrective work.

This change order resulted in no net increase or decrease in the project working days.

Additional comments from this post-construction review were as follows:

It was noted that this project was a proposal project and sometimes it was not clear how to interpret the notes and instructions from the proposal. There were 2 alternates shown in the proposal which also was considered confusing to the construction personnel.

Because this was a proposal project and ample funding was available , District personnel were able to make changes in the contract such as adding polymers to all bituminous courses, changing the pavement design from asphalt to concrete in an area due to heavy truck traffic, pave part of the median in certain areas to provide a storage or truck turning lane and to correct a slide that occurred within the project limits.

This was the first project in District 10 to use double fines in the construction zone. District personnel felt they had great success with the implementation of this law.

There was 1 fatality accident on the project and several other minor accidents. The Resident Engineer felt that most of the accidents occurred due to motorists not being able to read or understand the signing on the project.

A drainage consultant was contacted for a drainage analysis on this project. There were several pipes found that were not indicated in the proposal and several of the ones indicated were covered up and not functioning properly.

The proposal called for the striping operation to be performed as the fresh asphalt was placed. However, the reflectorization of the paint was not good and it was decided to use temporary pavement striping and then perform permanent striping after the bituminous surface cured.
