SUBJECT:                               Erosion Control for Highway Construction

 

In January a notification was sent out by the State Highway Engineer that the 1998 Standard Specifications and Standard Drawings were to be implemented with the April, 1998 letting. All bid items required by the new specifications are to be the responsibility of the Designer (Consultant or Department) to add to the plans. This includes all erosion control items, including those that previously have been added by Central Office.

It is recognized that it is not feasible to develop complete Erosion Control Plans as required by the attached guidance for projects already established for lettings in the next several months. Therefore for projects in lettings between April through July, the Designer will be responsible only for adding appropriate bid items for seeding and protection, sodding, silt fences, silt checks, silt traps, and other general items as shown in the Specifications with special consideration of those in Sections 212, 213, and 827. Where available and feasible, the designer should provide copies of any existing contours for the project area. The proposed roadway centerline and right-of-way lines should desirably be shown on the contour sheets.

For projects in lettings between July, 1998 and January, 1999, the need for a more extensive erosion control plan and time constraints for the development of such a plan shall be weighed and a determination made for its need by the Project Development Team. A full erosion control plan should consist of contoured plan sheets either directly on the roadway plans where sheets would not be overly cluttered or on separate sheets developed specifically for the erosion control plan. These plans should show the centerline, right-of-way lines, permanent drainage features, permanent and temporary erosion control features, construction notes for all erosion control items, construction phasing to pond the runoff and trap sediment from the construction. Starting with the January, 1999, letting the full erosion control plan as described above will be required on every project unless the Project Development Team decides such a plan is unnecessary for a specific project. Exceptions to the requirement for an Erosion Control Plan should be documented in the inspection reports. For projects that are already past an inspection stage, a separate documentation of exception may be written and approved by appropriate members of the Project Team as assigned by the Chief District Engineer.

A new Chapter 10 of the Drainage Manual has been prepared to address Erosion Control issues. A copy of this chapter is attached. Also in reference to this chapter are new drawings available on the sepia list from the Standard Drawings Section "Silt Check Type I Straw Bales", "Silt Check Type II and III Crushed Stone", Temporary Silt Fence", and "Temporary Silt Fence with Woven Wire Fabric."
