DESIGN MEMORANDUM NO. 10-97 TO: Chief District Engineers FROM: John B. Sacksteder, P.E. DATE: September 23, 1997 SUBJECT: Pavement Design Guide For
Projects Attached is the subject Pavement Design Guide. This guide is intended for use for projects off the National Highway System, for projects having a length less than one kilometer (0.60 Mile), and is only valid for projects with 5,000,000 Equivalent Single Axle Loads (ESALs) or less. This guide is provided as a supplement to information provided in Chapter 61-06 of the Division of Highway Design Manual. Procedures presented in the attachments for determination of pavement layer thicknesses shall be used by roadway designers for determination of pavement structural designs for affected projects effective with the date of this memorandum. Approval of pavement designs prepared using this method will be the responsibility of the Branch Manager for Pre-Construction in the District. With the approval of the Branch Manager for Pre-Construction in the District, the proposed pavement design shall be submitted to the Pavement Design Branch of the Division of Highway Design for archival purposes, pavement management record keeping purposes, and for distribution to other groups within the Central Office. Staff of the Pavement Design Branch, Division of Highway Design will conduct a cursory review of submitted designs for verification of consistent application of this design procedure. Errors or inconsistencies with the application of pavement design procedures presented herein will be noted. The Designer will be advised via the Branch Manager for Pre-Construction in the District of the observed inconsistencies and any recommendations for The tables in Chapter 61-06 of the Highway Design Manual, "MINIMUM PAVEMENT DESIGN, MAINLINE, DESIGN YEAR ADT< 1500, LENGTH < 450 METERS," "MINIMUM PAVEMENT DESIGN, ENTRANCES AND MINOR APPROACHES, DESIGN YEAR ADT< 1500, LENGTH < 450 METERS," and "MINIMUM DETOUR PAVEMENT DESIGNS" shall apply to appropriate projects unless in conflict with pavement designs resulting from the attached procedure. In the event of conflicting results, the pavement design having the greatest "Structural Number" (SN) shall be selected. As a means of facilitating implementation of this Guide and to provide general assistance to District staff in the area of pavement design, pavement design staff listed on the attachment are herein assigned to the respective Districts. Design staff in the Districts and Consultant staff are encouraged to contact these persons for assistance in pavement design issues.
