NOTICE:  2017 Partnering Conference | Breakout Sessions

During the 2017 Annual Partnering Conference, KYTC Professional Services will participate in two breakout sessions on August 16 – Secretary’s Office Q&A and Creating Expectations Through Consultant Evaluations.  KYTC’s Chief of Staff, Asa James Swan, will co-present the Secretary’s Office Q&A seminar while Brent Sweger and Wendy Southworth of Highway Design will join for the Consultant Evaluation breakout session.
 
The consultant industry and KYTC staff are now welcome to send any specific questions for Mr. Swan to address or any considerations for consultant evaluations to Eric Pelfrey at Eric.Pelfrey@ky.gov rather than waiting until the conclusion of either session.  Your concerns will be incorporated into our discussion as time permits or addressed via email.

NOTICE:  Project Manager's Boot Camp Xpress | Future Sessions

Since January, KYTC has held five successful offerings of Project Manager’s Boot Camp Xpress (PMBCX). The 175 consultant project managers who have attended PMBCX to date have spoken highly of and endorsed the training’s curriculum. As noted on May 12, the scheduled June offering of PMBCX has been postponed until September 21–22. To meet continuing demand, KYTC plans to offer additional sessions of PMBCX this fall.
 
To gauge how many sessions are needed, KYTC is asking all consultant project managers who have not yet enrolled or registered for a PMBC offering — but who still need to attend — to contact Candice Wallace at Candice.Wallace@uky.edu (not the Division of Professional Services) at their earliest convenience. Prospective attendees will be notified once additional sessions are scheduled. KYTC anticipates additional training sessions in the future for new hires and new project managers, as necessary.

NOTICE:  Fee Proposal Form Update

An updated "TC 40-2 Engineering and Related Services Fee Proposal" form has been created and uploaded to the Professional Services Forms website. Effective immediately, firms should submit this form for all consultant fee proposals, which is embedded with several auto-calculations to reduce formatting errors.

NOTICE:  Professional Services Guidance Manual

Effective March 29, an updated Professional Services Guidance Manual was approved by the Kentucky Transportation Cabinet and Federal Highway Administration. Please refer to this revised Guidance Manual which shall govern administration policy and assist with the interpretation of procurement procedures for engineering consultant services.

NOTICE:  2017 New Preq​ualification Service Categories and Renewal Update

The Transportation Cabinet has developed categories for fifteen (15) new prequalification services:
 
Highway Design
        ·      Utility Design: Water & Sewer Level 1 or 2
        ·      Utility Design: Communication
        ·      Utility Design: Electrical Level 1 or 2
        ·      Utility Design: Gas Level 1 or 2
        ·      Utility Design: Petroleum
        ·      Utility Preconstruction Coordination
        ·      Utility Construction Inspection
 
Maintenance / Bridge Maintenance Services
        ·      Tunnel Inspection
 
Environmental and UST Services
        ·      UST Closure Assessment
        ·      UST Site Investigation (Phase II)
        ·      UST Corrective Action
        ·      Hazmat Site Investigation (Phase II)
        ·      Hazmat Corrective Action
 
Intelligent Transportation Systems
        ·      ITS: System Design, Deployment & Integration
        ·      ITS: System Maintenance, Management & Operations
 
Any firm that desires to be prequalified for any of these fifteen new services must submit a partial application to determine eligibility, explained in further detail below: 
·     If a firm does not wish to submit for prequalification of a new service category, policy states that in odd years firms may submit a letter certifying that nothing has substantially changed from the previously submitted application and retain those prequalification services.
·       If a firm wishes to submit for one or more of these new service categories, the firm must follow the annual application process for those new prequalification service(s) only, in addition to providing certification that nothing has substantially changed from their 2016 application to retain prequalification of all existing service categories.
 
In addition to these new prequalification service categories, the Transportation Cabinet has also provided additional Criteria and Instructions for many existing prequalification service categories. This additional guidance is intended to clearly advise firms of minimum eligibility requirements prior to submittal and streamline the approval process. Please review the links below for further details.

NOTICE:  2017 Direct Costs for Mileage, Per Diem and Hotel

The Transportation Cabinet has provided annual reimbursement rates for 2017, as governed by 200 KAR 2:006. Please see the memorandum for specific reimbursement rates, linked below.

NOTICE:  Project Manager’s Boot Camp Xpress Training

The Kentucky Transportation Cabinet announces that, effective immediately, all consultant project managers will be required to register and participate in a two-day Project Manager’s Boot Camp Xpress Training.  This training is an abbreviated course designed to improve the project delivery success rate and ability to fulfill the Cabinet’s mission by strengthening the partnership between the Cabinet and consultants. Please review the linked memorandum for further details.
Update: The consultant cost of this training shall be $400/person
