NOTICE: Shop Plan Reimbursements
KYTC has revised its process of reimbursing engineering consultants for the checking of shop plans for Structure Design. In order to expedite the processing of these payments and to provide more ownership, the Division of Structural Design will now process all shop plan invoices rather than the Division of Professional Services. This change is effective immediately.

NOTICE: Project Advertisements for FY15
The Kentucky Transportation Cabinet is providing a list of projects that it anticipates to advertise for engineering, right-of-way, and statewide services over the next year. Studies, preliminary plans or other documents associated with any of these projects will be made available at the time the project is advertised. DBE requirements for each project will be considered and determined as each advertisement is developed.
KYTC reserves the right to add or delete projects, in whole or in part, from this list without advance notice. Anyone interested in these projects should check this page periodically for updates. After the issuance of this notice, firms or their representatives, and KYTC personnel should exercise professional judgment when discussing any projects from this list so that a "level playing field" is maintained for all potential responding firms.

NOTICE: Statewide Services Anticipated Advertisement Schedule for 2015
The Division of Professional Services has been coordinating with various Divisions of the Kentucky Transportation Cabinet on expiring statewide consultant services. We currently anticipate posting advertisements for various services in the month shown in this link but all dates are subject to change. Please feel free to review the current RFP or contact the Project Manager listed for more information prior to advertisement of the next round of services.

NOTICE: Updated Right of Way Production-Hour worksheet
The Division of Right of Way has updated the Department's standard "Production-Hour Worksheet" for Right of Way Acquisition. For all projects that include right of way acquisition, Consultants and Department Project Managers should agree to units using this form. This new form can be found on the Professional Services website under the Forms link along the right.

NOTICE: Updated Roadway Design Production-Hour worksheet
The Division of Highway Design and Division of Professional Services have updated the Department's standard "Production-Hour Worksheet". For all projects that include roadway design, consultants and Department Project Managers should agree to units using this form. This new form can be found on the Professional Services website under the Forms link along the right, as well as on the Highway Design website under the Miscellaneous Forms link along the right.

NOTICE: The instructions for invoicing Engineering and Engineering-Related Services have be updated. Please note the following changes.
TC 40-408 Pay Estimate Instructions 6-24-14
1) Contract remaining encumbered balances of less than $5,000 will liquidate on July 1st of each year and close the contract. The threshold previously was $1,000, but was raised to $5,000 this year.
2) Consultant vendors must list any DBE participation for this billing period in the designated box in the lower left side of the form. This should include DBE firm name and amount.

NOTICE: Pay Estimate Form Update
An updated "TC 40-408 Engineering and Engineering-Related Services Pay Estimate" form has been created and added to the Professional Services Forms website. This form will replace the old Highway Design TC 61-408 form.
A completed Example TC 40-408 is also available.
The Instructions Document remains unchanged and is also available on the Professional Services Forms site. The Instructions Document contains detailed step by step directions for submitting and approving a pay estimate.

NOTICE: Scope Verification Meetings
In accordance with the FHWA and KYTC Stewardship Plan, dated December 2012, a Scope Verification Meeting (SVM) will be conducted for all federal-aid projects requiring a Categorical Exclusion Level 3 (CE3), EA/FONSI or EIS to document appropriate consideration of environmental impacts. The purpose of the SVM is to gather key members of the Project Team, including FHWA, to assure that all members are in agreement with the work to be undertaken. Normally, the SVM will be conducted during the time between the advertisement for Professional Services and the Pre-Design Meeting. Timing of the meeting is important, to assure that all parties are in agreement with the scope of the work to be tasked to the consultant prior to the Pre-Design Meeting. This project requirement is effective immediately.
