Public, agency review process runs through Sept. 16
 
FRANKFORT, Ky. (Aug. 5, 2014) – The Kentucky Transportation Cabinet’s (KYTC) draft 2014 Kentucky Statewide Rail Plan, which highlights the state’s current passenger and freight rail connections and plans for the future, is ready for review by the public and rail agencies.
 
KYTC’s Division of Planning, Multimodal Programs Branch partnered with consultant Parsons Brinckerhoff to publish the draft plan, which has been posted on the railroad section of the Division of Planning website via the Kentucky Statewide Rail Plan web link –  transportation.ky.gov/Railroads/Pages/Kentucky-Statewide-Rail-Plan.aspx.
 
KYTC and Parsons Brinckerhoff conducted two public meetings in February and a stakeholder meeting in May. During this outreach process, the project team released a draft rail plan for stakeholder review. The latest draft incorporates the input received but seeks more feedback and information to affirm the needs of the industry.  The draft includes:
·         Chapter 1 – Introduction
·         Chapter 2 - Freight and Intermodal
·         Chapter 3 - Passenger Rail
·         Chapter 4 - Railroad Funding in Kentucky
·         Chapter 5 - Rail Safety and Security
·         Chapter 6 - Rails to Trails Program
·         Chapter 7 - Public and Industry Outreach
·         Chapter 8 - Recommendations
 
As part of the larger freight network, KYTC is also asking for an industry review of intermodal connectors that link freight facilities to other modes, shippers, haulers, manufacturers, and distribution networks.
 
The public and agency review process for the Kentucky Statewide Rail Plan is Aug. 1 to Sept. 16 – a 45-day comment window. Those wishing to make comments can email Casey.Wells@ky.gov or send them to:

Please use the 45-day Rail Plan review period to read through the rail plan, prepare and send any comments about the document, and assemble a list of roadways near rail facilities that should be included in KYTC’s list of intermodal connectors.
